Jim's observation is correct that it seems tight and the reason for that is the 8' clear path winds its way through fixed obstructions adjacent to the cafe. It is not a straight path like we see past most other cafes. Staff did note that the cross slope of the sidewalk in a portion of the 8' clear path increases. We will monitor for problems associated with the cross slope to be considered when evaluating future renewal requests. With regard to the College Street / ped mall side, there is not an 8' clear path requirement because of the open space in the fire lane of the ped mall. They did leave the space around the kiosk that was specified by the Parks and Public Works Departments for access and maintenance. Please let me know if you have any questions. CITY OF IOWA CITY MEMORANDUM DATE: July 24, 2013 TO: Tom Markus, City Manager FROM: Melissa Clow, Special Projects Administrator RE: Iowa City Gateway Project DRAFT Renderings Available for Review The Engineering Division has posted the DRAFT Gateway Renderings on the project website (www.iowacityaateway.or. ). These renderings depict post construction aesthetics at the 500 - year+1 foot flood protection level. Given the recent public interest in the project, we feel that it is beneficial to make these public while, at the same time, reminding residents to contact our office / meet with me if they would like to discuss the project. These renderings are not final and are expected to evolve with final design. At this time, it appears that both of the City Council work sessions in September will be used to present the project. The first presentation will be a project overview, explaining the process that we have completed thus far and will outline the decisions that Council is being asked to make. The second work session will include additional project detail as well as address questions and comments received from Council at or after the first meeting. Renderings are being developed for the 100 - year +1 and the 2008 flood +1 flood protection levels in addition to the current 500 - year+1 renderings. The Iowa City Gateway flood mitigation project will be designed to elevate the bridge and roadways to: • Reduce closures of Dubuque Street and Park Road Bridge due to localized flash flooding and Iowa River flood events; • Minimize backwater flood impacts created by the existing Park Road Bridge; • Better serve transit, pedestrians and bicyclists; and • Preserve and enhance the natural and vital entry to Iowa City from 1 -80. As one of the main entrances into Iowa City, the Gateway serves more than 25,000 vehicles a day between 1 -80, downtown Iowa City and the University of Iowa campus. While final design has not yet started, these renderings show how improvements could impact views throughout the corridor. The City is committed to working with designers and the community to make sure that this vital transportation link remains open during flooding while also preserving the natural beauty of the corridor. Despite it being one of the largest transportation projects the City has seen, the goal is to end up with a corridor that looks much like the one that we drive through today. The project is nearing the end of Phase 1, which has consisted of a federally mandated environmental study. That process has been the subject of three public meetings and a drop -in center, as well as consultations with local focus groups (public safety, transit, recreation, aesthetics, etc.), Project Green and property owners along the corridor. The study evaluated potential impacts to the community, adjacent property, transportation and the natural environment, including the impacts to the river and flooding. The resulting recommended improvements are illustrated in the renderings now posted to the website. Phase 2 will begin following final federal approval of the environmental study, and will be centered around detailed engineering and design. Phase 3, construction, is anticipated to take two construction seasons. The City is committed to answering questions and talking with people about the project. Donation Stations are old, refurbished parking meters installed in 2010 to allow downtown pedestrians to donate spare change. For the past several years, many downtown local businesses have contributed to the Donation Stations fund through the Small Businesses Have Big Hearts campaign, which takes place in February. The six agencies receiving funds are those which provide direct services to the homeless population, and were identified through discussions with the City Council when the Donation Stations program was established. These agencies include Shelter House, the Community Mental Health Center, the Free Medical Clinic, the Free Lunch Program, Crisis Center and United Action for Youth. Each of these six agencies will receive a check for $185.50. We distribute funds annually, after the close of each fiscal year. As part of the streetscape design process currently under way, we will be evaluating ways to increase the effectiveness of the Donation Station program. Let me know if you have any questions. "Is this something our community really wants ?" Plan Policy 4 L Practice 2. Who are these guys? Plan: • Set economic development goals through an inclusive community self- assessment • Use goals to establish a criteria by which to evaluate projects Policy: • Your community's "Thou Shalls" and "Thou Shall Nots" • Through reference, ties together Plan and Practice Practice: • The process used to evaluate projects and monitor their success against established goals • DeveloperlAppligant should cover analysis costs Whether a project is initiated by the local government or by the developer, it is important to thoroughly research the proposed private industry partner to determine its capability to perform the project within the resource constraints (money and time). The goal of a developer review is to determine whether a level of comfort can be reached sufficient to pursue the project further. The evaluation should explore three areas: Experience - of the developer's team assigned to the project (as opposed to that of the firm as a whole) Financial Resources — of the development company, ownership and any affiliated companies Disclosures — regarding conflicts of interest or priority, c suits, judgments, criminal convictions or bankruptcies 3. Is this project feasible? How do I know city will benefit from this project? Your financial advisor will test financial and market feasibility assumptions with objective comparables such as real estate appraisal: published lease rates. Sensitivity analysis should be performed on absorption rates and other key assumptions. Things to consider: • Has the developer secured financing? • Has a market study been completed? Over Evaluating Economic Development Proposals The Mayor's 5 Very Smart Questions Cost Benefit Analysis A cost benefit analysis considers the estimated costs of a project an those against the projected benefits. The difference between the tw indicate whether there is a net benefit.lt contrasts the impact if the p project is not built. Things to consider: • Is there sufficient detailed information to evaluate? • Are there hidden service and infrastructure costs? 4. How do I know if a subsidy is even necessary for this project? If it is, hori do I know that the subsidy requested isn't more than necessary? A "but -for" analysis evaluates whether the project as proposed would proceed without the requested subsidy. Reflective of only the specific development scenario presented, within the current marketplace. Steps include: • Examining project proforma including cost, income and debt server for reasonableness • Project developer's return with and without subsidy • Perform sensitivity analysis on factors: (1) greatly influencing the developer's return; and (2) for which there is a relatively high degree of uncertainty • Compare return results to the current market for like projects 5. How do I know the Developer will do what he says he will? At the conclusion of the evaluation process, local government leaders must determine if they have reached a level of comfort sufficient to continue the negotiation. If the project is ultimately pursued, the information learned during the evaluation process should be drawn upon while preparing the development agreement. A development agreement legally binds the City and the Developer to each carry out specific duties and obligations necessary to implement the project.
