Rocca started his career as a Firefighter with the City of Iowa City Fire Department on July 14, 1978; was promoted to Lieutenant on June 13, 1987; to Captain on May 22, 1989; Battalion Chief on February 27, 1991; and become Fire Chief on February 26, 1996; and WHEREAS, Fire Chief Rocca improved Iowa City's Insurance Services Organization (ISO) Public Protection Classification rating over the course of his career from a Class 4 to a Class 2 on a 10 -point scale. Only 1.5 percent of fire protection areas nationwide achieve a Class 1 or Class 2 status; and WHEREAS, in 2008, the Iowa City Fire Department became the second fire- department in Iowa to earn accreditation status from the Commission on Fire Accreditation International, joining only 170 fire agencies earning accredited agency status worldwide; and WHEREAS, Fire Chief Rocca established the fire department's first training center, located at 1001 S. Clinton Street, and saw to its reconstruction following the flood of 2008; and oversaw the construction of Stations , 2 and 4, each of which earned Gold level certification from the Leadership in Energy and Environmental Design (LEED) organization; and WHEREAS, Fire Chief Rocca worked tirelessly to create the city and county Joint Communications Center (JECC), which provides a state -of -the art P25 compliant digital 800 MHz interoperable radio system for all fire, law, and EMS service providers in Johnson County; and WHEREAS, Iowa City would like to thank Fire Chief Rocca and wishes to recognize his leadership, dedication, and commitment to public safety in Iowa and in the Iowa City community for nearly 35 years. NOW, THEREFORE, I, Matthew J. Hayek, Mayor of the City of Iowa City, declare Monday, May 13, 2013 as: Andrew J. Mayor City of Iowa City PROCLAMATION Whereas, Sexual Assault Awareness Month is intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member; and Whereas, Rape, sexual assault, and sexual harassment impact our community as seen by statistics indicating that one in five women will have experienced sexual assault by the time they complete college (Fisher, Cullen, & Turner, 2000); and Whereas, We must work together to educate our community about what can be done to prevent sexual assault and how to support survivors; and Whereas, Staff and volunteers of anti - violence programs in Iowa City encourage every person to speak out when witnessing acts of violence however small; and Whereas, With leadership, dedication, and encouragement, there is compelling evidence that we can be successful in reducing sexual violence through prevention education, increased awareness, and holding perpetrators who commit acts of violence responsible for their actions; and Whereas, Iowa City strongly supports the efforts of national, state, and local partners to actively engage in public and private efforts, including conversations about what sexual violence is, how to prevent it, how to help survivors connect with services, and how every segment of our society can work together to better address sexual violence. Now, therefore, I, Matthew J. Hayek, Mayor of the City of Iowa City, Iowa do hereby proclaim April as "SEXUAL ASSAULT AWARENESS MONTH" in Iowa City and join anti - sexual violence advocates and support service programs in the belief that all community members must be part of the solution to end sexual violence. Hayek, Mayor of the City of Iowa City, Iowa, do hereby proclaim April 26, 2013, to be in Iowa City, and I hereby urge all citizens to participate in tree planting and preservation projects throughout the year.
