IOWA CITY AIRPORT COMMISSION
MARCH 17, 2014 — 6:00 P.M.
AIRPORT TERMINAL BUILDING
Members Present: Jose Assouline, Minnetta Gardinier, Paul Hofineyer, Chris Ogren

DETERMINE QUORUM:
Tharp called the meeting to order at 6:06 P.M. He noted that the first order of business would
be to elect officers.
ELECTION OF OFFICERS:
Tharp noted that they first need to elect a Chairperson and he asked for nominations. Gardinier
nominated Ogren for the Chairperson position. Ogren accepted the nomination. Gardinier
made the motion to elect Ogren as Chairperson; seconded by Hofineyer. Motion carried
4-0.
Chairperson Ogren then asked for nominations for Secretary. She nominated Hofineyer for this
position. Ogren made the motion to elect Hofineyer as Secretary; seconded by Assouline.
Motion carried 4-0.
Ogren noted that the next item is to convene into Executive Session. Tharp suggested that
before they do this they should move up the active agenda items so that those in attendance
can participate in those items. Hofineyer made the motion to move Items 6, 7b, 7c, and 7g
up in the agenda; seconded by Ogren. Motion carried 4-0.
PUBLIC DISCUSSION:
None.
ITEMS FOR DISCUSSION/ACTION:
b. Airport Marshaling Yard — Ash Trees — Terry Robinson addressed the
Members, noting that as of March 21, he will no longer be Superintendent of
Parks and Forestry. He stated that he wanted to share some information,
however, before his retirement that he believes to be of interest to the
Commission. He then spoke to the Emerald Ash Borer problem and how it has

spread, killing millions of ash trees. Currently, Robinson noted, the closest areas
in Iowa are the Waterloo and Mechanicsville regions. Robinson continued,
further explaining what this insidious invader does as it continues to spread
through the state. Speaking to local concerns, Robinson noted that there are
approximately 1,500 to 2,000 ash trees in the public right-of-way in Iowa City,
with half again as many in the city parks. This number triples when you look at
private property within Iowa City. This huge volume will mean huge amounts of
debris as these trees are removed. Robinson then spoke to how various City
departments are addressing this concern. Landfill has been a major part of this
discussion, especially when looking at potential debris from not only Iowa City,
but surrounding areas as well. Robinson then explained what a 'marshaling yard'
is and how this area is staged. In looking around the city, he stated that he was
not finding good 'marshaling yard' areas within the parks. This then led him to
consider the south runway area that is not currently active. One of the important
things to consider is good vehicular access in an area that is not disruptive to a
residential neighborhood. Also of importance is being able to block off this area
so that access is limited. Robinson noted again the importance of keeping this
'marshaling yard' away from residential areas, especially with the noise and dust
associated with the work being performed. He again explained how important
the process is in getting rid of this pest, and how important the staging or
marshaling yard area will be.
Robinson continued, stating that his reason for being here this evening is to ask
the Commission to consider this, that it will be a huge service to the city overall.
He added that the debris will only be that from the public right-of-way, not private
property debris. Robinson then explained how concrete dividers would be put in,
inside the concrete area of the south runway, creating a long wall. Members
brought up their concerns with how close this might be to the active runway, and
especially the dangers of dust being pulled into airplane engines. Everyone
agreed that the further away the marshaling yard is from the current active
runways the safer it would be. Ogren asked if this runway is ever needed for
emergency landings. Tharp noted that as far as he knows it has not been
needed for this. Members looked at a map of the Airport as they tried to get an
idea of how much space this staging area would take up. Robinson then
addressed insecticide use and how that type of treatment would be handled. He
noted that this would not be done widespread but would be limited to specific
areas as it just isn't feasible over the 10 -year treatment period.
Robinson then addressed Members' concerns, further explaining why this yard is
needed for the City's right-of-way and park trees. With the volume that will be
coming in to the Landfill from private and other municipalities around Iowa City,
there will not be enough room at the Landfill to accommodate all of this. By
removing the City's trees from this equation, it will take some of the load off the
Landfill. Gardinier asked what amount of time they're looking at having
something like this set up, and what type of volume there would be. Robinson
stated that he would estimate three years from the time of infestation before this
type of operation would need to take place, and that it would probably then take
around three years of operation before the need for this area would be done.
Members continued to discuss the distance from the primary runway that this
operation would need to be, as well as the height of any piles of trees. Turk

Regenniter with Merschman Seeds also spoke to the group. He noted that in
2008 his company paid for the access to this south area, as well as paving, and
he talked briefly about the project and how this access point has been a very
positive thing for the Airport, especially during construction times. He stated that
if such an operation were to take place in this area, Merschman Seeds would not
be able to continue their operation due to the noise and dust. He added that they
would need at least 30 -foot on each side of their area to be able to turn with their
equipment. Members spoke to this, noting their concerns with having the
marshaling yard at the Airport and disruption of operations, such as the
Merschman Seed plots. Regenniter noted for the record that Merschman Seeds
would appreciate it if the Airport Commission could find an alternative site for this
operation. Robinson thanked Regenniter for sharing his concerns, noting that
this is why he is starting this process now, so that there is plenty of time to find
the right spot to hold the marshaling yard. Before wrapping up, Robinson again
responded to Member concerns, reiterating the number of trees that will most
likely be involved in this infestation.
C. Airport Master Plan — Melissa Underwood addressed the Members
regarding the master plan. She stated that they sent the Scope to Scott Tenor at
the FAA and he reviewed it. After some questions were answered for the FAA,
she noted that Tenor approved it. On the funding side, she explained how the
FAA sees possible entitlement funding and how this may affect projects needing
to take two years in order to get the full funding amount, or waiting for the two-
year period to elapse in order to get the full funding amount. Underwood
responded to Members' questions on how projects would be handled under
either scenario. Tharp also addressed concerns, noting what they typically can
expect with multi-year projects. He asked if the Commission would be
comfortable with this. Hofineyer asked what their options are, if any. Tharp and
Underwood responded, noting that the Airport would have to either find State
grants to make up the difference or pay this difference themselves if they were to
lose this funding. Tharp stated that he basically just needs to know if the
Commission is agreeable to this, and if so they will continue the process. At the
next meeting they should have a Master Plan Contract for review and execution.
g. FBO / Flight Training Reports
L Jet Air — Philip Wolford with Jet Air addressed the Members next.
He noted that Matt, who normally does the monthly review, got married this past
weekend and is on his honeymoon. Wolford apologized for not having a list of
the activities that Jet Air has performed in the past month, but added that he will
get one together. With the weather starting to improve, he hopes to see flights
increasing. Wolford then spoke about the sublease on building D that they have
with Care Ambulance. He stated that they are at the point where they need more
room for their staff. Due to this, Wolford stated that the options are either to
move to a different location, or to do some renovations in the hangar in order to
achieve the needed space. Wolford reiterated that the goal would be to keep
Care Ambulance here at the Airport, as it is a great benefit to the community.
Members spoke to this issue, agreeing that whatever Care Ambulance needs to
do to this space, at their expense, is fine with them. Tharp noted that anything
done to the hangar will be inspected by the City via their normal process.
Wolford then spoke briefly to the marshaling yard idea, noting that the dust and

debris issues are serious things to consider and he questions having it at the
Airport. Members thanked Wolford for his input.
At this point, Members considered a motion to adjourn into Executive Session, under Iowa
Code, Section 21.5(1)(c) to discuss strategy with Counsel in matters that are presently in
litigation or where litigation is imminent where its disclosure would be likely to prejudice or
disadvantage the position of the governmental body in that litigation. Hofineyer made the
motion to adjourn to Executive Session; seconded by Ogren. Motion carried 4-0.
Ogren moved to adjourn the Executive Session and return to the regular meeting;
seconded by Assouline. Motion carried 4-0. The Commission adjourned into Executive
Session at 7:30 and returned to open session at 7:57.

Chairperson Ogren first reviewed the February 20, 2014, meeting minutes. Hofineyer moved
to approve the February 20, 2014, meeting minutes as presented; seconded by Ogren.
Motion carried 4-0.
The March 4, 2014, meeting minutes were reviewed next. Tharp is already aware of a typo in
the minutes where "January" needs to be changed to "March." Ogren moved to approve the
March 4, 2014, meeting minutes as amended; seconded by Assouline. Motion carried 4-
0.
The March 11, 2014, meeting minutes were then reviewed. Assouline moved to approve the
minutes of the March 11, 2014, meeting as presented; seconded by Ogren. Motion
carried 4-0.
ITEMS FOR DISCUSSION/ACTION (cont.):
a. Airport Commerce Park — Tharp stated that he did not get Jeff Edberg
updated on the new meeting date. There have not been any new leads,
according to Tharp.
d. Fly Iowa — Hofineyer noted that he met with Jenny Becker from Rockwell
Collins to discuss grant issues and the $5,000 grant for Fly Iowa. Members
briefly discussed the need to increase fundraising efforts and to get in touch with
any other organizations that can be of help in this matter. Ogren noted that she
was in contact with the Credit Union and their response was that they would
donate $100 to Fly Iowa and nothing more. Tharp shared that he has a couple of
meetings set up for the end of the month with the Corridor Business Journal to
see if they can get any help there.
FAA/IDOT Projects: AECOM / David Hughes —
i. Runway 7/25 Parallel Taxiway — Hughes spoke to Members,
noting that until the weather breaks they are still shut down with
construction projects. They have been processing paperwork in order to
get contractors ready to go when the weather does break. The DOT
projects all have a June completion date on them.
ii. Roofing Rehabilitation—

iii. Obstruction Mitigation — The light poles have been replaced in
the dealership lot. Now they are just awaiting the owner's return to town
to get the finalization on this.
Hughes then noted that they have started the initial survey on the 20 to 1
approach. Most of the survey is done, so they are working to finalize this
and get it back to Members as soon as possible. Hofineyer asked if there
is anything Hughes can share preliminarily. Hughes noted that he hasn't
had a chance yet to review some final information on the elevations so he
would prefer to wait until all of the information has been gathered.
Tharp noted that in reference to DOT projects, the call letter has been
sent out for grant applications for next year. The application deadline is
May 91", so Tharp asked that Members let him know as soon as possible
of any other items to add to this list. Members briefly discussed a few
issues, such as drainage, that might need attention. Hofineyer asked if
there were some basic maintenance issues that need attention. Tharp
noted that they have discussed this and have a few issues they're looking
at as they ready for the construction season. Gardinier asked about
upgrading the second gate at the north end and Tharp responded to this.
He stated that they could look into upgrading all of the gates to a key card
type of set up.
Hofineyer asked if he could go back to the Fly Iowa issue real quick. He
asked if anyone had been in touch with the Cedar Rapids' Airport
manager about Fly Iowa. Tharp responded that he had not. Hofineyer
noted that the people at Rockwell Collins had suggested this, noting that
they had been helpful with Fly Iowa in the past. Tharp stated that he
should get in contact with them, if for no other reason than advertising
about the event. Hofineyer then asked if anyone grabbed the banner at
the Children's Museum when they were there for their tour. Ogren
suggested they have Deb bring this to the next meeting.
iv. 2014 IDOT Grant Projects

Airport Operations — Tharp stated that he doesn't have much to share on this
section this month. Basically he is gearing up for a lot of projects coming up this
summer — paving, roofing, lighting — all before June 1. The Air Race Classic will
also be coming through.
i. Strategic Plan — Implementation —
ii. Budget — Members spoke briefly again to the Fly Iowa event and their
lack of funding. Tharp noted that he has asked the City for $5,000 towards this.
Gardinier stated that they may not be able to afford any of the air shows.
Assouline asked how much they are talking about, and others replied that they
would need $50,000 at least for air shows. Wolford suggested they use less -
known acts, that they can get these for much less. Tharp asked for any

information on these acts, stating that they can look at the local acts as well.
Ogren stated that at their April 1 meeting they need to really strategize how they
are going to move forward with this aspect of Fly Iowa.
iii. Management -
h. Subcommittee Reports — Ogren noted that she printed out the subcommittee
list and that she would like to raise the question of having these. She suggested they
have a Budget Subcommittee, and then go to having ad hoc subcommittees as needed.
Assouline suggested they have some coaching in some of these areas, such as
community liaison, in order to know what they could be doing. Ogren suggested they
think about having the subcommittees be part of the strategic planning process.
Gardinier responded that these are what came out of the last strategic plan, that having
these ongoing subcommittees would ensure that they were addressing the elements of
the plan. Tharp suggested they add this to the agenda at a future meeting for further
discussions. Dulek suggested they look at their strategic plan on a more regular basis,
in order to review their goals and whether they are addressing these issues. Members
agreed that they need to start doing this.
i. For March — Community Liaison —
ii. For April — Economic Development — Gardinier spoke to the need for a
brochure of some type for the Airport, one that they could have available in the
lobby, for example. This could help in promoting the Airport and what it has to
offer. The same with a web site, Gardinier stated that she would like to see
some expansion of what they have. Members briefly discussed the issue of an
expanded web site and what type of costs would be associated with this. Tharp
responded to their current situation within the City's main web site. He
suggested they add this item to next month's agenda, as well. Assouline
suggested Tharp use his PowerPoint presentation in creating a web site and a
brochure.
Commission Members' Reports — Hofineyer shared that he did some touch
and gos on Monday.
Staff Reports — Tharp noted that if anyone is interested in joining him, April 22nd
and 23rd is the Aviation Conference. Wednesday would be the best day to
attend. Ogren stated that she may be able to attend on Wednesday, as may
Hofineyer. Dulek noted that the deadline for the Airport Commission application
is March 26, 2014, at 5:00 P.M.
SET NEXT REGULAR MEETING FOR:
The next Fly Iowa subcommittee meeting is April 1, 2014, at 5:30 P.M.
The next regular meeting will be Thursday, April 17, 2014, at 6:00 P.M. at the Airport
Terminal building.

CALL TO ORDER:
Tharp called the meeting to order at 5:36 P.M.
ITEMS FOR DISCUSSION/ACTION:
Members considered a motion to adjourn into Executive Session, under Iowa Code,
Section 21.5(1)(c) to discuss strategy with Counsel in matters that are presently in

Hofineyer made the motion to adjourn to Executive Session; seconded by

Ogren moved to adjourn the Executive Session and return to the regular
meeting; seconded by Assouline. Motion carried 4-0. The Commission
adjourned into Executive Session at 5:37 and returned to open session at 5:52.
Hofineyer made a motion to allow the chair to sign a settlement agreement,
seconded by Ogren. Motion carried 3-1 (Gardinier Negative)
FLY IOWA — Mary Moye-Rowley shared her draft poster with members. Members
made comments and discussed edits to the poster. Wolford mentioned that Amy
Spencer, a local photographer might also have some pictures that would be useable
as part of the poster. McDonald mentioned that he would like to have a poster for
display at the Iowa Aviation Conference. Wolford stated that Shell had said they
would help in some form, but that he was waiting for a confirmation on the number.
Wolford stated that he and Tharp had been discussing the airshow performer and
Wolford stated that he had a list of performers who would be excited to do the
airshow for a lower price point than some of the other folks that had given prices.

Wolford also stated that Jet Air would be contributing $5000 toward the cost of the
performers.
Members discussed the airshow performers and stated that they need to get these
folks signed up as soon as possible. Members discussed the comedy act that was
proposed to be a 'drunk pilot act' and decided that act wouldn't be a good fit.
Wolford stated that he would do a standard airshow routine without the comedy part
of it. Tharp stated that he and Wolford would talk to the performer to clarify the role.
Tharp stated that if the group was comfortable they could authorize someone to sign
contracts on behalf of the group. Members discussed this and stated they would like
to be kept in the loop for additional performers. Hofineyer stated he was comfortable
with Tharp signing. Tharp stated that he would first focus on the list that Wolford had
provided and that he would send members additional information before he
committed to an attendee.
Wolford stated that one other thing he and Tharp had discussed was holding an
airplane wash fundraiser. Wolford stated that he thought you could ask the hangars
tenants to contribute $250 and for that they would get their airplane washed.
Members discussed getting other volunteers to help out.
Hofineyer left the meeting at 6:45pm. The Commission no longer had a quorum.
ADJOURN: Meeting ended at 6:45 due to lack of quorum.

Per our conversation on March 13, I would like to proceed with plans to host a dinner in my hangar (#71)
for the Iowa City AM Rotary Club on Saturday June 28, 2014.
Current plans are to run from about 3:00 PM to 6:00 Pm. (Happening at the same time as but not part of Fly
Iowa)
We expect approximately 90 to 100 Rotarians and guests to celebrate the end of our Rotary year, the installation
of new Club Officers and my installation as the next District Governor for Southern Iowa.
During the celebration and dinner we would like to serve a limited amount of wine and beer with the meal and
social hour.
I am requesting that this message be considered my official request for permission to serve wine and beer for
this event.
Based on some of the feedback I have heard from my club members, I know that many of them are looking

SUBJECT: Use of Airport Southern Runway for Water Spray Experiment
We are collaborating with the Federal Department of Transportation on a project to
determine if the salt -laden spray from vehicles is lofted high into the air. The project is part of a
larger project to determine if bridges subject to sustained truck traffic loft the salt -laden drops,
leading to corrosion of those bridges. The goal of this experiment is to measure the amount of
water brought up into the air when a truck drives over a wetted pavement. Specifically, the data
collected from this experiment under various scenarios will be used to validate a numerical
simulation in a separate study by Argonne National Lab.
We would like permission to conduct the University of Iowa's part of the project on the
closed southern runway, #36. Details of the experimental procedures are outlined separately. We
expect to workwith airport personnel on the details of equipment siting and timing of the project.
We will minimize disturbances to operations as much as possible and ensure a safe environment.

Use of Airport Southern Runway for Water Spray Experiment
The goal of this project is to measure the drop size distribution and the ways in which the
drops are lofted from vehicles as they pass through shallow water at low speeds. We will use our
lidar to map the extent of the plume of drops and the spatial concentration of drops. The
anemometers will measure the ambient winds and the amount of turbulent kinetic energy caused
by the passage of the vehicles. To do this, we will wet a small area creating a shallow puddle
through which the vehicles will drive. The experimental procedures will require a water truck to
wet a small portion of the runway (-100' long by —20' wide) with water. A berm will be placed
around the experimental area to keep the water from running off. We will replenish the water as
needed. To measure the truck induced spray characteristics, a series of wind sensors and
cameras will be placed adjacent to the wetted area. Also, we will employ a lidar to generate a
contour plot of the water in the air. A sample lidar plot of agricultural sprays is shown below.
The proposed experimental layout is also shown below; however, the specific placement of the
instruments is not yet final.
We do not anticipate going off the paved area. We will access the runway from the south
so that we will not disturb airport operations.

RESOLUTION APPROVING AMENDMENT TO ACCESS WAY LEASE WITH

WHEREAS, the City, Commission, and Merschman Seeds, Inc. have previously entered
into an agreement in which the Commission and the City of Iowa City leased the access way to
the airport from Mormon Trek Blvd. to Merschman Seeds, Inc.; and

requests a one-year extension.

This Agreement, made this _ day of April 2014, by and between Iowa City Airport Commission, 1801 S
Riverside Drive, Iowa City, Iowa 52246, hereinafter referred to as CLIENT, and BOLTON & MEW
INC., P.O. Box 668/2730 Ford Street, Ames, Iowa 50010, hereinafter referred to as CONSULTANT.
WITNESS, whereas the CLIENT requires professional services in conjunction with construction of
Airport Master Plan and Airport Layout Plan (ALP) as detailed in Exhibit I and whereas the
CONSULTANT agrees to furnish the various professional services required by the CLIENT.
NOW, THEREFORE, in consideration of the mutual covenants and promises between the parties hereto,
it is agreed:
SECTION I - CONSULTANT'S SERVICES
A. The CONSULTANT agrees to perform the various Basic Services in connection with the proposed
project as described in Exhibit I.
B. Upon mutual agreement of the parties hereto, Additional Services may be authorized as described
in Exhibit I or as described in Paragraph IV.B.
SECTION H - THE CLIENT'S RESPONSIBH ITIES
A. The CLIENT shall promptly compensate the CONSULTANT in accordance with Section III of this
Agreement.
B. The CLIENT shall place any and all previously acquired information in its custody at the disposal
of the CONSULTANT for its use. Such information shall include topographic surveys, preliminary
plan layouts, soil surveys, drainage reports, aerial photos, utility agreements, and other data on
existing utilities. The CONSULTANT may rely upon the accuracy and sufficiency of all such
information in performing services unless otherwise instructed, in writing, by CLIENT.
C. The CLIENT will guarantee access to and make all provisions for entry upon public property and
make reasonable attempts to provide access as needed by CONSULTANT to private portions of the
project and pertinent adjoining properties.
D. The CLIENT will give prompt notice to the CONSULTANT whenever the CLIENT observes or
otherwise becomes aware of any defect in the proposed project.
E. The CLIENT shall designate a liaison person to act as the CLIENT'S representative with respect to
services to be rendered under this Agreement. Said representative shall have the authority to
transmit instructions, receive instructions, receive information, interpret and define the CLIENT'S
policies with respect to the project and CONSULTANT'S services.

F. Recognizing and acknowledging that CONSULTANT'S services and expertise do not include the
following services unless explicitly identified in Exhibit I, CLIENT will provide, as CLIENT
deems necessary for its purposes relative to this Agreement and CONSULTANT'S services: 1)
Accounting, bond and financial advisory (including, if applicable, "municipal advisor" services as
described in Section 975 of the Dodd -Frank Wall Street Reform and Consumer Protection Act
(2010) and the municipal advisor registration rules issued by the Securities and Exchange
Commission), independent cost estimating, and insurance counseling services; 2) Legal services
with regard to issues pertaining to the project as CLIENT requires, a contractor raises, or
CONSULTANT reasonably requests; 3) such auditing services as CLIENT requires to ascertain
how or for what purpose a contractor has used the money paid.
G. The CLIENT will obtain any and all regulatory permits required for the proper and legal execution
of the project.
H. The CLIENT will hire, when requested by the CONSULTANT, an independent test company to
perform laboratory and material testing services, and soil investigation that can beused for the
proper design and construction of the project. The CONSULTANT shall assist the CLIENT in
selecting a testing company. Payment for testing services shall be made directly to the testing
company by the CLIENT and is not part of this Agreement.

become effective on January I' of each year upon written approval of CLIENT.
These rates include labor, general business and other normal and customary expenses
associated with operating a professional business. Expenses beyond the agreed scope of
services and non -routine expenses, such as large quantities of prints, extra report copies, out-
sourced graphics and photographic reproductions, document recording fees, outside
professional and technical assistance and other items of this general nature, will be invoiced
separately. Rates and charges do not include sales tax, if applicable.
4. Total cost for the services itemized under Section LA (Basic Fee) shall not exceed $329,800.00.

IV - GENERAL
A. STANDARD OF CARE
Professional services provided under this Agreement will be conducted in a manner consistent with
that level of care and skill ordinarily exercised by members of the Consultant's profession currently
practicing under similar conditions. No warranty, express or implied, is made.
B. CHANGE IN PROJECT SCOPE
In the event the CLIENT changes or is required to change the scope of the project from that
described in Section I and/or the applicable addendum, and such changes require Additional
Services by the CONSULTANT, the CONSULTANT shall be entitled to additional compensation
at the applicable hourly rates. Prior to furnishing such Additional Services, the CONSULTANT
shall give notice to the CLIENT of the Additional Services with an estimate of additional cost, and
a written amendment shall be approved by both parties prior to commencing the Additional
Services..
C. LIMITATION OF LIABILITY
CONSULTANT shall indemnify, defend, and hold harmless CLIENT and its officials, agents and
employees from any loss, claim, liability, and expense (including reasonable attorneys' fees and
expenses of litigation) arising from, or based in the whole, or in any part, on any negligent act or
omission by CONSULTANT'S employees, agents, or subconsultants. In no event shall CLIENT
be liable to CONSULTANT for consequential, incidental, indirect, special, or punitive damages.
CLIENT shall indemnify, defend, and hold harmless CONSULTANT and its employees from any
loss, claim, liability, and expense (including reasonable attorneys' fees and expenses of litigation)
arising from, or based in the whole, or in any part, on any negligent act or omission by CLIENT' S
employees, agents, or consultants. In no event shall CONSULTANT be liable to CLIENT for
consequential, incidental, indirect, special, or punitive damages.
Nothing contained in this Agreement shall create a contractual relationship with or a cause of action
in favor of a third party against either the CLIENT or the CONSULTANT. The CONSULTANT'S
services under this Agreement are being performed solely for the CLIENT'S benefit, and no other
entity shall have any claim against the CONSULTANT because of this Agreement or the
performance or nonperformance of services provided hereunder. The CLIENT agrees to include a
provision in all contracts with contractors and other entities involved in this project to carry out the
intent of the paragraph.
D. INSURANCE
The CONSULTANT agrees to maintain, at the CONSULTANT'S expense, statutory worker's
compensation coverage.
The CONSULTANT also agrees to maintain, at CONSULTANT'S expense, general liability
insurance coverage insuring CONSULTANT against claims for bodily injury, death or property
damage arising out of CONSULTANT'S general business activities (including automobile use).
The liability insurance policy shall provide coverage for each occurrence in the minimum amount
of $1,000,000.

During the period of design and construction of the project, the CONSULTANT also agrees to
maintain, at CONSULTANT'S expense, Professional Liability Insurance coverage insuring
CONSULTANT against damages for legal liability arising from an error, omission or negligent act
in the performance of professional services required by this agreement, providing that such
coverage is reasonably available at commercially affordable premiums. For purposes of this
agreement, "reasonably available" and "commercially affordable" shall mean that more than half of
the design professionals practicing in this state in CONSULTANT'S discipline are able to obtain
coverage. The professional liability insurance policy shall provide coverage for each occurrence in
the amount of $1,000,000 and annual aggregate of $1,000,000 on a claims -made basis.
Upon request of CLIENT, CONSULTANT shall provide CLIENT with certificates of insurance,
showing evidence of required coverages.
E. OPINIONS OR ESTIMATES OF CONSTRUCTION COST
Where provided by the CONSULTANT as part of Exhibit I or otherwise, opinions or estimates of
construction cost will generally be based upon public construction cost information. Since the
CONSULTANT has no control over the cost of labor, materials, competitive bidding process,
weather conditions and other factors affecting the cost of construction, all cost estimates are
opinions for general information of the CLIENT and the CONSULTANT does not warrant or
guarantee the accuracy of construction cost opinions or estimates. The CLIENT acknowledges that
costs for project financing should be based upon contracted construction costs with appropriate
contingencies.
F. CONSTRUCTION SERVICES
It is agreed that the CONSULTANT and its representatives shall not be responsible for the means,
methods, techniques, schedules or procedures of construction selected by the contractor or the
safety precautions or programs incident to the work of the contractor.
G. USE OF ELECTRONIC/DIGITAL DATA
Because of the potential instability of electronic/digital data and susceptibility to unauthorized
changes, copies of documents that may be relied upon by CLIENT and third -parties are limited to
the printed copies (also known as hard copies) that are signed or sealed by CONSULTANT.
Except for electronic/digital data which is specifically identified as a project deliverable by this
AGREEMENT or except as otherwise explicitly provided in this AGREEMENT, all
electronic/digital data developed by the CONSULTANT as part of the PROJECT is acknowledged
to be an internal working document for the CONSULTANT'S purposes solely and any such
information provided to the CLIENT shall be on an "AS IS" basis strictly for the convenience of
the CLIENT without any warranties of any kind. As such, the CLIENT is advised and
acknowledges that use of such information may require substantial modification and independent
verification by the CLIENT (or its designees). Provision of electronic/digital data, whether
required by this Agreement or provided as a convenience to the Client, does not include any license
of software or other systems necessary to read, use or reproduce the information. It is the
responsibility of the CLIENT to verify compatibility with its system and long-term stability of
media. CLIENT shall indemnify and hold harmless CONSULTANT and its Subconsultants from
all claims, damages, losses, and expenses, including attorneys' fees arising out of or resulting from
third party use or any adaptation or distribution of electronic/digital data provided under this
AGREEMENT, unless such third party use and adaptation or distribution is explicitly authorized by
this AGREEMENT.

Drawings and Specifications and all other documents (including electronic and digital versions of
any documents) prepared or furnished by CONSULTANT pursuant to this AGREEMENT are
instruments of service in respect to the Project and CONSULTANT shall retain an ownership
interest therein. Upon payment of all fees owed to the CONSULTANT, the CLIENT shall acquire
an ownership interest in all identified deliverables, including Plans and Specifications, for any
reasonable use relative to the Project and the general operations of the CLIENT. CLIENT may
make and disseminate copies for information and reference in connection with the use and
maintenance of the Project by the CLIENT. However, such documents are not intended or
represented to be suitable for reuse by CLIENT or others on extensions of the Project or on any
other project and any reuse other than that specifically intended by this AGREEMENT will be at
CLIENT'S sole risk and without liability or legal exposure to CONSULTANT.
CONFIDENTIALITY
CONSULTANT agrees to keep confidential and not to disclose to any person or entity, other than
CONSULTANT'S employees and subconsultants any information obtained from CLIENT not
previously in the public domain or not otherwise previously known to or generated by
CONSULTANT. These provisions shall not apply to information in whatever form that comes into
the public domain through no fault of CONSULTANT; or is furnished to CONSULTANT by a
third party who is under no obligation to keep such information confidential; or is information for
which the CONSULTANT is required to provide by law or authority with proper jurisdiction; or is
information upon which the CONSULTANT must rely for defense of any claim or legal action.
J. PERIOD OF AGREEMENT
This Agreement will remain in effect for the longer of a period of two years or such other explicitly
identified completion period, after which time the Agreement may be extended upon mutual
agreement of both parties.
K. PAYMENTS
If CLIENT fails to make any payment due CONSULTANT for services and expenses within thirty
days after date of the CONSULTANT'S invoice, a service charge of one percent (1.0%) per month
or the maximum rate permitted by law, whichever is less, may be charged on any unpaid balance.
In addition after giving seven days' written notice to CLIENT, CONSULTANT may, without
waiving any claim or right against the CLIENT and without incurring liability whatsoever to the
CLIENT, suspend services and withhold project deliverables due under this Agreement until
CONSULTANT has been paid in full all amounts due for services, expenses and charges.
L. TERMINATION
This Agreement may be terminated by either party for any reason or for convenience by either party
upon seven (7) days written notice.
In the event of termination, the CLIENT shall be obligated to the CONSULTANT for payment of
amounts due and owing including payment for services performed or furnished to the date and time
of termination, computed in accordance with Section III of this Agreement.

The CONSULTANT warrants that it has not employed or retained any company or person, other
than a bona fide employee working solely for the CONSULTANT to solicit or secure this Contract,
and that it has not paid or agreed to pay any company or person, other than a bona fide employee,
any fee, commission, percentage, brokerage fee, gift or any other consideration, contingent upon or
resulting from award or making of this Agreement.
Upon signing this agreement, Consultant acknowledged that Section 362.5 of the Iowa Code prohibits
a City officer or employee from having an interest in a contract with the City, and certifies that no
employee or officer of the City, which includes members of the City Council and City boards and
commissions, has an interest either direct or indirect, in this agreement, that does not fall within the
exceptions to said statutory provision enumerated in Section 362.5.

The provisions of any applicable law or ordinance relating to civil rights and discrimination shall be
considered part of this Agreement as if fully set forth herein.
The CONSULTANT is an Equal Opportunity Employer and it is the policy of the
CONSULTANT that all employees, persons seeking employment, subcontractors, subconsultants
and vendors are treated without regard to their race, religion, sex, color, national origin, disability,
age, sexual orientation, marital status, public assistance status or any other characteristic protected
by federal, state or local law.
O. CONTROLLING LAW
This Agreement is to be governed by the law of the State of Iowa.
P. DISPUTE RESOLUTION
CLIENT and CONSULTANT agree to negotiate all disputes between them in good faith for a
period of 30 days from the date of notice of dispute prior to proceeding to formal dispute resolution
or exercising their rights under law. Any claims or disputes unresolved after good faith
negotiations shall fust be submitted to mediation, using a mutually acceptable Neutral Third Party
and mutually agreeable mediation process. If the mediation is unsuccessful in resolving the
dispute, the parties may mutually agree to submit to another method of dispute resolution or submit
the dispute to a court of competent jurisdiction.
Q. SURVIVAL
All obligations, representations and provisions made in or given in Section IV of this Agreement
will survive the completion of all services of the CONSULTANT under this Agreement or the
termination of this Agreement for any reason.
R. SEVERABILITY
Any provision or part of the Agreement held to be void or unenforceable under any law or
regulation shall be deemed stricken, and all remaining provisions shall continue to be valid and
binding upon CLIENT and CONSULTANT, who agree that the Agreement shall be reformed to

S. SECTION 508 OF THE REHABILITATION ACT
All electronic Information Technology (IT) procured, developed, maintained or used as part of this
Contract shall comply with Section 508 standards.
T. FEDERAL CONTRACT PROVISIONS
The agreement includes all provisions of the attached Exhibit II Required
Architectural/Engineering Contract Provisions for Airport Improvement Program for Obligated
Sponsors for professional A/E services funded under the Federal Airport Improvement Program
(AIP). They are deemed part of this agreement and are incorporated herein.
SECTION V - SIGNATURES
THIS INSTRUMENT embodies the whole agreement of the parties, there being no promises, terms,
conditions or obligation referring to the subject matter other than contained herein. This Agreement may
only be amended, supplemented, modified or canceled by a duly executed written instrument signed by
both parties.

The Iowa City Municipal Airport exists to sere the general aviation needs of
the greater Iowa City community. This strategic plan is to guide the direction of
the Iowa City Municipal Airport for the period fiscal years 2011-2015. Through
implementation of the 1996 Iowa City Municipal Airport Master Plan and FAA
Airport Layout Plan, facilities will be maintained and upgraded to comply with
the latest safety features and Federal Aviation Administration regulations.
To answer the question "What do we want the Iowa City Municipal Airport to be
in 2015?", the Airport Commission adopted the following Vision Statement:

The Iowa City Municipal Airport through the direction of the Airport Commission, will provide a safe, cost-effective
general aviation airport that creates and enriches economic, educational, health care, cultural, and recreational
opportunities for the greater Iowa City area.

The Iowa City Municipal Airport Commission has developed six strategic
planning goals to be accomplished in the FY2011-2015 period.
Strategic Planning Goals
• Maintain effective management structure and strong communication with
the City Council and City Administration.
• Develop and maintain adequate funding mechanisms for airport operations
and improvements, and increase revenue generated by airport operations.
• Increase use of the airport for aviation and other community uses.
• Increase the usefulness of the airport for economic development.
• Upgrade taxiways and runways and other airport infrastructure.
• Enhance appearance, curb appeal, and accessibility of the airport, develop a
public viewing area on the airport grounds.
In preparing this strategic plan, the Iowa City Municipal Airport Commission
used the 2006-2010 strategic plan as a base from which to begin. The 1996 Iowa
City Municipal Airport Master Plan, the FAA Airport Layout Plan, the 2003 Iowa
City Municipal Airport Business Plan, and the adopted Comprehensive Plan for
the City of Iowa City have also been taken into consideration. Implementation
of this strategic plan for the Iowa City Municipal Airport will establish a solid
foundation for the delivery of general aviation services to the community for
the five-year strategic planning period and beyond.

Introduction
In 2004 the Iowa City Municipal Airport Commission determined that a strategic
plan was needed to guide the direction of the Iowa City Municipal Airport for
the period FY2006 through 2010.
This document updates the original plan which was completed in 2005. The
basic question to be answered by the strategic plan is: Where are we now
and where do we want to be in five years? The City of Iowa City's Director of
Planning and Community Development facilitated the process of updating the
five-year strategic plan.
At the initial planning session it was agreed by the Commission that the
following elements would be accepted as "givens" and not open to scrutiny in
the strategic planning process:

1. That Iowa City will have a general aviation airport.
2. That it will be at the existing location of the Iowa City Municipal Airport.
3. That it will be approximately the size of the existing site.

Introduction
Summary of Process
The Commission began with stakeholder input sessions involving representatives
from key community organizations and other special interest groups. This
included the airport Fixed Base Operator. The results of the stakeholder input
sessions are summarized in an appendix.
At an initial strategic planning session the City's Director of Planning and
Community Development reviewed the South Central District Plan of the Iowa
City Comprehensive Plan. This district plan shows the Iowa City Municipal Airport
as a principle land use in the South Central Planning District. The South Central
District Plan shows property redevelopment adjacent to the airport which is
consistent with the 1996 Iowa City Municipal Airport Master Plan, particularly to
the south of the airport along the alignment of Mormon Trek Boulevard.
The next step in the strategic planning process was to evaluate the Vision
Statement and Mission Statement for the Iowa City Municipal Airport. The vision
statement addresses the question, "What do we want the airport to be in 20157,
The mission statement addresses the question, "How do we reach the vision for
2015?" Once the vision statement and mission statement were agreed upon, the
commission addressed the strengths and weaknesses to achieving the vision.
A five-year plan was developed consisting of goals for achieving the vision for
the Iowa City Municipal Airport as well as specific strategies for accomplishing
the goals. It is expected that the Airport Operations Specialist will develop a
work plan for meeting the goals of the Iowa
City Municipal Airport Strategic Plan during
the five-year planning period. The Airport
Operations Specialist's work performance will
be evaluated by the Commission based on
accomplishing the goals of the strategic plan.
The Commission's goal was to develop a five-
year strategic plan that is understandable to
the public and contains measurable strategies
for achieving the goals of the plan. The Iowa
City Municipal Airport Strategic Plan may be
re-evaluated during the five-year planning
period.

Introduction
The Iowa City Community
The Iowa City Municipal Airport is located two miles southwest of downtown
Iowa City in Johnson County. Iowa City is the home of the University of Iowa, with
a student body of approximately 30,500. The Iowa City -Cedar Rapids corridor is
one of two principal economic growth areas within the state of Iowa. The Iowa
City Municipal Airport is integrated into the activities of the University of Iowa,
including the University of Iowa Hospitals and Clinics, the medical college, the
other academic colleges, and the athletics department. The Iowa City Municipal
Airport is strategically located in close proximity to Interstates 80 and 380, as
well as U.S. Highways 6 and 218, and Iowa Highway 1.
Operations and Facilities
The Iowa City Municipal Airport is the third most active general aviation airports
in Iowa. Eighty-four aircraft are based at the Iowa City Municipal Airport. The
Iowa City Municipal Airport conducts approximately 36,000 flight operations
annually. These operations generate $11.2 million of activity into the local
economy.
Existing Iowa City Municipal Airport facilities include two runways, the terminal
building, a maintenance facility, hangars, and fueling facilities. The existing
runway dimensions are 3,900x75 feet (Runway 12-30), and 5,004x100 feet
(Runway 7-25), and are able to accommodate larger aircraft than many other
general aviation airports. The airport terminal includes a pilot's lounge, a weather
briefing room, a lobby, a classroom, and administrative office facilities. Fueling
facilities are provided for the Fixed Base Operator. The Fixed Base Operator
offers fuel sales, charter service, maintenance, flight lessons, and other airport
support services.
Two flight schools operate at the Iowa City
Municipal Airport. Iowa Flight Training provides
fixed wing (airplane) lessons while Whirlybird,
Inc. provides helicopter lessons.
The University of Iowa Center for Computer
Aided Design operates a research facility called
Operator Performance Laboratory. Research is
conducted on human-in-the-loopand intelligent
autonomous systems to increase efficiency,
interoperability, and safety.
History
The Iowa City Municipal Airport had its first
recorded flights in 1918. In 1920 the U.S. Postal
Service chose the site as a fuel stop between
Chicago and Omaha. Public ownership of the
Iowa City Municipal Airport was established in
1929, and 1937 saw the first asphalt -surfaced
runway. In 1940 Runway 12-30 was extended in
an effort to provide a base of defense for the
Rock Island Arsenal. 1941 saw the first concrete
paving of an Iowa City Municipal Airport runway.
In 1944 the Iowa City Airport Commission was
formed. Between 1930 and 1972 commercial
passenger flights were available at the Iowa City
Municipal Airport.

1992 Airport Relocation Study
In 1992 a consultant was hired to consider the possible relocation of the Iowa
City Municipal Airport. Several alternative sites for the proposed relocation were
evaluated along with the existing site. After much deliberation it was determined
by the Iowa City City Council that the Iowa City Municipal Airport would remain
at the existing site. The City Council directed that a master plan be completed
to ensure safe aviation operations into the future that are consistent with the
requirements of the Federal Aviation Administration.
1996 Master Plan
In 1996 an Iowa City Municipal Airport Master Plan was completed. The
master plan evaluated several alternatives involving extending runways and/
or constructing new runways with different configurations. The most significant
elements of the approved master plan were to extend Runway 7-25 by 800 feet,
realign Dane Road, close and demolish a portion of Runway 18-36 to allow the
extension of Mormon Trek Boulevard between Iowa Highway 1 and Riverside
Drive, and remove the old United Airlines hangar. A program is in place for
completing the elements of the 1996 master plan as federal funds become
available.
Work has been completed on the runway extension. Mormon Trek has been
completed south of the airport following closure of runway 18-36 in August
of 2006. Master Plan elements remaining call for a parallel taxiway to both
runways and expanding aircraft parking and ramp space. Hangar capacity to be
expanded as demand necessitates.

The Iowa City Municipal Airport Strategic Plan has presented the vision for the
Iowa City Municipal Airport and identified six goals to be accomplished over the
next five years. The strategic plan will allow the City of Iowa City to anticipate
and respond to changes that will impact the delivery of general aviation services
to the Iowa City community. The elements of the Iowa City Municipal Airport
Strategic Plan are a sound investment in the future for the citizens of Iowa
City.
The Iowa City Municipal Airport Commission welcomes comments on this plan
and its implementation.

Chairperson Rettig called the meeting to order at 6:05 P.M.
FYtt-15 STRATEGIC PLAN:
Rettig began by asking those present to do introductions. She then asked Jeff Davidson, the
City's Planning and Community Development Director, to speak on the strategic planning
process. Davidson noted that what they need to do over the next three or four meetings is
establish where the Airport, as an entity, is right now, and then where they want to be in five
years. The steps that they plan to get to this five-year mark will need to be identified, as well.
Davidson stated that the first thing they will review will be the City's Comprehensive Plan, more
specifically the South Central District Plan. He then gave a brief history of land -use laws in the
State, how the zoning and subdivision rules play into all of this, and the history of the City's
Comprehensive Plan, as well. He pointed out the areas of growth around the Airport, giving a
history of how things have changed over the years. Davidson noted that one key area in this
planning process is to make sure they reserve whatever land is needed for future operations of
the Airport.
Tharp then spoke about how the Airport has done as far as their previous five-year plan. He
noted that Members received a summary of this in their packets, and he then highlighted some
of these. The first goal was to establish effective management structure and improve
communication with the City Council and City Administration. Tharp noted that they have
accomplished this by creating the Operations Specialist position to maintain daily office routine
work and to assist the Airport Commission in managing the Airport. Also noted was the
increased presence of either the Airport Commission Chair or the Operations Specialist at
meetings with the City Council and other City staff. Tharp continued, reviewing the progress to
date of the Airport in its strategic plan.

Davidson then addressed the Commission again, noting that their other goal this evening is to
hear from those present. He added that they did accept web -based comments until noon today,
and received a dozen or so of those. Davidson then asked that anyone wishing to speak please
state their name and where they live. Bob Powers of Iowa City spoke first. He added that he
sent an email earlier to the Commission. The discussion turned to the need for a sidewalk
along Riverside Drive, from south of the Airport up to the Highway 1/1-ighway 6 intersection.
Davidson stated that this sidewalk is currently on the "unfunded" list of projects. He urged those
interested in this project to contact a City Council Member and let them know their concerns.
Rick Mai spoke to the Members, asking if consideration of a restroom for after-hours use
had been considered. John Yeomans of Iowa City stated that he would like to see the City get
the industrial park area in east Iowa City completely built out before considering the area south
of the Airport. Dan Yeager of Iowa City asked what the backlog is for hangars. Tharp noted
that there are approximately 25 people on the waiting list, and currently there is between an 18 -
and 24 -month wait. Yeager added that he believes they should consider adding more hangars,
which would in tum increase the Airport's revenue. Rettig noted that in FY11 projections, the
Airport is expected to have $500,000 in their capital improvements budget in order for them to
build a hangar. Plus, the Airport plans to apply for a grant this spring which would provide
matching funds for this project.
Rettig asked if anyone else wished to speak. Tim Busch addressed the Members, stating that
he operates Iowa Flight Training at six eastern Iowa airports. He gave Members a handout,
adding that he would be glad to share this with anyone else present, as well. Busch remarked
on his handout, noting that having the Airport in Iowa City generates approximately $12 million
in economic benefit. He agreed that there is a need for more hangars. Busch also noted that
he would be happy to speak to civic groups and others about the importance of aviation.
Warren Paris spoke next. He staled that he has been involved with Sertoma and is a hot air
balloon pilot, and that he believes the public awareness of the Airport is quite low. He
suggested a restaurant or some other destination -type of use at the Airport to draw attention to
aviation. Adam Henderson of Whirlybird Helicopters addressed the Members. He spoke to the
issue of having a sign at the Airport that would alert people to the businesses on the Airport
grounds. Phillip Wolford of Jet Air spoke next. He stated that he agrees whh Adam's comment,
adding that signage is an important issue for the University of Iowa's facility as well. Mary
Honeck asked if the City had any plans for the southern entrance into Iowa City, along
Riverside Drive. Davidson responded, noting that the City will eventually move its facilities
along Riverside Drive; however, this area used to be a landfill and there are some issues to
address with that first. He spoke briefly to the plans for this area. Davidson then wrapped up
the presentation, noting that the next meeting will be January 21, 2010, where they will take up
this process again.

The minutes of the November 17 and December 7, 2009, meetings were reviewed. It was
noted that the November meeting was held on the 17th, a Tuesday, and not the 19th as shown
on the minutes.
Farris moved to approve the minutes of the November 17, 2009 meeting as amended.
Horan seconded the motion.
