discrimination based on race, color or national origin by agencies in any
programs and activities that receive federal funds. In 2011, City
Council adopted the City of Iowa City Title VI Compliance Plan with
Resolution No. 11 -301. The Federal Transit Administration (FTA)

specific Title VI Program Plan to endure compliance with Title VI laws.
Iowa City Transit receives annual operating funds from FTA of nearly
$1.1 million.

Comment: This resolution changes a Civil Engineer position to Senior
Civil Engineer position. The Capital Improvement Plan has increased
from $113 million as shown in the 2008 Financial Plan to over $251
million in the 2014 Financial Plan and it now relies more heavily on state
and federal funding sources, requiring specific administrative, tracking
and reporting obligations. This increase allows the Iowa City Engineering
Division to promote a Civil Engineer to Senior Engineer to better manage
this workload.

ENTITLED "MOTOR VEHICLES AND TRAFFIC," OF THE CITY CODE BY
ADOPTING AN ORDINANCE SIMILAR IN SUBSTANCE TO THE PROPOSED
