Harvat Hall, 410 E. Washington Street, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk; at which hearing the Council will consider: 1) An ordinance conditionally rezoning 4.4 acres of property from Commercial Office (CO -1) zone to Planned Development Overlay (OPD -8) zone at 2815 Rohret Road. 2) An ordinance conditionally rezoning approximately 3.02 acres of property from Community Commercial (CC -2) zone to Riverfront Crossings — West Riverfront (RFC -WR) zone located on the west side of south Riverside Drive, north of Benton Street and south of the Iowa Interstate Railroad. 3) An ordinance rezoning 1.36 -acres of land from Low Density Single - Family Residential (RS -5) zone to Low Density Multi - Family Residential (RM -12) zone located north of Muscatine Avenue and west of Scott Boulevard. 4) An ordinance amending Title 14, Zoning Code, Chapter 4, Use Regulations, Article B, Minor Modifications, to allow archways and gates over 4 feet in height in required residential front yard setbacks. 5) An ordinance amending Title 14, Zoning Code, Chapter 4, Use Regulations, Article D, Temporary Uses, to allow Outdoor Service Areas associated with restaurants as temporary uses in residential and mixed -use zones. They attended Hoover Elementary, Southeast Junior High and then City High School. Our Bluffwood neighborhood is a special place to raise children and we are happily seeing new young families purchasing the new homes and older homes as well. During this time, I have seen the character of our neighborhood slowly changing from single family homes and duplexes to a series of large condominiums, primarily as one travels down the hill of First Ave going North, with one under construction and another projected to be built on the same side of First Ave. Now, the parcel of land at the NE corner of First Ave and Hickory Trail is proposed for rezoning from low density RS5 to OPD5 for an 11 unit condominium. Our home is adjacent to this corner. I fully expected single family homes to eventually be built along this parcel, over time, as the land was zoned for this for over twenty five years. With gradual home building, I suspect the water and mud runoffs into Ralston Creek to be far less significant than the massive run offs of mud and dirt I have been witnessing this spring and summer during the building of the huge condominium under construction now across form the proposed rezoning parcel. A significant sized condominium even close to the size of the one under construction now on the opposite side of the road will result in mud runoff down into the creek which divides the proposed condo and all the houses on Cypress Court and our home, which sits on the lowest end of this area. Our home had flooded in 1993 due to obstruction of the culvert by debris from flooding rains. We have made a concerted effort to keep the creek from filling with debris and had no flooding in the 2008 flood. Again this spring, I found myself clearing construction debris, sheets of foam insulation, etc which had blown down and travel by gravity to this creek which is at the bottom of the proposed rezonig area. The creek is an important feature of the wild natural habitat for many species and will need to be carefully guarded in any project. Please consider our thoughts on keeping the Bluffwood neighborhood a family and pedestrian friendly place to live and raise our families. The proposed rezoning (from long -term status as single - family RS5 to OPDS) would lead to construction of yet another large multi -unit condominium complex in an increasingly congested area, and would negatively impact our neighborhood in several ways. The area along First Avenue from Hickory Trail up to its corner with Rochester is already heavily populated with such buildings. As I understand it, there are 104 such units existing or under construction in this rather confined area. I have not objected to this kind of growth in the past, so this is hardly a case of "not in my neighborhood ". However, I feel strongly that the situation is at the point of oversaturation. I do not know the number of these units being rented vs. owned, or how many are unoccupied, but I do know that the for -sale signs beside the existing properties are more or less permanent. Moreover, there is already another huge condominium building under construction across First Ave. from the parcels being considered. This structure is so large and is built so high (presumably because of the terrain) that it dominates the landscape in this spot adjacent to Hickory Hill Park. Given the more sharply sloping terrain in the area being considered, I can only imagine what kind of dominant presence yet another such massive (11 -unit) building would impose. Such a structure would radically affect the entryway /gateway to our entire neighborhood, and would have a negative impact on the overall character of the neighborhood (and, of course, on property values). It would also be the *third* such structure at this same intersection of Hickory Trail and First Avenue. As I understand it, this property was only purchased for this purpose within the last few months, with an apparent expectation that the zoning would be suddenly and dramatically changed from what it has been since the original development of this wonderful neighborhood. I do not think that this would be fair to so many families who purchased houses in this area with the understanding that these parcels are zoned RS5, as they have been for 25 years or more (and as confirmed in the Iowa City Comprehensive Plan 2030 that was approved as recently as May, 2013). In summary, I strongly oppose this proposed zoning change. I hope that the Council will recognize and support the concerns expressed in the petition signed by well over 100 residents of our neighborhood (and seconded by at least two members of the Zoning and Planning Council) and maintain the long- established RS5 zoning code for these parcels. The proposed unit, along the east side of 1st Avenue would be the only one that backs up to single family homes. Which means that the existing homeowners will be looking out our windows at a large four story building, retaining wall, parking lot, dumpsters and lights all around the building as well as lights shining into our homes from incoming cars — something we wanted to get away from in Chicago — instead of looking at similar homes with backyards and minimal light pollution. The proposed rezoning and plan for a multi -unit building negatively impacts our quality of life, the character of our neighborhood, the surrounding natural environment and wildlife and reduces our property values. The property is the gateway to our neighborhood and a major entrance to the East side of Iowa City, which needs more single family homes in well established neighborhoods not another multi -unit building (there are already six multi -unit complexes for a total of 178 units along a two -three block span on 1st Avenue North). Of course we were disappointed in the outcome, but also in the lack of consideration given to Mr. Thomas' argument by three of the commissioners who instead chose to make suggestions to the developer on how the aesthetics and landscaping of his plan might be improved rather than focusing on the zoning issues that relate to the proposed development. Mr. Eastham, on the other hand, discussed the pros and cons before casting his affirmative vote. In the comprehensive plan, the Bluffwood neighborhood is designated to be predominately "detached single family residential." We do not think the intent of the plan was to have a string of high profile condominiums running along First Avenue from Rochester to Scott Blvd. From the zoning changes that have been approved by the Planning and Zoning Commission, it appears to us that it is the intent of the city is to have condominiums along this stretch of First Ave. Mr. Allen seemed aware of this outcome when he purchased this parcel and immediately requested a zoning change. Because of the steep slope, the back side of the condo will be span almost 4 stories in height. - The drive way is long, unsightly and has parking spaces. Cars turning into the driveway coming off 1 st Ave will blare their headlights directly into the back of all the houses along Cypress Court. - A condo will change the feel of ?ur neighborhood. These lots are zoned RS -5 for single family homes and we want to keep it that way. Single family homes will maintain the neighborhood feel of our subdivision. A condo will not. I helped with the protest letter from the neighborhood. Of the 37 houses I stopped at only one house did not want to sign the form. Three people were able to get over 100 signatures in 2 -3 hours of walking the neighborhood on one day. Our perception is there is a troubling trend with the rezoning process here in the Bluffwood Neighborhood. Since 1985, roughly the beginning of the development of the Bluffwood neighborhood, there had been five parcels of land along 1St Avenue which were designated for multifamily dwellings. Gradually, over a period of 20 years, those parcels were developed with multifamily housing which brought the number of units along North 1St Ave. to 99. This was all within the comprehensive plan. But then in January 2009, a 2.5 acre parcel of land on the west side of N. 1St Ave., at the intersection of Hickory Trail was rezoned from RS -5 to OPD -8 which increased the number of multifamily units to 115. The proposed plan was for three sets of townhomes. The vision was for a transition and blending with the single family residential portion of the neighborhood. It was a good and wise vision and part of the Comprehensive Plan 2030. It was accepted by the overwhelming majority of the Bluffwood Neighborhood. Unfortunately, in December 2010, unbeknownst to many residents of Bluffwood, a request to amend the rezoning was submitted by the developer and approved by the Planning and Zoning Commission. What was approved and is currently being built, is a massive 16 -unit condominium building, which many in the neighborhood and community are now referring to as the "fortress ". In 2012, a 1.02 acre parcel of land, again on the west side of N. 1 st Ave., specifically 631 N. 1St Ave., was rezoned. The property was originally zoned for RS -5 . It was rezoned to RM -12. It was rezoned again in 2013 to OPD- RM -12, raising the future planned number of multi - family along N First Ave. in Bluffwood to 132 units (excluding triplexes). This recent trend of rezoning RS -5 property may explain why the two parcels of land on the east side of N. 1st Ave. at the intersection of Hickory Trail were purchased by Mr. Jesse Allen on April 2, 2014 and an application for rezoning was submitted that very same day. Upon inquiring about the planned development we were told by Planning and Zoning staff that a "clustering " of homes was being considered. My interpretation of a cluster is visualizing a number greater than 1 of similar things in close proximity to each other. NOT a single multilevel building. We have also been told that the planned development will preserve green space. We would like to note: 1) The existing single family homes bordering these two parcels of land have done a fine job of preserving green space for the past 25 years. These homes are also located on steeply inclined property. In fact, the depth of the proposed building development is at least 50% greater than the adjacent single family homes. 2) There are 185 acres of green space across the street in Hickory Hill Park. There are another two acres of green space in the newly created park on Hickory Trail in the heart of the neighborhood. 3) The footprint of the proposed building occupies .23 acres. The combined footprint of the single family homes on the other side of the creek is .35 acres — a difference of .12 acres. I personally lived in multifamily housing for 27 years. Our three children are currently living in multifamily dwellings and when we retire, we may decide to move back to a multifamily dwelling. But, for now, I bought in this established subdivision of the Bluffwood Neighborhood 20 years ago to experience residential life in a single family neighborhood knowing that this property was zoned as such in this subdivision. In the comprehensive plan 25 years ago these parcels of land were zoned RS -5 single family. This land was reaffirmed as existing single family residential in the Comprehensive Plan of 2030. There is plenty of land in the Northeast corner of Iowa City. I suggest that the City of Iowa City designate your areas for multifamily housing now throughout the Northeast corner. So, an individual looking to buy a single family home can decide if they want to live adjacent to one or not. You will find attached an information sheet/timeline that we have put together to help you understand our concerns. We hope that you will give it careful consideration along with the correspondence you will receive from other neighbors. We look forward to you coming out to visit our neighborhood and the site of the proposed rezoning and welcome you to come into our yards to see this issue from the perspective of the neighbors in this established subdivision of Bluffwood. Homeowners on the adjacent properties oppose the rezoning from RS5 single family homes to OPDS for the purpose of a multi -unit dwelling. • Numbers proving opposition to this rezoning o To date 16 notarized protests —12 from single family homes within 200 feet of proposed rezoning -- have been submitted to City Hall. • Signatures and letters from more than 100 homeowners in the Bluffwood neighborhood were submitted to the Planning and Zoning Commission for June 5, 2014 and June 19, 2014 hearings. • Two of the Planning and Zoning Commissioners (out of six present) strongly opposed the rezoning request at the June 19, 2014 hearing and would not recommend it. • Iowa City Comprehensive Plan o The Iowa City Comprehensive Plan of 1997 and even earlier stated that the property was to be RS5 for single family homes. o Comprehensive Plan 2030, approved in May 2013, reaffirmed that the property is zoned RS5 for single family homes. It clearly stated that the "predominant land use in the Bluffwood Neighborhood will be detached single family residential." • Issues of privacy and effect development would have on neighborhood • The majority of homeowners in the adjacent homes and many other homeowners in the Bluffwood neighborhood feel that the type and scale of the proposed building are not in character with the Bluffwood neighborhood. It's positioning on the highest elevation of the property would be an intrusion on the privacy of adjacent property owners, dominating the landscape day and night and offering an unattractive view of a large structure, a retaining wall, a parking lot, a dumpster, a driveway, and cars traveling behind the neighbors' yards — with headlights. • Single family homeowners in the neighborhood bought with the confidence that the property on 1st and Hickory Trail would be developed eventually with single family homes — a vision that is compatible with the character and integrity of the Bluffwood neighborhood. This has been in the plan for this subdivision for more than 25 years. • Concern over the concentration of large multi -unit dwellings along N. 1st Avenue 0 90% of the multi -unit dwellings in the Bluffwood Neighborhood are concentrated along a two to three block span along 1st Avenue — an avenue not a boulevard. o After the first Planning and Zoning hearing over this rezoning request, the Planning and Zoning staff was asked to report on the percentage of multi -unit dwellings in the Bluffwood Neighborhood as opposed to other neighborhoods. It is important to note that the Planning and Zoning staff reported that there were 205 single family homes /duplexes and 154 multi - family units in the Bluffwood Neighborhood. BUT, they grouped duplexes with single family homes. Duplexes are NOT detached single family homes. Therefore, the actual figures are 176 detached single family homes and 183 multi -unit dwellings /duplexes (includes Jeff Miller's rezoned property of OPD- RM-12 and 21 units of triplexes which are multi -unit dwellings). o Planning and Zoning staff chose Lindemann Hills Neighborhood and Willow Creek neighborhood for comparison with the Bluffwood neighborhood. Please note: ■ Lindemann Hills Neighborhood has Scott Blvd. coursing along it with progressive development on it. There is no development in the Bluffwood Neighborhood alone Scott Blvd at this time. ■ The Willow Creek Neighborhood is about 20 years older than Bluffwood and has Mormon Trek coursing along it with progressive development on it. It is also much closer in proximity to the University of Iowa campus. • Some history • The developer of this property, Mr. Jesse Allen, bought the property on 1" Ave. and Hickory Trail on April 2, 2014 with the knowledge that this property was zoned RS5 for single family homes. • The same day, April 2, 2014, Mr. Allen submitted a rezoning application asking the city to change the zoning for this property to OPDS for the purpose of building a multi —unit (11 unit) dwelling on the property – less than one year after the City of Iowa City released the Comprehensive Plan 2030 stating that the property was designated for single family homes. o Mr. Allen held a "Good Neighbor Meeting" on April 15, 2014, bringing just one plan and drawings with him to the meeting – a plan for a large multi -unit dwelling. Those at the meeting were told that "clustering 11 units into one building" was the best use for the land space, and would conserve green space and protect the "wetlands" and "sensitive areas" east of the property. o In spite of opposition expressed by residents to the rezoning and development of a multi -unit dwelling, the developer has not varied from his proposal for a multi -unit dwelling even though one of the commissioners asked on June 5, 2014 for "other options" and homeowners have suggested that other options be considered that would not extend into the "buffer zone" of the wetlands /sensitive area. • Issue of Green Space o Mr. Allen and some of the Planning and Zoning Commissioners maintain that the multi -unit dwelling would preserve green space. The footprint of the proposed 11 -unit building is .23 acres. The combined footprint of the seven single family homes east of the proposed building is approximately .35 acres — a difference of a little more of one tenth of an acre. • Adjacent to the Bluffwood neighborhood is Hickory Hill Park with 185 acres of green space. Two more acres were designated and recently developed into a neighborhood park in the Bluffwood Neighborhood -- part of the Iowa City Comprehensive Plan 2030. This is not about .12 acres of green space. • Tamarack Trail, at the eastern edge of the neighborhood development, was zoned OPD5 for single family homes in spite of the steep slope of the land. Single family homes were successfully built. • This issue is not about green space. It is about the character and integrity of the neighborhood. • Wetlands o We requested a wetlands report from the Iowa City Housing and Building Inspection office after the June 19, 2014 Planning and Zoning Meeting. There is no wetland report for this property on file with the City of Iowa City or US Army Corps of Engineers. Data sheets and a preliminary report, dated 2003, with "preliminary findings of a wetland" was discovered. We understand that you cannot go forward with a development that could be near property that could be wetlands without a CURRENT wetlands report. Another field visit will be required but a report and its submission to the US Army Corps of Engineers may not be completed until after the July 15, 2014 City Council meeting. We need to get back on track with the Comprehensive Plan o It was noted by Planning and Zoning Commissioner John Thomason June 19th that "early development [in the Bluffwood Neighborhood] was done thoughtfully with a desire to preserve open spaces" but he added, "more recently development has overridden the compatibility of the neighborhood ". Twice during the hearing the commissioners referred to rezoning "mistakes" that had been made in the neighborhood including the one made with Hickory Pointe — referring to it as "over scaled" and "unbelievable ". ■ Hickory Pointe, the development across the street from the parcels of land on 1St Ave. and Hickory Trail was rezoned in January 2009 from RS5 single family to OPD8. The developer's plan at that time — was for three sets of town homes. TOWN HOMES were in the Comprehensive Plan of 2030 for this property. The minutes state, that one of the commissioners at the meeting said, "the developer did an excellent job of proposing buildings that are attractive and address the needs for a transition from residential housing to open space." Another commissioner expressed his support for the project and said he would like to see more of it in town. ■ Unbeknownst to most residents, the applicant in 2010 put in for an amendment to the rezoning to build a 16 -unit building. At the December 2010 Planning and Zoning meeting this amendment was approved, with one of the commissioners stating that it followed the comprehensive plan. This is not what they said in 2009. The Comprehensive Plan 2030 envisioned townhouses. At the December meeting the Planning and Zoning staff noted that the addition of front porches would "lend to an impression that there are multiple buildings rather than one large structure ". This structure absolutely does NOT resemble "multiple buildings." In fact, at the June 19, 2014, Planning and Zoning meeting, it was referenced by some commissioners as "over scaled" and "unbelievable ". ■ Concern about the retaining wall for Hickory Pointe was expressed multiple times at the Planning and Zoning meeting but the minutes show that City Planning and Zoning staff said that it would have a "natural" look. NOTE: the retaining wall — along with the rest of the building -- is massive — the wall is about 11 feet in height at the street end. ■ Townhomes would have followed the comprehensive plan and would have blended in with the neighborhood and Hickory Hill Park —a good transition. ■ The "fortress" that was built does not follow the comprehensive plan nor does it fit into the character of the Bluffwood neighborhood or Hickory Hill Park. We believe that the proposed 11 -unit condominium proposed by Allen Homes for 1St Avenue and Hickory Trail is another mistake. We are asking City Councilors to listen to the residents of Bluffwood and uphold the Comprehensive Plan 2030 and try to balance the current and future development in the neighborhood. What is the purpose of a vision and a plan if we don't follow through on it? Do we the people, the residents, have a voice? The staff member told us that there would never be any development along North First Avenue relative to Hickory Hill Park, and specifically there would never be a parking lot at the North First Avenue entrance to Hickory Hill Park. One year later there was a parking lot. More recently, three multistory condos have been built along North First Avenue. Now another multistory condo is being built on the corner of North First Avenue and Hickory Trail. The 2030 Comprehensive plan for our neighborhood, passed in 2013, states that the Bluffwood Neighborhood would remain a neighborhood of single family homes. Yet the Planning and Zoning Commission has recently voted in favor of allowing another multistory condo to be built along North First Avenue. What is the purpose of a comprehensive plan, if time and again further multistory buildings are approved, in violation of that comprehensive plan? We urge the City Council to Not Approve the recent application to rezone North First Avenue to allow multistory condos. I am strongly against this rezoning. I would have a huge condo staring right into my backyard. The side of the condo facing me will be 146 feet long and nearly 4 stories high with direct views right into my house! 1 cannot stress how much I am against this rezoning. To paraphrase what one of the Planning and Zoning members pointed out during the meeting: "This condo is out of scale for the neighborhood and provides no transition for the existing homes to the development along First Avenue. We need to be more careful about what we have been doing. This is an infill project adjacent to an existing neighborhood developed over 25 years ago. We need to consider the needs (and rights) of the existing home owners." When I bought my home years ago, I knew that these lots were zoned RS -5. I thought that someday someone may build on it, maybe duplexes like up the road, but never a giant condo unit. Certainly not on the steepest, most unbuildable location. There are already too many condo units along First Avenue. Casey Boyd just built a giant condo across the street from us and another one is going up just down the road. The condo built by Boyd is huge! The planning and zoning commission admitted publicly that they "made a mistake on that one ". Now they approve another one. Don't be fooled by the developer on this one. He bought this land outright knowing it was zoned RS -5. He says he wants to rezone it so as to "cluster" and "preserve green space" for us. But clustering just means he can build 11 units more cheaply by combining them into one single building. And all that his proposed "green space" does is give us a direct view of Boyd's huge condo. This rezoning is touted as "for our benefit ", but it really is not. The developer also chose the steepest, most unbuildable spot to build the condo, saying that it has the least impact on us. But by coincidence, that location gives his units the best views by far, making them easier to sell and generating more profit. That location also creates the largest possible fagade to our homes in the Hickory Trail neighborhood - the worst possible view we could have. As homeowners we have invested a significant amount of time and money in our homes. Much more than the developer has invested in these lots. I ask again, please DO NOT APPROVE this rezoning. I've been wondering "Why not do the right thing? ". You have told me twice that for the first time you have the opportunity to do the right thing and are trying to do that. So why don't you just do the right thing? No one wants a two story condo building on those lots except you. So why not abandon the condo plans right now and switch to zero lot or triplexes. That's the right thing to do. Please understand that I do not object to you developing these lots. On the contrary, I think that if you put forth the correct proposal I would almost welcome it. There's nothing wrong with developing these lots and making a little profit. It just needs to be done tastefully. I don't think any of us along Cypress Court expect this land to go undeveloped forever. We just want it done in a manner we can live with. You know, if you end up putting in a two story condo on these lots, you're going to sell it off, make your profit, and be on your merry way. But all of us along Cypress Court will have to look at the back of this thing every day of our lives. It will greatly impact our day to day lives. At this very moment I am writing from my back deck which faces these two lots. It is a peaceful morning and I am enjoying my coffee. But it would not be enjoyable at all if that condo was there. That's why this is so important to me and the rest of the residents down the street. I really do believe that there is potential for something other than condos at this site. The major problem with the site is the slope. Any building rising two stories on First Avenue side is naturally going to create a large facade in the back. That is what we see and that is the major issue. But some very nice zero lots with one story on the First Avenue side could be built on these lots. A well done walkout can be just as nice as an above grade level. In fact a good portion of those walkouts would be above grade anyway. The exposure to First Avenue can be minimized. The back half of the first level can be made quiet and the entire walkout level would probably be quieter than my house. I think that people buying duplexes understand that there are compromises. If it is done right, and First Avenue really isn't much of an issue once you see the unit, I think it would be an easy sell. The back yards would actually be pretty nice. I would be happy to share my ideas with you. Please consider what I am saying. I think that if we work together we can come up with a plan that works for all involved. We previously lived at 835 Cypress Court, one block from North First Avenue, for ten years while raising three of our four children. We have always lived on the east side, preferring its quiet, family oriented neighborhoods and close to nature setting. Proximity to Regina, to which our children could safely walk, was also important to us. Equally important was the comfortable mix of single family homes and zero lot line housing, with real back yards in which to play, raise gardens, barbeque, etc. When it came time to downsize, we chose to remain in the Bluffwood neighborhood in the Rochester Hills Condominium development. There we found a similar setting of primarily duplexes with large, shared "yards ", gardens, and plenty of space, surrounded by natural beauty and friendly neighbors. Our old Bluffwood neighborhood by North First Avenue appears to be changing rapidly, and not for the better. First, the city approved the extension of North First Avenue to Scott Blvd., with its predictable, dramatic increase in car traffic and higher speeds off of 180, with its attendant dangers to pedestrians, especially school children and elderly adults. Now two high rise, multiunit developments have been approved, tearing down most of the natural woodlands on the west side of North First Avenue and a third such multiunit development has been proposed for the remaining east side acreage. We would strongly urge the Iowa City Planning and Zoning Commission to abide by the current master city zoning plan and decline the request for yet another zoning variance which would allow construction of an additional multiunit building. Our perception is there is a troubling trend with the rezoning process here in the Bluffwood Neighborhood. Since 1985, roughly the beginning of the development of the Bluffwood neighborhood, there had been five parcels of land along 1St Avenue which were designated for multifamily dwellings. Gradually, over a period of 20 years, those parcels were developed with multifamily housing which brought the number of units along North 1St Ave. to 99. This was all within the comprehensive plan. But then in January 2009, a 2.5 acre parcel of land on the west side of N. 1St Ave., at the intersection of Hickory Trail was rezoned from RS -5 to OPD -8 which increased the number of multifamily units to 115. The proposed plan was for three sets of townhomes. The vision was for a transition and blending with the single family residential portion of the neighborhood. It was a good and wise vision and part of the Comprehensive Plan 2030. It was accepted by the overwhelming majority of the Bluffwood Neighborhood. Unfortunately, in December 2010, unbeknownst to many residents of Bluffwood, a request to amend the rezoning was submitted by the developer and approved by the Planning and Zoning Commission. What was approved and is currently being built, is a massive 16 -unit condominium building, which many in the neighborhood and community are now referring to as the "fortress ". In 2012, a 1.02 acre parcel of land, again on the west side of N. 1St Ave., specifically 631 N. 1 st Ave., was rezoned. The property was originally zoned for RS -5 . It was rezoned to RM -12. It was rezoned again in 2013 to OPD- RM -12, raising the future planned number of multi - family along N First Ave. in Bluffwood to 132 units (excluding triplexes). This recent trend of rezoning RS -5 property may explain why the two parcels of land on the east side of N. 1 st Ave. at the intersection of Hickory Trail were purchased by Mr. Jesse Allen on April 2, 2014 and an application for rezoning was submitted that very same day. Upon inquiring about the planned development we were told by Planning and Zoning staff that a "clustering " of homes was being considered. My interpretation of a cluster is visualizing a number greater than 1 of similar things in close proximity to each other. NOT a single multilevel building. We have also been told that the planned development will preserve green space. We would like to note: 1) The existing single family homes bordering these two parcels of land have done a fine job of preserving green space for the past 25 years. These homes are also located on steeply inclined property. In fact, the depth of the proposed building development is at least 50% greater than the adjacent single family homes. 2) There are 185 acres of green space across the street in Hickory Hill Park. There are another two acres of green space in the newly created park on Hickory Trail in the heart of the neighborhood. 3) The footprint of the proposed building occupies .23 acres. The combined footprint of the single family homes on the other side of the creek is .35 acres — a difference of .12 acres. I personally lived in multifamily housing for 27 years. Our three children are currently living in multifamily dwellings and when we retire, we may decide to move back to a multifamily dwelling. But, for now, I bought in this established subdivision of the Bluffwood Neighborhood 20 years ago to experience residential life in a single family neighborhood knowing that this property was zoned as such in this subdivision. In the comprehensive plan 25 years ago these parcels of land were zoned RS -5 single family. This land was reaffirmed as existing single family residential in the Comprehensive Plan of 2030. There is plenty of land in the Northeast corner of Iowa City. I suggest that the City of Iowa City designate your areas for multifamily housing now throughout the Northeast corner. So, an individual looking to buy a single family home can decide if they want to live adjacent to one or not. You will find attached an information sheet/timeline that we have put together to help you understand our concerns. We hope that you will give it careful consideration along with the correspondence you will receive from other neighbors. We look forward to you coming out to visit our neighborhood and the site of the proposed rezoning and welcome you to come into our yards to see this issue from the perspective of the neighbors in this established subdivision of Bluffwood.
