ITEM 3. NOMINATIONS FOR OFFICE OF MAYOR OF THE CITY OF IOWA
CITY.
Dobyns: I would nominate Matt Hayek for Mayor of Iowa City.
Mims: Second.
Karr: Moved by Dobyns, seconded by Mims to nominate Matt Hayek. Are there other
nominations?
Mims: Move to close the nominations.
Karr: Moved by Mims.
Dobyns: Second.
Karr: Seconded by Dobyns to close nominations. Uh, we will vote in order of the
nominations, but since there is one on the floor we certainly can do a voice vote.
Throgmorton: Is there a ... time for discussion?
Karr: Absolutely!
Throgmorton: Yeah, I, and Matt knows I'm going to do this. I'm going to be voting to abstain.
Uh, and I ... I want to make sure that Matt and everyone else knows that I don't...
I'm not doing this as an act of personal criticism of Matt. I have a huge amount
of respect for him. He's smart, articulate, full of...respectful of, uh, diverse
opinions, deft in presenting the face and voice of the City, but I believe very
strongly that the people of the city, not just seven Council Members, should elect
their mayor. I believe very strongly that the electoral process should enable
candidates for mayor to clearly articulate their visions for the City's future and by
clearly articulating their differences, demonstrate to the people that the mayoral
position and who occupies it really matters. The process stipulated by the City's
existing Charter does not enable the kind of process I believe we need. So, I'm
going to abstain. I understand that a vote to abstain will count as a `yes' vote on
the motion, but I need to vote and intend to vote in a manner that's consistent with
my values. So ... that ... that's what I intend to do.
Karr: Perhaps (mumbled) we'll do a ... a roll call vote. Any other discussion? Roll call.
Okay, Matt Hayek is elected Mayor of the City of Iowa City.

Hayek: I want to thank, uh, my fellow Councilors, uh, for their support of Susan and me

APPOINTMENTS.
Hayek: Item 6 is consider a motion making two -year Council appointments. Um, I've
talked to a ... a number of you. My sense is that for the most part, the, uh,
assignments to committees are working and people are pretty much satisfied with
where they are. Um, we do have, um, a couple of openings, um, the... given
Connie's departure from the Council. One on Rules and one on the Johnson
County Criminal Justice Coordinating Committee, um, and I spoke with Kingsley
and I know he is very interested in serving on the, um ... uh, Criminal Justice
Coordinating Committee.
Botchway: Right!
Hayek: Um, and if there's support for that, I think he'd be a really good, um, delegate to
that. Um, and then the Rules Committee, I emailed you yesterday, Kingsley.

Botchway: I heard that!
Dickens: Connie and I met twice in four years! (laughter and several talking) So ... but I'm
really tough at those meetings!
Botchway: Okay! Well, good to know! (laughter)
Hayek: Okay, so ... also I, uh, we'll, uh, I assume on the E911 Service Board, we'll
replace with the new Fire Chief, um...
Karr: Uh huh.
Throgmorton: Matt, I noticed somewhere near the bottom of that is ECICOG.
Hayek: Uh huh.
Throgmorton: Uh ... it's not (several talking) Iowa City appointment this time. It's, I don't know,
Johnson County or some, one of the cities.
Hayek: Oh, that's right!
Dickens: We just need an alternate.
Throgmorton: Yeah.
Hayek: Well since you were the appointee, do you want to be the alternate?

Throgmorton: Yeah, okay, I haven't done it for the past year but...
Dickens: Then I'll be your second alternate cause when you couldn't make it...
Throgmorton: Third alternate there.
Dickens: Third, whatever we are!
Dobyns: Does that rotate, Jim? Between the jurisdictions?
Throgmorton: Yeah.
Dobyns: Okay, all right.
Throgmorton: Right, so I ... I was ... I did it for one year and then the past year I wasn't doing it. I
think Johnson County did it last year and then... (several talking)
Dickens: Coralville or North Liberty or somebody's this year.
Hayek: Okay. That sounds good. All right, let me just run through these then so we've
got `em for the record. So for Rules Committee, Dickens and Botchway;
Emergency Management Commission, Payne; uh, MPOJC, the six Members with
Mayor as alternate; CVB, Hayek; Economic Development, Payne, Mims, Hayek;
uh, Chief Elected Officials Board, Throgmorton; Metro Coalition, Markus and
Hayek; uh, JECC, Markus and Mims; uh, ECICOG, alternate and second
alternate, Throgmorton and Dickens; SEATS, Dobyns and Dickens; Criminal
Justice Coordinating Committee, Botchway; uh, UNESCO, uh, Board,
Throgmorton with Dickens as alternate; uh, the, uh, Downtown District, Fruin;
uh, Grier and Wyss to the E911; Markus and Dickens on ICAD; and then Susan
has graciously agreed to be our, uh, representative to the League of Cities
Legislative Committee. Can we get a motion please?
Mims: Move approval.

ITEM 8. CONTRACT FOR LOBBYING SERVICES — AUTHORIZING THE
MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CONTRACT
FOR LOBBYING SERVICES.
Mims: Move approval.
