PROCLAMATION
Whereas, the national Drug Enforcement Agency, state, and local officials
site the dangers of synthetic drugs, evidenced by Operation Synergy in June 2013, and sale
of synthetic drugs in Iowa City has had a negative impact in Eastern Iowa; and
Whereas, the producers of synthetic drugs constantly change the base formula of the
drug compound to subvert Iowa and national laws; and
Whereas, the legislature is unable at this time to keep up with the relative speed with
which new synthetic drug compounds are manufactured, distributed and marketed; and
Whereas, citizens of Iowa City, Iowa have suffered paranoid delusions, depression,
hallucinations, exaggerated thoughts of suicide, feelings of doom, panic attacks, heart
attacks, difficulty breathing, and severe vomiting due to synthetic drug use; and
Whereas, business, Government, parents, law enforcement, media, medical institutions,
religious institutions, schools, senior citizens, service organizations, and youth deserve to
live healthy, synthetic drug -free lifestyles; and .
Whereas, the citizens of Iowa City may show support for synthetic drug - free awareness
during the week of September23 -29 by wearing the color red, which symbolizes drug -free
awareness.
Now, therefore, I, Matthew J. Hayek, Mayor of the City of Iowa City, Iowa do
hereby proclaim the week of September 23 -29th, 2013, to be
SYNTHETIC DRUGS AWARENESS WEEK
and encourages its citizens to wear the color red and participate in synthetic drug prevention
education activities, not only during Synthetic Drug Awareness Week, but all year long.
