Re: FA CF to announce major investment in Iowa City
Friends of the Animal Center Foundation (FACF) will be making a special announcement
about a major seven - figure investment and presenting a six - figure initial gift to Mayor Matt
Hayek 30 minutes prior to the Iowa City - City Council Meeting at 6:30 p.m. on Tuesday,
June 18.
Prior to this announcement, the Animal Center, located at 4852 Sand Road SE, Iowa City,
IA, will be open during normal business hours (until 5:30 p.m.) for media outlets to collect
any b =roll video or still footage relevant to this release.
Please join us for a short presentation followed by questions on the front steps of the City
Administration Building at 6:30. Individual interviews will follow.
A news release will be made available to all media outlets in attendance along with digital
images relevant to the announcement.

extension of time to repair /replace the brick sidewalks adjacent to our homes in the
Brown Street historic district. The current deadline to repair /replace the brick
sidewalks is July 1, 2013.
We are requesting the extension to allow for more time for the City to consider and
respond to our request to include the repair /replacement of the brick sidewalks with
the upcoming replacement of the brick on Brown Street.

Idyllwild Flood Mitigation Support
The property owners and residents want to acknowledge the support City employees provided in support of
our flood mitigation efforts. In particular, we want to highlight the efforts of Rick Fosse and Carol Sweeting.
Rick's daily communications to our flood emergency team were invaluable in our mitigation planning and
scheduling.
Carol helped us secure 7,000 filled sandbags and hundreds of feet of plastic sheets needed to fulfill our Flood
Risk A (so called 100 -year flood) Flood Emergency Plan.
We should also mention the help of others employed by the City. We didn't get their names but they need to
be thanked. Particularly the truck drivers that delivered bulk sand and bags on schedule and to bags filling
stations around our property.

Subject: Iowa City Public Market
Dear Council Members,
As you may have heard, I (and others) have been discussing the possibility of a public market here in Iowa City,
somewhat similar to the new NewBo City Market in Cedar Rapids. This is in no way conceived to "re 1p ace„
the Iowa City Farmers Market, but rather as a compliment to it. There are other examples of this kind of idea
in, for example, Columbus, Little Rock, Cincinnati, and Da on.
I played a key role in the development and implementation of NewBo, first as a member of the board of
directors, and then as "Director of Healthy Food and Advocacy," where my primary role was to recruit the
anchor merchants and guide them through the opening of the market. I also handled all the marketing and some
of the program development.
Since then, I have met a few times with Jeff Davidson and Tom Markus, both of whom agree that this is an idea
worth considering, especially as a part of the new Riverfront Crossings development. Tammy Neumann is on
board as well, and we would like to strongly encourage you to include some budgetary consideration for further
exploration of the idea.
In a nutshell, this would be a year -round market of individual food stalls, owned and operated by local farmers,
cooks and merchants. Their stalls would be fully "built -in," not set up and taken down each day, and
administrated more like a shopping mall than a farmers market.
The possibilities beyond this simple concept are myriad, and limited only by imagination (and, of course,
budget!). Personally I envision more than just a market - I see a business incubator and learning facility that
would fit perfectly into the city's (and the state's) plans to improve the economy and the public's
health. Imagine a community kitchen where farmers could process food in a licensed facility for value -added
products and where cooking classes could be taught. There could be a learning garden as well, for kids and
adults alike, perhaps even season extension, a greenhouse and more.
Right now I am working with The Shelter House, developing the "Culinary Starts" program, which is a 12 -week
course designed to give Shelter House residents the rudimentary skills necessary to gain entry -level
employment in the foodservice industry. I could even envision a compatible role for this program, perhaps
somewhat akin to the incredible program in Milwaukee called Growing Power.

All these dreams are, of course, way down the road. For now, I hope you'll agree that the concept has merit and
warrants further investigation. Mr. Davidson and Mr. Markus can provide you with the details of what that

As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council
of the following action.
Action:
Pursuant to Section 9 -1 -3A (10):
• Install NO PARKING ANY TIME signs on both sides of Waterfront Drive, south of Main
Street (Hill Top Court main access drive)
• Install NO PARKING 5 PM to 8 AM signs on the west side of Waterfront Drive between
Main Street and Southgate Avenue
Comment:
Southgate Development has requested Waterfront Drive be designated as NO PARKING south
of Southgate Avenue due to issues with long -term parking and street storage. Police and
Housing and Inspections Services staff have also reported issues with abandoned vehicles and
street storage of vehicles on this segment of Waterfront Drive.
After conferring with other abutting land uses, Shelter House staff noted a preference to
continue to allow on- street parking on one side of Waterfront Drive during the day, from 8 AM to
5 PM. Other abutting properties (HACAP, Hill Top) have indicated support for establishing No
Parking on Waterfront Drive.
The recommended action would result in allowing parking on the west side of Waterfront Drive
during the day on the block between Main Street and Southgate Avenue (adjacent to Shelter
House), but disallow on- street parking overnight for all of Waterfront Drive.

Gentlemen,
My name is Matt, I am a Geography student at the University of Iowa. I also live at Hilltop Mobile Home Park. I noticed
that you want to continue to allow parking on the west part of Waterfront drive between Southgate and the entrance to
the park (main street). In my opinion this will not work, there should be no parking on either side of Waterfront drive
from Southgate to the end of Waterfront to the south. The reasons are the following:
1) When the school buses drop off the children, there is very little room to get through due to the width reduction by
having parking on any side. The reason that the school buses have to drop off in the mobile home park to begin with
instead of the bus stop are due to a harrassing comment from a homeless person to a small child to begin with.
2) When the Rinshart food truck (semi tractor trailer) delivers supplies to HACAP and Shelter house, he parks the thing in
the middle of the street, as he has no place to use as a loading zone. If parking was removed from both side of the
street, he could use that space as a loading zone.
3) On the off chance that an emergency vechile such as a fire engine or an ambulance needed access to the park when
either the school buses were dropping off children or when the semi was parked there, the emergency vehicle would not
be able to pass, possibly resulting in loss of property or life.
4) The people that do park on the west side of the street currently generally hang out around their vehicles, sometimes
with their doors open. This creates a traffic hazard for anybody trying to drive past.
5) I seem to remember in the site plan for the Shelter house that they stated that their parking lot would provide enough
parking for their staff and clients.
The above observations come from me living here and noticing the effect of the Shelter house being sited where it is at
over the past few years. It would be a shame to wait for the perfect storm of circumstances (school buss, emergency
vehicle, semi tractor trailer) to prove my point on this one.
Please reccomend no parking on either side of Waterfront Dr south of Southgate Ave.

This is concerning the parking issue at Waterfront Drive and Southgate Ave. Specifically the west side of the
street. I would reccomend not having parking there because of congestion between the thirteen buses arriving
daily during school season competing for the street with incoming and outgoing traffic. If there was a need for
an emergency vehicle to come to the mobile home park it would at best be stalled in traffic. Thank you for the
no parking south of the entrance to Hilltop Mobile Home park. This is next to a wooded area and not suitable
for parking because of dumping problems and people sleeping in vehicles. We have many children at Hilltop
Mobile Home Park and cannot afford to have people that are not allowed to stay in the shelter living in their
vehicles and hanging out next our park. Even with the no parking sign close to the bus stop on the west side of
the street, it is still dangerous, on my way to city hall today I almost got hit by a pickup truck.

I am Craig Dalen, one of the managers of Hilltop Mobile Home Park; I was notified of the
proposed changes to the parking on Waterfront Drive. I wanted to give you my input on the parking;
feel that waterfront drive from Southgate to Main Street should not have any parking at all, so that
there is room for emergency vehicles to get in and out in an adequate amount of time. As it is when
you allow parking on one side of the street and on the other side there are big trucks unloading in the
street it creates a situation with not enough room for emergency vehicles.
