Comment: Legaspi Properties, L.L.C. was purchasing the property located at 1937 Keokuk Street under a contract sale. Their business, La Reyna, Inc., received assistance through the City of Iowa City's Community Development Block Grant (CDBG) Funds. The CDBG assistance was secured by a mortgage on this property. Legaspi Properties, L.L.C. was in default of their contract sale agreement and the property went back to the original owner. The City's mortgage filed prevents clear title going to the new entity buying the building thus the City needs to release this lien. The existing public sanitary sewer currently runs underneath the proposed 6 -plex and the proposed 5 -plex residential buildings (475 - 509 S. Dodge Street) and will be relocated so that it runs between the proposed buildings and is able to be maintained.
