Qualifications of the Proposal team (experience with similar projects and local government), individual companies and
key members of the management team.
The net cost (service fee per ton) indicated to be charged by the Proposer to the City over life of Contract based on the
services proposed. This factor, which will help develop the projections of the Monthly Service Fees, will also consider
any proposed credits, such as a host fee, to the City during the Initial Term of the Contract.
Financial depth and stability and guarantees (insurance, bonds, letters of credit) ensuring performance.
Past record in similar projects with regard to meeting performance measures, environmental compliance, and history of
litigation.
Carbon footprint, emissions, and other environmental impacts of total operation.
Overall plan to expand and maximize recycling /recovery and minimize waste, thus progressing toward the zero -waste
disposal goal allowing for the extension of life of City of Iowa City Landfill.
Potential to combine the collection of two or more of the collection waste streams (solid waste, yard waste and
recyclables).
Means described allowing for continuous interface with City management.
Seamlessness and strength of connections between parts of the local Solid Waste Management system.
Degree of cooperation and transparency during Proposal submission and review process.
Commitment with Proposal to maintain the City Landfill permit.
Time for permitting and construction of the proposed Facility (ies); and
Guarantees, including Guaranteed Capacity of the Facility, provided by the Proposer.
