AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST THE FY2015 AGREEMENT BETWEEN THE CITY OF IOWA
CITY AND THE CITY OF UNIVERSITY HEIGHTS FOR THE PROVISION
OF TRANSIT SERVICE WITHIN THE CORPORATE LIMITS OF

Comment: This resolution approves the FY2015 agreement for Iowa City
Transit to provide transit service within the corporate limits of University
Heights. The level of transit service provided will remain the same as in
FY2014. The proposed FY2015 contract amount of $35,522 is an
increase from the FY2014 amount based on the National Consumer Price
Index, and is an increase of 1.8 %. University Heights approved this
agreement at their June 10, 2014 council meeting.
ITEM 2d(2) HIERONYMUS SQUARE EXTENSION - RESOLUTION APPROVING
SECOND AMENDMENT TO THE PURCHASE AGREEMENT WITH
HIERONYMUS SQUARE ASSOCIATES, LLC FOR SALE OF
PROPERTY LOCATED BETWEEN 301 S. DUBUQUE STREET AND
THE COURT STREET TRANSPORTATION CENTER.

Comment: The parties have a purchase agreement which provides that
the City will sell property located between 301 S. Dubuque Street and the
Court Street Transportation Center to Hieronymus Square Associates,
LLC. The contingencies have previously been extended through June 10
and this will extend the contingencies to April 1, 2015. The reason for the
extension is that the buyer is waiting for a determination whether the site
will be selected as the location of the new University of Iowa Museum of
Art.

ITEM 2d(5) PROCUREMENT OF PEBBLE QUICKLIME — RESOLUTION
AUTHORIZING THE PROCUREMENT OF PEBBLE QUICKLIME FOR
LIME SOFTENING OF THE CITY'S DRINKING WATER.
I q — �� Comment: This resolution will approve the procurement of pebble
quicklime for lime softening of the City's drinking water. The pebble
quicklime procurement follows a bid in which three bids were received and
the lowest cost, Graymont Western Lime, Inc., for approximately 1,600 tons
is $231,200.00. This purchase exceeds the $150,000.00 spending authority
of the City Manager, and so requires Council approval.
ITEM 2d(6) MIDWEST ONE STORM SEWER AND STREETSCAPE - RESOLUTION
AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH
MIDWESTONE BANK FOR STORM SEWER AND STREETSCAPE
IMPROVEMENTS TO THE 100 BLOCK OF HARRISON STREET.
i y — �� Comment: This resolution authorizes an agreement between the City of
Iowa City and MidWestOne Bank for installation of a storm sewer and
streetscape improvements to the 100 Block of Harrison Street in
conjunction with the construction of the new MidWestOne Bank building
in Riverfront Crossings. The City will pay for the construction and
ongoing maintenance of the storm sewer which is located in the Harrison
Street right of way, and the bank will pay for the construction and ongoing
maintenance of the streetscape improvements around the new bank
building. Each project will cost approximately $50,000.

Comment: This agreement authorizes McClure Engineering Company to
provide design engineering services related to construction of the
Slothower Road /IWV Road Water Main Project. This project will include
construction of new water main, hydrant assemblies, connection to
existing water mains, replacement of pavement, restoration and other
related work. The total anticipated cost of design engineering services is
$52,400.

Comment: At its June 5 meeting, by a vote of 7 -0, the Planning and
Zoning Commission recommended approval of this rezoning. Approval
will allow this property to be incorporated into Silver Slope, a 20 -lot, 12.14
acre residential subdivision. The zoning boundary is being adjusted to
reflect the proposed lot configuration but will not result in an increase in
development density.
ITEM 2e(4) MINOR MODIFICATION FOR FENCES — MOTION SETTING A PUBLIC
HEARING FOR JULY 15 ON AN ORDINANCE AMENDING TITLE 14,

Comment: At its June 15 meeting, by a vote of 7 -0, the Planning and
Zoning Commission recommended approval of this zoning code
amendment.
ITEM 2e(6) WADE STREET WATER MAIN REPLACEMENT — RESOLUTION
SETTING A PUBLIC HEARING ON JULY 15, 2014 ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST
FOR THE CONSTRUCTION OF THE, DIRECTING CITY CLERK TO
PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY

INSPECTION.
Comment: This project will include installing new water main along the
west side of Wade Street from Muscatine Avenue to Wayne Avenue. The
project also includes the installation of new hydrant assemblies,
connection to existing water mains, connection of existing services,
replacement of pavement and sidewalk, restoration and other related
work. The estimated construction cost is $188,000 and will be funded
with water revenues.

FOR THE CONSTRUCTION OF THE ASPHALT RESURFACING
PROJECT 2014, DIRECTING CITY CLERK TO PUBLISH NOTICE OF
SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE

Comment: This annual project involves the asphalt resurfacing and
chipsealing of various streets throughout Iowa City. The estimated cost
for this project is $792,000 and will be funded with Road Use Tax
Proceeds, Parks and Recreation Annual Operations, Wastewater
Operations, and GO Bonds.

Comment: A preliminary plat of Roberts Dairy Addition was approved in
September 2013. Staff recommends approval of the final plat subject to
approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the June 17 City Council
meeting. Approval will allow the redevelopment of former Roberts Dairy
site as a new Hy -Vee grocery store and convenience store /gas station,
and the reconstruction of a portion of the St. Clement Street right -of -way,
located at the northeast corner of North Dodge Street and Prairie du
Chien Road.

9.2 acres of land located on the northwest corner of 420th St SE and Taft

ITEM 5. DEDICATING RYERSON WOODS AS STATE PRESERVE — APPROVING THE
DEDICATION OF LOT 2 IN RYERSON'S WOODS AS A STATE PRESERVE AND
AUTHORIZING THE DEDICATION.
Comment: The City owns Lot 2 in Ryerson's Woods subdivision, which is
�� 97 approximately 49 acres of park land located south of the fairgrounds on old Highway
218 in Johnson County. Staff recommends dedicating the land as a "state preserve,"
which will restrict development on the land. By the City dedicating the land as a
preserve, the State of Iowa will hold the property in trust, and the City will not be able
to convey it except for public use and upon approval by the State Preserves Advisory
Board. It will be known as Ryerson's Woods State Preserve. This resolution
dedicates the property as a preserve and authorizes the mayor to sign and clerk to
attest, upon the direction of the City Attorney, all necessary documents.

ITEM 6. CITY HALL NORTH COURT HVAC REPLACEMENT PROJECT 2014 -
APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE CITY HALL NORTH
COURT HVAC REPLACEMENT PROJECT 2014, ESTABLISHING AMOUNT OF
BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO
PUBLISH NOTICE TO BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT

Comment: The Project will involve the removal and replacement of the City Hall
North Court Trane HVAC unit serving areas of the City Hall facility. The work will
involve provisions to address pressurization and vibration issues in the system and
the installation of an open platform networked digital controls for all new equipment
as well as upgrading the controls for all terminal boxes and exhaust fans associated
with the replaced HVAC units. A computer room air conditioning unit in the Police
Department will be removed and replaced. The estimated cost of the project is
$255,000 and will be funded with General Obligation bond proceeds.

MOSS RIDGE ROAD PROJECT, ESTABLISHING AMOUNT OF BID SECURITY

Comment: This project will include the construction of a street from Highway 1 to
Moss Ridge Campus at Rapid Creek Preserve, N. Dodge Street / Highway 1
improvements, sidewalk, sanitary sewer, water main, traffic signals, and a storm
sewer system. The estimated construction cost is $4,210,000 and will be funded
with General Obligation bond proceeds, tax increment financing, and RISE Grant
funds.

ITEM 8. REZONING (AIRPORT) - ORDINANCE AMENDING TITLE 14, ENTITLED
"ZONING," CHAPTER 6, ENTITLED, "AIRPORT ZONING," TO PROVIDE THAT A
STRUCTURE MAY PENETRATE THE HORIZONTAL OVERLAY ZONE UNDER
CERTAIN CONDITIONS. (SECOND CONSIDERATION)
Comment: By a vote of 5 -0, the Airport Zoning Commission recommends approval of
this ordinance. Presently, the City Code provides that a structure may only penetrate
the horizontal overlay zone (HO) by special exception. The HO zone is an imaginary
circular plane 150 feet above the ground measuring approximately 10,000 feet in
diameter with the center of the circle being the airport. The proposed rezoning would
allow penetration of the HO if acceptable to the FAA and if airport operations are not
affected. Staff requests expedited action.
