QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 5 — Property sale at 321 East Davenport Street ...) In response to Council Member Mims, HIS Dir. Boothroy reported a house had burnt down on the narrow lot and now an abutting property owner was combining the two lots into one and building a garage. 2. (Agenda item # 2b(3) — Planning & Zoning minutes — September 19) In response to Council Member Dobyns, Planning and Zoning Dir. Davidson stated that staff had been working on a form based zoning code and will soon be presented to the Planning & Zoning Commission, and then on to Council. Council Member Throgmorton suggested staff look into "Eddy Commons" east of Notre Dame campus. 3. (Addition to agenda #10b— appeal of denial ... assembly permit) Mayor Hayek noted the most recent addition to the agenda, a hearing and confirmation of staff decision. STAFF'S PROPOSED STRATEGY FOR THE SALE OR DISPERSION OF PUBLIC HOUSING UNITS DP # 3 OF 10/10 INFO PACKETI HIS Dir. Boothroy reviewed information contained in the memo. Housing Administer Rackis present for discussion. After discussion Council agreed not to sell any Public Housing units (i.e., keep existing 81 units) and to consider any public /private development opportunities; and agreed not to move forward with the other recommendations at this time. ACTION: Proceed as outlined. (Boothroy) CONTINUE DISCUSSION ON REGIONAL AFFORDABLE HOUSING STRATEGIES [IP # 4 OF 10/10 INFO PACKET] Community Development Coordinator Long presented information. MPOJC Executive Dir. Yapp present for discussion. After discussion Council directed staff to update the MPOJC of Iowa City affordable housing activities and then recommend that MPOJC work with the Housing Trust Fund of Johnson County to coordinate, formalize and adopt a regional housing strategy. ACTION: Proceed as directed for the November 20 MPOJC meeting. (Long) Council Work Session October 15, 2013 Page 2 DISCUSSION OF JOINT AGENDA ITEMS [IP # 4 OF 1013 INFO PACKET] Council directed staff to add "School District Facilities Plan Update" and notify Supt. Murley of Council expectations regarding the report. City Manager will follow up. ACTION: Proceed as directed. (Karr and Markus) INFORMATION PACKET DISCUSSION [October 3. 101 October 3 None October 10 1. (IP # 8 — Memo form City Attorney ...Koontz v. St. Johns River Water Management District) Council Member Throgmorton thanked City Attorney Dilkes for the memo regarding the Supreme Court's decision. 2. (IP9 - Memo from the Asst. to the City Manager ... The "21 Ordinance" and Related Public Safety Information) Council Member Throgmorton thanked Asst. to the City Manager Fruin for the memo regarding the "21 Ordinance ", and shared concerns that information being distributed on campus referred only to the ballot questions and no reference to the city council election. COUNCIL TIME AND MEETING SCHEDULE FIP # 6 and # 7 of 10/10 Info Packetl (IP # 6 — Memo from City Clerk: KXIC Radio Show) Council Members agreed to the following schedule: October 16 — Mims October 23 — Mims October 30 — Dickens November 6 — Champion November 13 - Hayek 2. (IP # 7 — Memo from City Clerk: Proposed meeting schedule January- March) Council Members agreed with the schedule as presented. PENDING WORK SESSION TOPICS [IP # 5 of 10/10 Info Packet] Council Member Throgmorton requested the addition of "Ped Mall issues" to the pending list for work session discussion. In response to questions, Asst. to the City Manager Fruin stated that the ped mall design master plan should be to Council in January or February; staff is collaborating with community groups on a Housing First homeless service initiative (FUSE); and a staff memo will be prepared regarding storage of personal property. 2.
