Mayor Hayek announced that Council Member Payne had a scheduling conflict and would be joining Council during the formal meeting later in the evening. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 10 — Public accommodation .... Ordinance ...) Council Member Throgmorton stated he had accidentally addressed an email to all of the Human Rights Commission, and Human Rights Coordinator Bowers had responded for the Commission, and resulted in the correspondence distributed related to amendment. Human Rights Coordinator Bowers present for discussion. 2. (Agenda item # 8 — Permit Fees... establishing ...) In response to UISG Liaison Bramel, the City Manager stated the fee was a one -time flat charge. COUNCIL APPOINTMENTS (Agenda # 12) Human Rights Commission — Paul Retish Public Art Committee — Amanda Renaud DISCUSSION OF DESIGN PARAMETERS FOR GATEWAY PROJECT [# 7 Public Works Dir. Fosse presented a power point, and introduced Mark Pierson, Steve Wells, and Kyle Kroner from HNTB (consultants). City Engr. Knoche and City Special Projects Engr. Clow present for discussion. PW Dir. stated public input is scheduled for the formal meeting later in the evening but no action scheduled tonight; and design decisions will be made after the NEPA is completed. ACTION: Proceed as outlined. (Fosse) INFORMATION PACKET DISCUSSION [September 19,261 September 19 1. (IP # 4 — KXIC Radio Show) Mayor Hayek called attention to the schedule, and reminded Council Members of their assigned dates. Council Work Session October 1, 2013 Page 2 September 26 None COUNCIL TIME AND MEETING SCHEDULE 1. (Consent Calendar # 2f(9) - correspondence ...solid waste management and disposal) - UISG Liaison Bramel noted his letter on the agenda and requested Council discussion on the recent RFP proposals and when individuals living in multi - family housing could have residential recycling options. Majority of Council agreed to add the item to the pending list. 2. Council Member Dobyns noted October 1 was the first day of computer information regarding the Affordable Care Act, and asked if Public Library staff would be available to assist citizens in surfing the site. Staff will follow up. 3. (Consent Calendar # 2f — correspondence ... Towncrest Area Redevelopment) Mayor Hayek noted the correspondence and the staff response showing the progress. 4. Mayor Hayek stated he would be representing the City at a UNESCO City of Literature conference in Beijing, China later in the month. 5. Council Member Throgmorton reported he had participated in a mock press conference with broadcasting students. 6. City Clerk Karr stated she would be preparing a draft agenda for January, February, and March for Council discussion at the October 1 work session, and asked Council Members to alert her of possible scheduling conflicts. PENDING WORK SESSION TOPICS fIP # 5 and 6 of 8/29 Info Packetl 1. Council Member Throgmorton requested the sidewalk repair policy be added to the pending list and scheduled for work session discussion. Majority agreed. UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS 1. Council Member Dickens reminded everyone of the mac and chees fundraiser at the Senior Center Friday evening prior to the Homecoming Parade. 2. Council Member Throgmorton noted the Iowa City Book Festival scheduled October 11- 14; and the City election on November 5. 3. Mayor Hayek stated the October fest event last week -end was great, despite the rain. 4. Council Member Throgmorton noted the Run for the Schools event October 201h Meeting adjourned 6:35 PM.
