Resolutions and Motions: /1-/ - 7 / ITEM 3c(1) ANIMAL CARE AND ADOPTION CENTER 2014 - RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CONTRACT FOR CONSTRUCTION OF THE ANIMAL CARE AND ADOPTION CENTER 2014 PROJECT. ITEM 3c(2) Comment: Bids for this project will be taken on Thursday, March 27, 2014 at 2:30 p.m. Staff will review the bids and a recommendation for award will be presented to Council at the Council meeting on Tuesday, April 1St The estimated cost of the project is $2.7 million and will be funded from FEMA, State, GO Bonds, other local governments and Foundation contributions. SYCAMORE STREET IMPROVEMENTS, CITY LIMITS TO SOUTH GILBERT STREET, PHASE 1 - RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND MCCLURE ENGINEERING COMPANY OF NORTH LIBERTY, IOWA TO PROVIDE ENGINEERING CONSULTANT SERVICES FOR SYCAMORE STREET IMPROVEMENTS — CITY LIMITS TO SOUTH GILBERT STREET, PHASE 1 PROJECT. Comment: This agreement authorizes McClure Engineering Company to provide design engineering services related to the construction of the Sycamore Street Improvements — City Limits to South Gilbert Street, Phase 1 Project. The project will include reconstruction of the existing chipseal road surface of Sycamore Street from City of Iowa City limit line to the intersection of Lehman Avenue and Sycamore Street. Improvements shall include roadway reconstruction, sidewalk and storm drainage system. The total cost of the engineering services if $181,900 and will be funded by General Obligation bond and Road Use tax proceeds. ITEM 3c(3) FAIRMEADOWS PARK SPLASH PAD - RESOLUTION ACCEPTING THE WORK FOR THE FAIRMEADOWS PARK SPLASH PAD PROJECT. Comment: The project has been completed by Bockenstedt Excavating of Iowa City, Iowa, in substantial accordance with the plans and specifications. Setting Public Hearings: ITEM 3d(1) HAZARD MITIGATION PLAN — MOTION SETTING A PUBLIC HEARING FOR APRIL 15 ON A RESOLUTION ADOPTING THE JOHNSON COUNTY MULTI - JURISDICTIONAL HAZARD MITIGATION PLAN, DIRECTING THE CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE TRANSPORTATION PLANNER TO PLACE SAID PLAN IN THE CLERK'S OFFICE FOR PUBLIC INSPECTION Comment: The East Central Iowa Council of Governments ( ECICOG) with the assistance of an Iowa City staff committee has prepared the Johnson County Multi- Jurisdictional Hazard Mitigation Plan. Said Plan has been placed in the City Clerk's office and on the Johnson County website for public review. UNIVER -CITY SALE, 430 SOUTH LUCAS - RESOLUTION SETTING PUBLIC HEARING FOR APRIL 15, 2014, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 430 SOUTH LUCAS STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City rehabilitates them, and then sells them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 430 South Lucas Street. The amount of the sale will be $165,000 (this is what the City paid to purchase the home) plus the "carrying costs," which are which are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the March 25 City Council meeting. Approval will allow the development of Windsor West — Part Three, a 25 -lot, 12.47 -acre residential subdivision located on Buckingham Lane. The applicant requested deferral from the February 18, March 4, and March 25 Council meetings. ITEM 5g WESTWINDS SECOND ADDITION — RESOLUTION APPROVING FINAL PLAT. (SUB13- 00021) Comment: A preliminary plat of Westwinds Second Addition was approved on December 3, 2013. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the March 25 City Council meeting. Approval will allow the development of Westwinds Second Addition, a 2 -lot, 1.31 -acre residential subdivision containing a duplex and a 7 -unit multi - family building located south of Melrose Avenue west of Westwinds Drive. The applicant requested deferral from the March 25 Council meeting. Action: UNIVERCITY SALE, 3121 CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 312 FAIRCHILD STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 312 Fairshild Street. The amount of the sale will be $230,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $6,300. CONSIDER A RESOLUTION Action: 24y:�� 1� ye IOWA CITY GATEWAY — RESOLUTION ESTABLISHING THE DESIGN ELEMENTS NECESSARY TO BEGIN DESIGN AND ENGINEERING DOCUMENTS FOR THE IOWA CITY GATEWAY PROJECT. Comment: The Federal Highway Administration (FHWA) has approved and signed the Finding of No Significant Impact ( FONSI) for the Iowa City Gateway Project. The approval was dated December 18, 2013. The FONSI is the final step in the National Environmental Policy Act (NEPA) process. The project is now cleared to move forward to the design phase. City Council is being asked to establish the following design elements identified on the attached "Exhibit A ". City staff has recommended the design elements per "Exhibit A ". First, that the behaviors that presently would cause either certificate to be revoked also serve to prevent either from being granted that status in the first place. Second, the period of time considered relating to alcohol sales to minors will be the last 5 years at the time of application, not any five year period in the history of the venue. (FIRST CONSIDERATION) Comment: A speed study on Lower West Branch Road, east of Hummingbird Lane, indicates that most drivers are traveling above the posted 25 MPH speed limit, and that a speed limit of 35 MPH would be more appropriate from a point 260 foot east of Hummingbird Lane, to 150 feet west of Brentwood Drive, and from a point 200 feet east of Broadmoor Lane to the centerline of Taft Avenue. The Public Works, Police, Fire, and Neighborhood and Development Services departments concur that the speed limit could be safely increased to 35 mph. As this section of Lower West Branch Road is partially located outside of the corporate limits, the Board of Supervisors is also considering approval of this speed limit change. ITEM 11.
