CITY OF IOWA CITY
MEMORANDUM
To: Tom Markus, City Manager
From: Michael Moran, Director of Parks and Recreation
Re: DEDICATION OF LOT 2 IN RYERSON'S WOODS AS A STATE PRESERVE.
Introduction: This resolution acknowledges the achievement of Ryerson's Woods Park as a
"State Preserve ".
History /Background: This is a 49 -acre park located in the County south of the Johnson County
Fairgrounds. The City of Iowa City was granted preserve status by the State Preserves Board,
a function of the Department of Natural Resources, through the Natural Preserves category
(there are four other categories) due to its outstanding biological features. This State Preserve
System in intended to identify, protect and maintain significant biological and scenic areas. The
woods has numerous ecosystems such as a mature deciduous woodland and plants species
that are extremely rare in Iowa and has scientific and educational qualities for our residents and
the general public. When granted this designation by the State Preserves Board we develop a
document that describes the lands qualities, stipulations for acceptable land uses and a
management plan to maintain the natural characteristics.
Discussion of Solution: By passing this resolution, the City dedicates this land as a preserve.
The State of Iowa will hold the property in trust and the City will not be able to convey it except
for public use and upon approval by the State Preserves Advisory Board. This property will be
known as Ryerson's Woods State Preserve.
Financial Impact: The Parks and Recreation Department will not assume any additional
financial costs other than what we incur now with regular and scheduled maintenance.
Recommendation: Approve the resolution and begin the process of establishing the Ryerson's
Woods State Preserve.
