CALL TO ORDER:
Chairperson Horan called the meeting to order at 6:05 P.M.
ADJOURN TO EXECUTIVE SESSION:
Hofineyer moved to adjourn to Executive Session to discuss strategy with Counsel in
matters that are presently in litigation or where litigation is imminent where its disclosure
would be likely to prejudice or disadvantage the position of the governmental body in
that litigation (Iowa Code Section 21.5(1)(c); seconded by Gardinier. Motion carried 4-0;
Assouline not present. The Commission went into executive session at 6:05 pm and
returned to open session at 7:21 pm.
APPROVAL OF MEETING MINUTES:
Horan was absent for this portion of the meeting. Assouline arrived during this portion. Tharp
began the discussion with minutes of the November 21, 2013, meeting. Ogren moved to
approve the November 21, 2013, minutes as presented, seconded by Assouline. Motion
carried 4-0, Horan absent.
Next the minutes of the December 10, 2013, meeting were reviewed. Ogren moved to
approve the minutes as presented; seconded by Assouline. Motion carried 4-0, Horan
absent.
Third, the minutes of the December 17, 2013, meeting were reviewed. Gardinier moved to
approve the minutes as presented; seconded by Hofineyer. Motion carried 4-0, Horan
absent.

a. Airport Farming Agreement — Tharp spoke to Members about this agreement,
noting that this amendment covers the addition of the Ruppert property to the
management agreement. John Yeomans spoke briefly to this arrangement.
i. Consider Resolution #A13-30 Approving Amendment With Farmer's
National — Assouline moved to consider Resolution #A13-30 as
discussed, seconded by Ogren. Motion carried 5-0.
b. Airport Commerce Park — Tharp stated that Jeff Edberg will not be present at
this evening's meeting due to a family illness. He noted that Members do need
to approve the listing agreement extension in order to continue working with Jeff,
and that the City Council did approve this extension. Gardinier asked if Tharp
had any updates on activity or interest in lots. Tharp noted that Edberg's
message stated that currently there has been no activity.
i. Consider Resolution #A13-31 Recommending Approval of Extension
of Listing Agreement — Hofineyer moved to consider Resolution
#A13-31 as discussed, seconded by Ogren. Motion carried 5-0.
C. Fly Iowa — Tharp noted that they do have a logo now for the Fly Iowa event. The
subcommittee is now going to be moving forward on their fundraising letter
campaign. Tharp shared that they have been in touch with Deb Dunkhase with
the Children's Museum and she will be at the next Fly Iowa meeting to continue
working with the committee.
d. FAA/IDOT Projects: AECOM / David Hughes
i. Runway 7/25 Parallel Taxiway — Hughes shared that the weather hasn't
been conducive to completing the punchlist on this project. It will most
likely be springtime before they are able to finish this.
ii. Roofing Rehabilitation — Hughes noted that this project is weather -
specific, as well, and it will be completed in the spring.
iii. Obstruction Mitigation — The poles were to have shipped the 10`n
according to Hughes, and he has not heard whether or not they arrived as
planned.
iv. 2014 IDOT Grant Projects — Tharp noted that these projects are ready to
accept bids and award contracts. He and Hughes spoke to these
projects, with Hughes noting that in regards to the taxiway project, low bid
was L.L. Pelling at about 10% below the estimated cost. Tharp further
clarified what the bids entail and how they were able to get the project
fully covered. Hughes next spoke to the taxiway B lighting project, noting
they received five bids. Price Industrial was the low bid on this project,
and has done work on previous Airport projects, according to Hughes.
The third project, the north t -hangar pavement maintenance, received
three bids, with L.L. Pelling being recommended for the contract. Hughes
noted that on all three projects the bids have come in much lower than
expected. A brief discussion ensued on how soon these projects might
get started this spring.

e. Airport "Operations" —
i. Strategic Plan — Implementation —
1. FY2013 Annual Report - Tharp noted that he has not yet had
time to update pictures in the report, but will get this done for the
final copy. He asked Members to get any changes, additions,
suggestions, etc., to him soon as he typically prepares this for the
budget proposal sessions at the first of the year.
ii. Budget — Tharp stated that the City Council's budget process begins the
first week in January. He will let Members know more specifically the
dates that they need to be aware of.
iii. Management — Horan briefly noted the discussions they have already
had on this issue. Tharp spoke to this, as well, noting how monthly
reports can show any of vendor payments that he has approved.

Contracts — Gardinier moved to consider Resolution #A13-35
as discussed, seconded by Horan. Motion carried 5-0.
f. FBO / Flight Training Reports —
i. Jet Air — Matt Wolford with Jet Air reviewed the monthly reports with
Members. He noted some of the issues they have been dealing with on
the fuel system, adding that the filtration system appears to be acting up.
Wolford continued, noting that with winter has come an increase in snow
removal at the Airport. He also noted an increase in coyote sightings at
the Airport. Tharp stated that they have been in touch with Animal
Control and also the USDA office's wildlife representative to discuss
various methods of mitigation. Tharp and Wolford then responded to
Member questions regarding some of the monthly maintenance that has
occurred. Tharp then noted that he and Wolford have talked about a
possible daily rate for t -hangar rental. With a hangar coming open soon,
Tharp noted that this would give not only the Airport but also Jet Air the
opportunity to rent t -hangars on a daily basis when the need arises.
Wolford noted that they get inquires quite often about daily hangar
rentals. Gardinier asked if they don't still have a waiting list for hangars.
Tharp noted that there is a waiting list, but that having this availability for
a daily rental would be worth it in the end. After some discussion, Tharp
stated that he would work up some numbers for the next meeting, in order
to give Members a better picture of this opportunity. Gardinier then asked
some questions of Wolford regarding the upcoming Air Race Classic and
the fueling capacity at the Airport.
ii. Iowa Flight Training — None.
g. Airport 5 -Year Engineering Services Selection — Horan asked if Members
wanted to work on this this evening or defer to January. Hofineyer noted
that he thought the four presentations were great. Tharp added that there

is not a pressing need to make the choice this evening if Members
wanted to wait. Horan stated that he would prefer to defer this to
January, and others agreed.

ii. For January – Infrastructure (Gardinier, Hofineyer, Tharp)
Commission Members' Reports – Hofineyer shared that he was unable to fly to
Pocahontas yesterday due to the return weather being questionable. Gardinier
shared that she did some flying recently to practice instrument approaches.
They landed at the Airport after dark, and she noted how nice the lights look.
Assouline shared that he saw the local airport in Aspen recently. Horan shared
that he drove a friend to Urbana, Illinois recently to appraise three aircraft.
Staff Report – Tharp stated that he will be out of the office most of the time
between Christmas Eve and January 1.

The next Fly Iowa subcommittee meeting is January 7th, at 5:30 P.M. The next regular
meeting will be Thursday, January 16, 2014, at 6:00 P.M. at the Airport Terminal building.

Subject: Interim Policy Guidance for Mitigation of Penetrations to the 20:1 Visual Area
Surface
PURPOSE: To provide consolidated interim policy guidance for FAA staff to address the
process related to the discovery, verification, risk assessment, and mitigation of obstacles
identified as penetrations to the 20:1 Visual Area Surface (20:1 surface) of instrument
approach procedures (IAP).
ACTION: When 20:1 surface obstacle/terrain penetrations (penetrations) are discovered
within the Visual Area Surface of an IAP (see attachment 1- 20:1 Risk Assessment), action
will be taken to evaluate the entire airport to ensure that all 20:1 penetrations for every IAP
have been identified. Effective January 6, 2014, use the following process (see attachment 2-
20:1 Mitigation Flow Chart) for the notification, verification, risk assessment, and mitigation of
each penetration:
Notification and Verification. The Operations Support Group (OSG) Flight Procedures
Team (FPT) will notify the airport owner/sponsor and the Airports District Office (ADO)
within three business days of being informed of a potential penetration of an IAP. The OSG
FPT will request the airport owner/sponsor to verify the validity of each penetration as soon
as possible but not to exceed 30 calendar days after notification. The airport owner/sponsor
must respond in writing to the OSG FPT with a copy to the ADO (scanned documents are
acceptable). This reply is due as soon as possible and shall not be delayed to address
mitigation, which is addressed through the compliance process (below). The preferred
methods for an airport owner/sponsor to update data regarding trees that have been trimmed
are contained in the Office of Airports (ARP) Engineering Brief (EB) #91: Management of
Vegetation in the Airport Environment. EB #91 is available at the FAA website link:
http://www.faa.gov/airports/engineering/engineering briefs/. If no response is received
within the prescribed timeframe, actions must be taken to restrict the IAP visibility
minima/night operations as appropriate.

2. 20:1 Penetration Determined Invalid. If the 20:1 penetration(s) at issue have been
determined to be invalid by an airport owner/sponsor, the OSG FPT will notify
AeroNav Products and the Aeronautical Information Management Terrain and Obstacle
Data (TOD) Team. AeroNav products will update the documentation on the periodic
review sheet. The TOD Team will update the obstacle database within 10 business
days. No action is required to restrict or modify the subject IAP.
3. 20:1 Penetration Determined Valid. If the 20:1 penetration(s) at issue is/are valid, one
or more of the actions specified in paragraphs 3.1 through 3.3 below is/are required (see
attachment 3 -Timelines and IAP Restrictions). If any of the timelines are not met, or
the airport compliance plan does not remove, light, or lower the obstacle, or if no
compliance plan is contemplated (e.g., the airport operator/sponsor elects to not
mitigate the obstacle risk), AeroNav Products must restrict the IAP accordingly (e.g.,
using a Notice to Airmen (NOTAM) or a Procedure Amendment).
3.1 High Risk. If the penetration(s) are verified as more than 11.0 feet above the 20:1
surface they are considered as high risk and immediate action is required to
restrict the IAP visibility to at least I statute mile (SM) and if the obstacle is
unlighted, restrict night operations. The airport operator/sponsor must submit a
compliance plan as soon as possible but no later than 30 calendar days from the
date ofobstacle validation (by the airport owner/sponsor) to the OSG FPT with a
copy to the ADO. The compliance plan must indicate actions to remove, light, or
lower the obstruction as soon as possible for FAA to review the removal of
restrictions. Appropriate IAP restrictions (above) must remain in force on subject
IAP(s) until the Visual Area Surface penetration risk is mitigated.
3.2 Medium Risk If the penetrations are verified as more than 3 feet and up to 11.0
feet above the 20:1 surface they are considered as medium risk and no immediate
action is required to restrict the IAP. The airport operator/sponsor must submit a
compliance plan as soon as possible but no later than 30 calendar days from the date
of obstacle validation (by the airport owner/sponsor) to the OSG FPT with a copy to
the ADO. The compliance plan must indicate actions to remove, light, or lower the
obstruction as soon as possible but not to exceed 180 calendar days. If the
penetrations are not mitigated within the prescribed timeframe, appropriate action
must be taken to restrict the IAP.
3.3 Low Risk If the penetration(s) are verified as 3 feet or less above the 20:1 surface,
they are considered as low risk and no immediate action is required to restrict the
IAP. The airport operator/sponsor must submit a compliance plan as soon as
possible but no later than 30 calendar days from the date of obstacle validation (by
the airport operator/sponsor) to the OSG (FPT) with a copy to the ADO. The
compliance plan must indicate actions to remove, light, or lower the obstruction as
soon as possible but not to exceed one year. If the penetrations are not mitigated
within the prescribed timeframe, appropriate action must be taken to restrict the
IAP.

4. Alternate Mitigation. The actions specified above do not preclude application of
currently approved methods to mitigate 20:1 penetrations (e.g., use of Visual Glideslope
Indicator (VGSI) or mitigation based on frill -scale deflection, etc.).
Additional Guidance. This memo applies only to penetrations to existing IAP
identified as of the effective date of this memo and is not intended to be used to revise
or invalidate previously issued guidance restricting IAP. Obstacles/penetrations
reported by FAA Flight Inspection Services aircrews are considered as outside the scope
of this memorandum. Penetrations reported by FAA Flight Inspection Services are
considered as having been verified and assessed; thus, may result in immediate action to
restrict an IAP.
6. Unusual Circumstances. Unusual circumstances which prevent compliance with timelines
(above) must be submitted by the airport operator/sponsor in writing to the OSG FPT with a
copy to the ADO within 10 business days of initial notification. Approval to deviate from
the timelines may be granted with consensus of the signatories to this memorandum or their
designees. The OSG FPT in coordination with the ADO will respond to airport
owner/sponsor submittals no later than 30 calendar days from receipt.
7. Compliance. The OSG FPT in coordination with the ADO will monitor the compliance
plan and will brief the status during monthly Regional Airspace and Procedures Teams
(RAPT) meetings. A standardized report will be used by the OSG FPT and included on the
AeroNav Products IFP Gateway. As improved survey data is provided or notification is
received that the obstacle is removed, lighted, or lowered to a height below the surface, the
OSG FPT will notify AeroNav Products and Aeronautical Information Management Terrain
and Obstacle Data (TOD) Team. AeroNav Products will update the documentation on the
periodic review sheet. The TOD Team will update the obstacle database within 10 business
days. Restrictions imposed on the respective IAP will be removed as appropriate.
Implementation: This guidance will be effective on January 6, 2014. Further, this guidance
will be reevaluated within 180 calendar days and adjusted as necessary. For the period from
the date of this memorandum until January 6, 2014, a national review team will determine the
appropriate action for each penetrating case and advise accordingly. Our long term goal is to
work with airports to achieve and sustain compliance to the required obstacle surfaces by
January 2016.

Executive Summary
The Iowa City Municipal Airport is owned by the City of Iowa City, and operated by the Iowa
City Airport Commission. The Mayor and City Council of Iowa City, Iowa appoint members of
the Iowa City Airport Commission.
The Iowa City Municipal Airport houses 93 aircraft, which are maintained in: 59 T -hangars, 1
maintenance facility, 6 corporate hangars, 1 corporate building,I Fixed Based Operation (FBO)
maintenance hangar, and 1 FBO cold storage hangar. Two runways, of 5004 (Runway 7/25) and
3900 (Runway 12/30) feet, are used during approximately 36,000 operations annually.
Based on a 2009 Iowa Department of Transportation Economic Impact Study, the Iowa City
Municipal Airport contributes $11.2 million and 115 jobs in the local economy. Among Iowa's
100+ general aviation airports, it has the fourth largest economic impact in the State.
The Iowa City Municipal Airport operations budget for FY13 shows income of $413,590 and
expenses of $333.982. FY13 general levy support was held equal to the previous year at
$100,000.
The Iowa City Municipal Airport received funds in FY2013 for capital projects from the Federal
Aviation Administration and the Iowa Department of Transportation. These funds financed
projects to maintain and enhance the facilities at the Iowa City Municipal Airport. FAA grant
funds allowed the Airport to continue the development of the Runway 7/25 Parallel Taxiway.
Iowa DOT funds were used to construct new box hangars and perform maintenance work on the
terminal building Since January 1, 2008 the Iowa City Municipal Airport has received over
$17,000,000 in grant funds from the Federal Aviation Administration and the Iowa Department
of Transportation Office of Aviation, and has used these funds for construction and maintenance
of the airport facilities.
The City of Iowa City and the Airport Commission collaborated to create and market the
Aviation Commerce Park. We have noted success in that area, as approximately 75% of the
land has been sold. Funds from the sales of land have repaid the original infrastructure debt,
which funded road and utility services to the area. In FY13, we sold one lot , the proceeds of
which paid off the construction loan on one of the t -hangar buildings.
The Iowa City Airport Commission has completed its planned reconstruction and extension of
the runways at the Iowa City Municipal Airport. Projects will now focus on enhancing services
and community involvement. The following projects are planned in the future: 1) A master plan
update and obstruction mitigation project; 2) an expanded apron for parking during high traffic
events; and 3) additional hangar space to better accommodate all sizes of aircraft using the Iowa
City Municipal Airport.

AIRPORT BACKGROUND
The Iowa City Municipal Airport is located approximately 2 miles southwest of downtown Iowa
City. The Iowa City Airport Commission has immediate controlling responsibility for the Iowa
City Municipal Airport. The Airport Commission consists of five voting members, who are
directly responsible for the planning, operation, and budget management of the Iowa City
Municipal Airport. The Commission works collaboratively with Iowa City's elected officials
and staff to ensure safe, efficient, and effective use of the airport to support Iowa City and the
surrounding area.
The Iowa City Municipal Airport is one of the busiest general aviation airports in Iowa with over
35,000 flight operations annually. It is currently home to approximately 93 based aircraft located
in 59 T -hangars, and 6 corporate hangars. These aircraft are used for charter flights, corporate
activity supporting local business, flight instruction, rental, pleasure, and charity purposes.
Additionally, thousands of flights in and out of the airport support important community
activities such as the organ transplant program and Air Ambulance flights at The University of
Iowa Hospital and Clinics, as well as economic development for the area. Local businesses that
utilize the airport include Billion Auto Group, ITC Midwest, Kum & Go, Family Video, Lear
Corporation, and many others.
Existing airport facilities include two runways, the terminal building, a maintenance facility,
hangars, aircraft fueling facilities, aircraft parking ramp, tie down apron, and vehicle parking
area. Runway 7-25 serves as the primary runway with a length of 5004 feet. Runway 12-30
serves as a secondary crosswind runway with a length of 3900 feet. The airport terminal
building, built in 1951, includes a pilot's lounge with wireless internet access, a weather briefing
room, a lobby, a conference/class room, vending machines, a meeting room, and administration
facilities for airport management and a fixed based operator. The airport has a rotating beacon
and lighted wind indicator. The airport is equipped with a remote communications outlet (RCO)
and Automated Surface Observation System (ASOS).
The airport has been an important element in the Iowa City community since 1918 and in 1944
was placed under the control of the Iowa City Airport Commission by public vote. Since that
time, the airport has remained under the governance of the Airport Commission with fiscal
support from the City of Iowa City. The airport is included in the National Plan of Integrated
Airport Systems (NPIAS). The NPIAS identifies the Iowa City Municipal Airport as a general
aviation airport. As a designated NPIAS airport, the federal government currently provides
funding annually through the FAA for eligible capital improvement projects at the airport. The
Iowa Department of Transportation Office of Aviation's Aviation System Plan identifies the
Iowa City Municipal Airport as an Enhanced Service Airport. Enhanced Service airports are
airports that serve nearly all general aviation aircraft and are economic and transportation centers
for the state.
Several businesses and University of Iowa enterprises are stationed at the airport. Jet Air, Inc. is
the fixed base operator, with 58 employees at Iowa City and their other locations. The Iowa
City -based staff of 17, offers charter flights, aircraft sales, maintenance, fuel, and sale of aviation
related merchandise. Iowa Flight Training provides airplane rental and flight instruction in

several aircraft models. Numerous faculty members at the University Oflowa College Of
Engineering use the airport for federally funded research on aviation technology and atmospheric
weather phenomena. This research is primarily based out of the Operator Performance
Laboratory located in building H and includes 7 full-time staff and 5 full-time student workers.
Care Ambulance operates a full time ambulatory service and patient transfers. They have
partnered with Jet Air as Jet Air Care to provide medical transport flights to and from the Iowa
City area.
AIRPORT VISION STATEMENT
"The Iowa City Municipal Airport, through the direction of the Airport Commission, will provide a safe,
cost-effective general aviation airport that creates and enriches economic, educational, health care,
cultural, and recreational opportunities for the greater Iowa City area."
AIRPORT MISSION STATEMENT
"The mission of the Iowa City Municipal Airport is to support the strategic goals of the City of Iowa City
and to meet the needs of its stakeholders."
In a continuing effort to develop and maintain a relationship with the community, the airport
hosts numerous community events throughout the year. Examples include:
SERTOMA Fly -in Pancake Breakfast
The SERTOMA fly -in pancake breakfast and car show headlines the annual events; this
event raises funds for use by the Service to Mankind (SERTOMA) organization. The
2013 SERTOMA breakfast took place on August 27. Over 2500 breakfasts were served
during the event.

In June 2013, the Iowa City Municipal Airport was selected to be the host airport for Fly
Iowa 2014. Fly Iowa is a state wide aviation event hosted by airports around the state,
and produced in partnership with the Iowa Aviation Promotion Group. This event will
take place on June 28 and 29t', 2014. The Iowa City Municipal Airport last hosted Fly
Iowa in 2001.
AIR RACE CLASSIC
Also in June 2013, The Iowa City Airport Commission received word that the airport had
been selected as an en route stop for the 2014 Air Race Classic. The Air Race Classic is
a daytime, VFR (visual flight rules) race consisting of teams of female pilots flying a pre-
determined route. The Air Race Classic traces its origins back to the First Women's Air
Derby in 1929 when 20 pilots raced from Santa Monica, CA to Cleveland, OH, site of the
National Air Races. The 2014 Air Race Classic will begin in Concord California, and
finish at New Cumberland, Pennsylvania. This Race will take place June 16-19, 2014.
The Iowa City Municipal Airport previously served as the start site for the Air Race in
2011.
EAA YOUNG EAGLES
The FAA Young Eagles program was launched in 1992 to give interested young
people, ages 8 - 17, an opportunity to go flying in a general aviation airplane.
These flights are offered free of charge and are made possible through the
generosity of FAA member volunteers. In 2013, the Iowa City Municipal Airport
and Experimental Aircraft Association (EAA) Chapter 33 partnered again to
provide free airplane rides to children. Approximately 50 rides were given during
the event on June 8t'.

In 2009, the Iowa Department of Transportation conducted an Economic Impact Study for the
general aviation airports in the state of Iowa. That study determined that the Iowa City
Municipal Airport contributes 115 jobs and $11.2 million worth of economic activity. The 115
jobs which are linked to the Iowa City Municipal Airport distribute approximately $3.2 million
in annual payroll. Based on economic activity, the Iowa City Municipal Airport ranks as the 4t'

Airport usage information is best tracked from the fuel flowage fees for fuel purchased at the
airport. FY2008 represents the pre -recession peak fuel commissions. That year the airport
earned just over $21,000 in commissions. Following projects which have increased runway
lengths and enhanced the usability of the airport, as well as a rebound in the charter and medical
flight activities, the Iowa City Municipal Airport has, in the last two years, realized increased
revenue from fuel flowages fees. FY2013 brought in over $24,000 from fuel commissions. This
represents a minor increase in the fuel commissions from FY2012. This boost is primarily
reflective of an increase in the jet fuel commissions as the aviation gasoline market remains
relatively flat when compared to previous years. Personal and hobby aviation continues to be
hampered by high fuel prices and other economic challenges. The chart below tracks the fuel
sales by type over a calendar year.

GRANT SUPPORTED AIRPORT PROJECTS
Major airport projects are funded through partnerships with either the Federal Aviation
Administration or the Iowa Department of Transportation. The 2011 FAA Reauthorization
brought with it some stabilization as it provided funding for 2012-2015, but it also brought
additional local costs for projects with federal participation. The reauthorization act ended a
series of 22 continuing resolutions which had allowed the FAA to continue operating following
the expiration of the previous authorization act in 2007. The change in the grant payment share
which lowered the maximum FAA participation to 90% from 95% of eligible project costs had
an impact as the local community now has to provide a higher percentage of the funds..
Federal grants contribute 90% of the project costs and are typically associated with major
pavement rehabilitation and upgrades. State grants fund 70-85% of project costs, and are
typically associated with minor pavement and facility repairs and upgrades.
The Iowa City Municipal Airport continues
to work on its safety and capacity projects as
planned. Currently a parallel taxiway is
under construction for Runway 7/25. When
finished, this will allow aircraft to transition
from the apron area to either runway end
without taxiing on runway pavement. This
project is nearing final completion.
The Iowa Department of Transportation
Office of Aviation also aided FY2013
projects. The Airport commission used
Iowa DOT grant funds to support projects
including roofing on the Terminal Building
and Building D (Care Ambulance Office
space). The Iowa DOT has also awarded
funds for FY2014 projects which will
include several areas of pavement
maintenance and a taxiway lighting project.
The Iowa City Airport Commission leased ground to the Fixed Based Operator Jet Air, which
committed to building a new 80' x 80' aircraft storage hangar. This hangar was completed in
November 2012.
The Airport Commission continues to work to improve both the facilities and aesthetics of the
Iowa City Municipal Airport. The Iowa City Airport Commission recently completed a terminal
rehabilitation and tuck -pointing project with the assistance of the Public Works department.

The Airport, along with City staff, continues efforts to develop land available in Aviation
Commerce Park a/k/a North Airport Development. Funds received from the sale or lease of this
land have been used to pay off City incurred debt for costs associated with the improvements of
that land. The original loan for the infrastructure has been paid for by proceeds from the sale of
parcels in this area.
The Airport Commission and City Council entered into an agreement in FY2011 which
memorializes a plan for further sales of Aviation Commerce Park land to be used to accelerate
the payback of other building construction debt balances.
In Fiscal Year 2013, a transaction sold 2 lots to Autohaus Ltd., and the Commission directed
those proceeds toward paying off other existing hangar construction loans.
FUTURE AIRPORT ACTIVITIES/PROJECTS
The Iowa City Municipal Airport continues to plan for the future. Utilizing state and federal
grants, as well as local improvement money, the Airport continues to refurbish and replace
existing facilities and expand operational capability.
FAA Grant Pre -Applications are due annually in December. The Iowa City Airport Commission
has submitted its application for funding which includes a master plan update for the Iowa City
Municipal Airport. This update will serve as the road map for federal projects over the next 20
years. Actions spelled out in the previous master plan written in 1996 are now virtually
complete. Additional FAA projects will include additional obstruction mitigation and expansion
of the aircraft parking area
In June, The Iowa Department of Transportation awarded the Iowa City Airport three grants for
FY2014 projects at the airport. The fust two grants are funding pavement maintenance projects
on taxiways and near hangar areas. The third grant will fund a taxiway lighting project to
provide lighting for the remaining taxiways at the airport.
State Grant Applications are due annually in the spring. The Airport has utilized funding from
the Iowa DOT Office of Aviation to finance repairs to hangars, taxiways, and other
infrastructure which would have a low priority on the FAA scale.
The Iowa City Airport Commission continues to work to achieve the goals laid out in the 2011-
2015 Strategic Plan. This report provides incremental goals over the 5 year period which align
with the broader objectives of the Airport Master Plan and the City's Strategic Plan.
The Airport Commission will continue to maintain and strengthen its relationship with City
Council, staff, and the surrounding community by keeping a focus on the mutual goals for the
Iowa City Municipal Airport.
