Your message below was forwarded to me for response. We have been in periodic contact with the Fab Lab group as they attempt to find a location and begin operations. There are some zoning code issues that need to be worked out for them to locate at Iowa City Marketplace (Sycamore Mall) as they have indicated in the media they wish to do. We have indicated to them how those issues can be resolved. There are other places they can locate which have no zoning code issues. Ultimately their leasing of space is a private matter that the City is not party to. Let me know if you have questions. I was not home at the time of this event, but was told there were several police officers with weapons displayed and that police also stopped traffic on Foster Road, our only ingress /egress for the neighborhood. Because our neighborhood is a peninsula, in an emergency evacuation could be difficult, slow, and could cost lives. We now have over 700 households in our area west of Dubuque Street on Foster Road. Having the chance to meet with you and the other neighbors was a great opportunity to extend this dialog! In regard to your points below: 1- I do understand the role of walkability and, where possible, we are attempting to include that in our new attendance zones. As I explained to the group this morning, this parameter is taken into consideration after we make all appropriate changes to comply with the Diversity Policy. 2- The District is very much interested in working with the municipal leaders for all five cities and the County. This type of cooperation can be seen in our work with Iowa City to find new locations for the two east - side elementary schools. The City of Iowa City was instrumental in helping us locate potential parcels and determine the order of construction based on their master planning process for roads and infrastructure. 3- Thank you for the good discussion on the One Vision planning process this morning. As we talked about, this process was designed to develop a Facilities Master Plan that included both the construction timelines and funding support to make it happen. Following the adoption of the FMP, the administrative team then worked to align the Diversity Policy timeline with the FMP. - 4- We are working in geographic clusters for several reasons. We selected these based on the construction of new schools and/ or the completion of significant additions. We also did so with the idea that we would only be moving students within the cluster and not across town. 6- We are working to gain the trust of the community through the use of a community engagement process. We are also using email and our internet platform to seek as much input as we can get before bringing the recommendation to the Board. Finally, where we have the opportunity I am going out to the community to seek additional input as I did this morning during our walk. I do appreciate your orientation to change. One other topic that we did not address above is the District role in trying to balance the socio- economic conditions in the community. In this case we are reactive. Prior decisions about housing patterns by the municipalities have placed us in this reactive mode. The significant concentrations of poverty in and around Twain, Wood, and Kirkwood elementary schools make it almost impossible to draw attendance zones that create socio- economic balance without significant movement of students or significantly gerrymandered boundaries. It is my hope moving forward that the cooperation you spoke of in #1 above includes a decision by our municipal partners to adopt rigorous inclusive zoning provisions that prevent this type of concentration of low income housing. Only with this type of partnership will the District find itself in a position where we are not required to reactively change our attendance zones to try to balance socio- economic indicators in our schools. Common sense: walkability, being assigned to the school nearest your home, of course open enrollment elsewhere if the school nearest your home is not your preference. 2.) City of Iowa City working together with ICCSD, and maybe UI? for long term sustainability for housing and schools. (not just for the UI) I came across this when reading: http: / /it .uiowa.edu /cgi /viewcontent.cgi ?article= 1019 &context =urban iisc I'm sure no new news to you. Sustainability. I find it very interesting the research, provoking evidence, and outcomes were hosted by our very own, University of Iowa. Is it a conflict of interest to utilize our very own resources in our very own community to aid in solving our problems? I am not a policy maker, and perhaps this Dubuque example is something that for some reason, does not in anyway apply to our community. However, I do appreciate it's seeming depth and core, tapping into root issues and making efforts as an entire community to help students from all walks of life have a fair public education. 3.) One Vision is good in theory, however, I have yet to see any hard evidence of the proposed changes (when open enrollment is still an option) making a sustainable difference. One Vision, if my memory serves me, came out shortly after the consulting firm left. It is my belief some of what the work the consulting firm did is being used, but exactly what, and how can ICCSD make it clear to families that the work you are doing is 1) beneficial for students 2) has long term sustainability 3) is cost effective. Spelled out. One Vision came out, it was big, it seemed promising, and then One Vision, Child Centered, Future Focused went the way of the buffalo. I have not seen this mission statement in any of the recent proposals. Where is One Vision now? How does One Vision coincide with the proposed diversity policy, exactly? Why is the Diversity policy not streamlined in the One Vision calendar? 4.) Moving families across town away from the closest school negates community and solidarity in neighborhoods. 5.) While I am not in any way opposed to diversity in our schools, I don't know *how* to agree with how it is being implemented in our community. 6.) How will ICCSD go about gaining trust from the community? I am someone who does embrace change. Our district needs change and is changing. When it comes to something like this, it is my expectation as a mother, a tax payer and interested person, to hold our district accountable for solid positive change, spelled out for its community members to understand. The plans you are making now will effect children, families and our city for years and years to come. Please make good decisions, and to your best to make it very clear to the ICCSD community that what you are doing now is in line with a better, well laid out guideline /timeline for our future. Together, we can all make this better. Since opening in 1981, the Senior Center has provided free operational space for the Senior Nutrition Program. Over the years the program has grown significantly so that it now involves the preparation of over 14,000 meals for onsite dining, nearly 12,000 meals for satellite locations, 58,000 home delivered meals, and around 30,000 prepackaged meals in Johnson, Washington, and Iowa Counties. According to the 2003 lease agreement, the kitchen is available to Elder Services for the operation of the Nutrition Program from 7 AM to 2 PM Monday through Friday and 8 AM to 1:30 PM Saturday and Sunday. The Assembly Room is available 11 AM to 1:30 PM seven days a week. To meet the increasing service demands, Elder Services has needed expanded kitchen access and food preparation time. Storage space has become problematic and heavy use and age has taken a toll on the essential food preparation equipment and much of it is in need of repair or replacement. At the same time the number of Senior Center programs and hours of operation also have increased significantly and are placing greater demand on Center space. The Assembly Room, The Center's largest programming area, is often unavailable because of food preparation noises extending into the afternoon and participant complaints of odors coming from the kitchen. Further, Nutrition Program staffing problems and time constraints can make it difficult to properly clean the area after the noon meal. As a result, the workload of Senior Center staff is increased when they move in to setup for the afternoon programs. The concurrent expansion of programs and difficulties associated expanded access, noise, cleanup, program scheduling, and equipment problems resulted in tension related to the use of the kitchen and assembly room when trying to accommodate both the Nutrition and Senior Center programs. At a meeting with the Executive Director of Elder Services, Susan Wehr; City Manager Tom Markus; and myself a year or so ago, a suggestion was made to Susan that a larger location may be more suitable for their expanding program. While it was made clear that the Nutrition Program was not being evicted and time was not an issue, it was pointed out that the Center had no additional space to offer the program for storage or food preparation for the current or future operation. This was the only conversation that took place related to the relocation of the Nutrition Program. About a month ago Susan informed me that they were relocating their food preparation site to North Liberty, and indicated that the North Liberty location was more spacious and included updated equipment. She indicated that they would be relocating in June or July of 2014. Susan assured me that the nutrition program at the Senior Center would continue and advised me to tell participants that they would not notice any change in the types or quality of the meals served here. It is tasked in part with monitoring and evaluating the telecommunications systems in Iowa City.
