Resolutions and Motions: ITEM 2d(1) AMEND DOWNTOWN URBAN RENEWAL AREA PLAN - RESOLUTION DETERMINING THE NECESSITY OF AND SETTING DATES OF A CONSULTATION (JULY 25, 2014) AND PUBLIC �L4 a HEARING (AUGUST 19, 2014) ON A PROPOSED AMENDMENT NO. 12 TO THE CITY - UNIVERSITY PROJECT I URBAN RENEWAL PLAN IN THE CITY OF IOWA CITY, IOWA Comment: This Resolution is the first step in a series to amend an Urban Renewal Plan. The amended plan will allow for City Council consideration of City funding for these projects, separately, including The Chauncey, the Harrison Street Townhomes, a new downtown hotel, streetscape improvements in the Central Business District and other planning fees for park development in Riverfront Crossings. Comment: City Council held an executive session on June 30th to evaluate the City Manager, City Attorney, and City Clerk. The resolution provides the following compensation: City Manager - $173,409.60; City Attorney - $139,068.80 (no change) plus 5 additional days of personal time; City Clerk - $107,577.60 (no change) plus a one -time deferred comp contribution equal to a 2% raise. (10) (Addition) John Thomas, Steve Tannen, Jennifer Wagner: Gateway Project Regular Agenda: ITEM 13a (ADDITION) JOHNSON COUNTY EMAIL RE LOCAL SALES TAX (LOST) — CONSIDER THE REQUEST FOR INPUT FROM JOHNSON COUNTY BOARD OF SUPERVISORS CONCERNING SUNSET OF LOST, BALLOT LANGUAGE, AND LOST PROCEEDS TOWARD PAYMENT OF THE COURTHOUSE ANNEX BOND, WHICH MAY INCLUDE AMENDING RESOLUTION NO. 14 -207. Comment: An email was received on July 10 from the Board of Supervisors requesting a response from Johnson County municipal clerks and administrators on a number of issues. Since the Council does not have a regular meeting until August 19, the item has been added to the agenda to allow a response and consideration of an amended resolution. On June 30, Council adopted Res. 14 -207 requesting LOST be submitted to the voters. Attached to the July 10th email are Res. ACTION: July 15, 2014 /g -;]) /Lf ITEM 2d(5) City of Iowa City Page 4 EMERALD STREET GROUND STORAGE RESERVOIR BOOSTER PUMP VFD (VARIABLE SPEED DRIVE) REPLACEMENT - RESOLUTION ACCEPTING THE WORK FOR THE EMERALD STREET GROUND STORAGE RESERVOIR BOOSTER PUMP VFD REPLACEMENT PROJECT. Comment: The project has been completed by Advanced Electrical Services of Iowa City, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. Project Estimated Cost: $ 55,000.00 Project Bid Received: $ 65,900.00 ❖ Project Actual Cost: $ 65,900.00 ITEM 2d(6) MAY DISBURSEMENTS - MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT OF $11,651,217.97 FOR THE PERIOD OF MAY 1 THROUGH MAY 31, 2014, AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO AUDIT. DISBURSEMENTS ARE PUBLISHED AND PERMANENTLY RETAINED IN THE CITY CLERK'S OFFICE IN ACCORDANCE WITH STATE CODE. ITEM 2d(7) ASHTON HOUSE REMODELING - RESOLUTION ACCEPTING THE WORK FOR THE ASHTON HOUSE REMODELING PROJECT. Comment: On August 15, 2013 a contract was entered into with Iowa State Contractors of Ottumwa, Iowa, to remodel the Ned Ashton House at 820 Park Road for $199,000. The final contract amount is $194,029.93. All work covered by the contract, all required paper work has been submitted and all invoices have been paid. Parks and Recreation Director recommends acceptance. ITEM 2d(8) IOWA RIVER RESTORATION / BURLINGTON STREET DAM AGREEMENT AMENDMENT - RESOLUTION AUTHORIZING THE CITY C1� MANAGER TO SIGN AN AMENDED CONSULTANT AGREEMENT WITH MCLAUGHLIN WHITEWATER DESIGN GROUP FOR THE IOWA RIVER RESTORATION /BURLINGTON STREET DAM MODIFICATION PROJECT. Comment: The City has been working with McLaughlin Whitewater Design Group to create preliminary design options for the modification of the Burlington Street Dam to create safety improvements, riverbank stabilization, fish passage, and educational and recreational opportunities along the Iowa River. The original fee was $360,140 to be paid primarily with grant funds. The City would like to amend the agreement to include the design of the park at the site of the former North Wastewater Plant. The original agreement will be reduced to $289,140 and the amendment for the park planning will be $241,000 for a total contract of $530,140, the majority to be paid with grant funds as outlined in the memo. July 15, 2014 City of Iowa City Page 5 ITEM 2d(9) HOUSING CHOICE VOUCHER (HCV) ADMINISTRATIVE PLAN - RESOLUTION TO ADOPT THE IOWA CITY HOUSING AUTHORITY'S HOUSING CHOICE VOUCHER (HCV) ADMINISTRATIVE PLAN Comment: The Department of Housing and Urban Development requires a public meeting on the adoption of a Housing Choice Voucher (HCV) Administrative Plan. The HCV Administrative Plan establishes policies for • issues not covered under Federal regulations for the HCV Voucher and ,2 Family Self- Sufficiency programs administered by the Iowa City Housing Authority. Copies of the HCV plan are available in the Iowa City Housing Authority offices for review. ITEM 2d(10) PUBLIC HOUSING ADMISSIONS AND CONTINUED OCCUPANCY POLICY (ACOP) - RESOLUTION TO ADOPT THE IOWA CITY HOUSING / AUTHORITY'S PUBLIC HOUSING ADMISSIONS AND CONTINUED jI 7 OCCUPANCY POLICY (ACOP). 2% r- Comment: The Department of Housing and Urban Development requires a public meeting on the adoption of a Public Housing Admissions and Continued Occupancy Policy (ACOP). The ACOP provides details on eligibility requirements and other program requirements. Copies of the ACOP policies are available in the Iowa City Housing Authority offices for review. ITEM 2e. Setting Public Hearings: ITEM 2e(1) CITY PUBLIC WORKS EXTERIOR WASHOUT, PCC ACCESS ROAD AND STORM SEWER — RESOLUTION SETTING A PUBLIC HEARING ON AUGUST 19, 2014 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE IOWA CITY PUBLIC WORKS EXTERIOR WASHOUT, PCC ACCESS ROAD AND STORM SEWER PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project involves construction of the Exterior Washout Facility, the Emulsion Tank Relocation Area and the PCC Access road with storm sewer between the new Fuel Facility and the Salt Storage Building at the Public Works Complex, located on South Gilbert Street between Napoleon Lane and McCollister Boulevard. The package includes sitework, utility extension, mechanical, electrical and special plumbing /piping systems. The estimated cost of the project is $324,758 and will be funded with General Obligation Bonds. Comment: This project includes the reshaping and installation of rip -rap along the banks of Willow Creek at various locations. Work will also include vegetation and debris removal, asphalt and concrete trail and sidewalk repair, and construction of new storm sewer. The estimated cost of construction is $202,741.00 and will be funded with Storm Water Revenues and FEMA funds. ITEM 2f. Council will discuss # 4c, 4d, 4e, 4f, 4g, 4j at formal meeting) ITEM 4a LINDEMANN SUBDIVISION, PART SEVEN - RESOLUTION APPROVING FINAL PLAT (SUB14- 00011) :2-1 Comment: A preliminary plat of Lindemann Subdivision - Part Seven was approved on February 18, 2014. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the July 15 City Council meeting. Approval will allow the development of Lindemann Subdivision - Part Seven, a 28 -lot, 10.14 -acre residential subdivision located on Kenneth Drive and Anna Street. Action: 2Cki' ITEM 4b ROBERTS DAIRY ADDITION (Hy -Vee - RESOLUTION APPROVING FINAL PLAT. (SUB14- 00003) Comment: A preliminary plat of Roberts Dairy Addition was approved in September 2013. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the June 17 City Council meeting. Approval will allow the redevelopment of former Roberts Dairy site as a new Hy -Vee grocery store and convenience store /gas station, and the reconstruction of a portion of the St. Clement Street right -of -way, located at the northeast corner of North Dodge Street and Prairie du Chien Road.
