Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa, at
7:00 p.m. on the 23rd day of July, 2013, in Emma
J. Harvat Hall, 410 E. Washington Street, Iowa
City, Iowa, or if said meeting is cancelled, at the
next meeting of the City Council thereafter as
posted by the City Clerk; at which hearing the
Council will consider:
1. A resolution to amend the
Comprehensive Plan - Southeast District
Plan to change the land use designation
from multi - family to commercial for property
located at the northwest corner of the
intersection of Muscatine Avenue and Scott
Boulevard. (CPA13- 00002)
2. An ordinance to rezone 0.85 -acres from
Low Density Single - Family (RS -5) zone and
2.87 -acres from Low Density Multi - Family
(RM -12) zone to Community commercial
(CC -2) zone for property located north of
Muscatine Avenue, west of Scott Boulevard.

3. An ordinance to amend the Conditional
Zoning Agreement regarding setback and
landscaping adjacent to Highway 1 for 2.3-
acres of land located southeast of the
intersection of Highway 1 and Sunset Street

4. An ordinance amending Title 14: Zoning
Code to allow Schools of Generalized
Instruction by special exception in the
Community Commercial (CC -2) zone.
5. An ordinance amending Title 14: Zoning
Code to modify the regulations regarding the
spacing of drinking establishments so that
the 500 -foot spacing rule would only apply to
the University Impact Area and the
Riverfront Crossings District

Partnership homes
Introduction
On August 20th, City Council will hold a public hearing and vote on a resolution authorizing the
conveyance of 416 S. Governor St. and 661 S. Governor St. as part of the UniverCity Neighborhood
Partnership Program. Once these homes are sold, the program will have 31 completed homes.
416 S. Governor Street
Under the UniverCity Neighborhood Partnership, the City proposes to sell 416 S. Governor for $220,000
plus carrying costs of $6,700. "Carrying costs" are all the costs incurred by the City to acquire, maintain
and sell the home, including abstracting and recording fees, interest on the loan to purchase the home,
mowing and snow removal, utilities, and real estate taxes. City funds were used to rehabilitate and sell
the home as a single - family owner occupied home to an income - eligible buyer. Renovations included
electrical work, plumbing, repaired ceilings, new light fixtures, new cupboards and counters, all new
upstairs bathroom, creation of an entryway between the dining room and kitchen, updated downstairs
bathroom, refinished wood floors, and the use of nearly new appliances that were rescued from a flood
buy -out home. The cost of renovations is not included in the sale price and forgiven once the
homeowner has lived there for five years. The home must also be owner - occupied for 20 years. Built in
1890, this home has three bedrooms, two bathrooms, over 1,700 square feet of finished living space.
The buyer will receive down payment assistance in the amount of $14,000.
661 S. Governor Street
The City proposes to sell 661 S. Governor St. for $153,000 plus carrying costs of $3,200. I -Jobs funds of
$22,405 were used to rehabilitate the home. Renovations included a new driveway to address drainage
issues, new window opening to bring light into the dining area, widened doorway to the bathroom, and
new tiling around the bathtub. Built in 1957, this home has three bedrooms, one bathroom, a finished
basement, and 1,500 square feet of finished living space. The buyer will receive down payment
assistance of $7,800.
Statement of Fiscal Impact
The assessed value of 416 S. Governor St. at the time of purchase was $216,160 and the sale price is
approximately $227,000. The assessed value of 661 S. Governor St. at the time of purchase was
$144,940 and the sale price is approximately $156,200. There will be no impact on the General Fund for
ongoing operating expenses.
Recommendation
The homes are located on a street where there are many rentals and after the renovation they have
become assets to the neighborhood and community. Staff recommends approval of the resolution to
authorize the conveyance of 416 S. Governor St. and 661 S. Governor St. as part of the UniverCity
Neighborhood Partnership program.

hearing on its intention to convey a portion .05

WHEREAS, BFDJ Holc ings, LLC has purchased the property directly the east of a V-
shaped parcel known as Auditor's Parcel 2013030, City of Iowa ity, Iowa, which
measures approximate y 3 feet in width at the south end to approxi tely 9 feet in width
at the north end (.05 ac es); and
WHEREAS, said Audit is Parcel is between the property purcha ed by BFDJ Holdings,
LLC, and the property ;ned by the City of Iowa City known a Ruppert Road right -of-
way; and
WHEREAS, due to a sing error, there is the possibility hat the City may have an
interest in said V- shapecel, yet does not use or occupy aid property; and
