Comment: At its June 19 meeting, by a vote of 4 -2 (Thomas, Swygard
voting No), the Planning and Zoning Commission recommended approval
of this rezoning subject to general conformance with the plan submitted
and the final building design complying with multi - family site design
standards. Approval will allow an 11 -unit multi - family building in lieu of 11
single family lots.

ITEM 2a(4) REZONING 203 N LINN ST — MOTION SETTING A PUBLIC HEARING
FOR JULY 15 ON AN ORDINANCE CONDITIONALLY REZONING
APPROXIMATELY 4,000 SQUARE FEET OF PROPERTY FROM
CENTRAL BUSINESS SERVICE (CB -2) ZONE TO CENTRAL
BUSINESS SUPPORT (CB -5) ZONE AND LOCAL LANDMARK
DESINGATION LOCATED AT 203 N LINN ST. (REZ- 00007)
Comment: At its June 19 meeting, by a vote of 5 -1 (Martin voting No), the
Planning and Zoning Commission recommended approval of this
rezoning and Local Landmark Designation with conditions regarding a
limitation on building height in the event the building is destroyed and the
property redeveloped. Approval will result in reduced parking
requirements and Local Landmark Designation for the building.
ITEM 2a(5) UNIVER -CITY SALE, 316 DOUGLASS COURT - RESOLUTION
SETTING PUBLIC HEARING FOR JULY 15, 2014, ON A PROPOSAL TO
CONVEY A SINGLE FAMILY HOME LOCATED AT 316 DOUGLASS
L4 I COURT.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income - eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 316 Douglass Court. The amount of the sale will be
$85,000 (this is what the City paid to purchase the home) plus the "carrying
costs," which are which are all costs incurred by the City to acquire the
home, maintain it and sell it, including abstracting and recording fees,
interest on the loan to purchase the home, mowing and snow removal,
utilities, real estate taxes, and any costs in excess of $50,000 to repair
and rehabilitate the home.
ITEM 2a(6) LIBRARY DEVELOPMENT OFFICE POSITION - RESOLUTION
AMENDING THE BUDGETED POSITIONS IN THE LIBRARY BY
DELETING ONE .50 LIBRARY ASSISTANT III AND ADDING ONE .50
LIBRARY ASSISTANT I.
Comment: This change downgrades a position in the Development Office
from a Library Assistant III to a Library Assistant I. The annual savings will
be approximately $3,500, not including benefit costs. This position is
funded from outside sources.
ITEM 2a(7) CITY CARTON AGREEMENT - RESOLUTION AUTHORIZING THE
MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO AN
AGREEMENT FOR RECYCLING WITH CITY CARTON COMPANY,
INC.

Comment: The existing recycling processing contract with City Carton
Company, Inc., will expire on June 30, 2014. The new contract would
cover July 1, 2014, through June 30, 2015, with four (4) one (1) -year
rollover options. The option exists within this contract to move to a single
stream processing system.

ITEM 2a(8) MORTGAGE RELEASE, 983 LONGFELLOW PLACE - RESOLUTION
AUTHORIZING THE MAYOR TO EXECUTE AND THE CITY CLERK TO
ATTEST TO MORTGAGE RELEASE FOR 983 LONGFELLOW PLACE.
14 — 2—O Comment: The City sold 983 Longfellow Place to a family under the
Affordable Dream Home Program (ADHOP) in 2009. In order to make it
affordable, the City provided the buyers with a loan for $36,250 that is
secured by a mortgage. One spouse entered a nursing home in 2012
and the other in 2013. No payments have been made since 2012, and
the primary lender began foreclosure proceedings. The current balance
on the City's loan is $37,486. A buyer is willing to purchase the unit if the
City will accept $16,510 to release the mortgage. Staff recommends that
the mortgage be released. If the property is foreclosed, the City will likely
not receive any money, and the owners have no assets.

Comment: This resolution will place the question of a local option sales tax on the
ballot for the general election on November 4, 2014 and direct how Iowa City's
portion of the sales tax will be spent if the voters in the contiguous cities of Iowa City,
Coralville, North Liberty, University Heights, and Tiffin approve the tax. For
additional information the Report of the Local Option Sales Tax Exploratory
Committee can be found in the City Council Information Packet dated June 12, 2014.

ITEM 2a(9) LINDEMANN SUBDIVISION, PART SIX — RESOLUTION APPROVING FINAL PLAT.

�c{ _ Comment: A preliminary plat of Lindemann Subdivision, Part Six, was approved on February
18, 2014. Staff recommends approval of the final plat. Approval will allow the development
of Lindemann Subdivision, Part Six, a 39 -lot, 7.41 acre residential subdivision located on
Kenneth Drive.
ITEM 2a(10) LINDEMANN SUBDIVISION, PART FOUR B— RESOLUTION APPROVING FINAL PLAT.

Comment: A preliminary plat of Lindemann Subdivision, Part Four B, was approved on
