Resolutions and Motions: ITEM 3d(1) DOWNTOWN TRAFFIC MODELING PROJECT - RESOLUTION AUTHORIZING THE PROCUREMENT OF CONSULTING SERVICES FOR THE DOWNTOWN IOWA CITY MULTI -MODAL TRAFFIC MODELING PROJECT. Comment: This Resolution will approve the procurement of Consulting Services for the Downtown Iowa City Multi -Modal Traffic Modeling Project. A Request for Proposal (RFP) was issued to procure consulting services for the project. One proposal was received from Shive Hattery in response to the RFP. City staff and University of Iowa staff evaluated and scored the proposal and recommended award to Shive Hattery. The contract award will be for $155,400, which exceeds the City Manager's spending authority of $50,000, thus requiring City Council approval. The University of Iowa has agreed to contribute 1/3 of the project cost, with a not to exceed contribution of $52,000. With a total project cost of $155,400, this leaves the City of Iowa City's contribution at $103,400. ITEM 3d(2) NORTHSIDE OKTOBERFEST - RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY AND IOWA CITY DOWNTOWN SELF - SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT TO ALLOW THE TEMPORARY AND LIMITED SALE, CONSUMPTION, AND POSSESSION OF BEER DURING NORTHSIDE OKTOBERFEST WITHIN A SPECIFIED AREA ON A CITY STREET AND PARKING LOT. Comment: Section 4 -5 -3 of the City Code allows for the sale and consumption of alcohol in a city park, on a right -of -way, or other public ground, excluding public buildings, pursuant to written agreement. The agreement, which is attached to the resolution, allows the "Downtown District" to sell beer in a fenced off area on the 200 and 300 block of Market Street and the City parking lot on the north side of the 300 block during the Northside Oktoberfest on Sept. 27. The exact location and dimension of the site is attached as an exhibit to the proposed agreement. The agreement is substantially similar to the one executed last year except that the area this year includes the 200 block of Market and that alcohol advertisement I allowed on the exterior of the tents. August 19, 2014 ITEM 3d(3) I — C) ITEM 3d(4) ITEM 3d(5) City of Iowa City Page 4 TRAFFIC SAFETY GRANT APPLICATIONS - RESOLUTION AUTHORIZING APPLICATIONS FOR TRAFFIC SAFETY IMPROVEMENT PROGRAM (TSIP) FUNDS FROM THE IOWA DEPARTMENT OF TRANSPORTATION AND AUTHORIZING THE CITY MANAGER TO SIGN GRANT AGREEMENTS Comment: This resolution authorizes staff to submit two grant applications to the Iowa Department of Transportation's Traffic Safety Improvement Program (TSIP) for up to $500,000 each and authorizes the City Manager to sign grant agreements. Both projects are included in the City's FY2014 -18 Capital Improvement Plan (Projects #3868 Mormon Trek Right Turn at Benton and 3 Lane Conversion and #3871 First Avenue /IAIS Railroad Crossing Improvement Project). If awarded grant funds, the projects will address public safety on major arterial corridors and one project addresses the City's goal to "successfully complete the First Avenue railroad bridge project," an established priority in the City's Strategic Plan. The grant requires no local match. WADE STREET WATER MAIN REPLACEMENT - RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A CONTRACT FOR CONSTRUCTION OF THE WADE' STREET WATER MAIN REPLACEMENT PROJECT. Comment: Bids for this roject will be opened n Thursday, August. 14, 2014. Staff will review tha bids and a recommen tion for award will'be presented to Council at this Council meeting on Ttkesday, August 19th`. The estimated cost of the project is $188,000 and will be funded with Water revenues. TRANSPORTATION SERVICES ELECTRONICS TECHNICIAN - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE TRANSPORTATION SERVICES DEPARTMENT AND THE AFSCME PAY PLAN BY ELIMINATING ONE PARKING MWII — TRANSPORTATION SERVICES POSITION AFSCME GRADE 5, AND ADDING ONE ELECTRONICS TECHNICIAN — TRANSPORTATION SERVICES POSITION, AFSCME GRADE 11. Comment: The Transportation Services Department has installed equipment in the parking facilities that has automated many of the cash handling functions, providing customers with more options to pay for their hourly parking within Iowa City parking facilities. In addition, the department has implemented smart parking meters to replace the 1135 coin operated parking meters and installed 27 new fareboxes. The preventative maintenance of this equipment involves the cleaning, troubleshooting and replacing of electronic components in order to operate properly. The hiring of an electronics technician will allow us to have someone on staff to perform preventative maintenance and repair faulty components. Comment: Bids for this project were opened on Thursday, August 14, 2014, and the following bid was received: Calacci Construction Co. Iowa City, Iowa $ 253,107.50 Engineer's Estimate $ 188,000.00 Because there was only one bidder and bid received was significantly higher than the Engineer's estimate, Public Works and Engineering recommend rejecting the bid and rebidding the project. It is hoped that contractor availability will be more favorable in January. This project includes installing new water main along the west side of Wade Street from Muscatine Avenue to Wayne Avenue and the installation of new hydrant assemblies, connection to existing water mains, connection of existing services, replacement of pavement and sidewalk, restoration and other related work. August 19, 2014 City of Iowa City Page 5 ITEM 3d(6) TRANSPORTATION SERVICES OPERATIONS SPECIALIST - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE TRANSPORTATION SERVICES DEPARTMENT AND THE 1 y , 33 ADMINISTRATIVE /CONFIDENTIAL PAY PLAN BY ELIMINATING ONE OPERATIONS SUPERVISOR — TRANSPORTATION SERVICES POSITION PAY GRADE 27, AND ADDING ONE OPERATIONS SPECIALIST — TRANSPORTATION SERVICES POSITION, PAY GRADE 24. Comment: The Transportation Services Department provides transit services Monday through Saturday as well as providing parking services seven days a week. Beginning in 2008, the Transportation Services Department has gone through many changes in the way operations are maintained. The automation of our parking facilities and changes we have made to our janitorial processes have changed the function of the supervisory personnel in the evening hours. The hiring of an Operations Specialist position would fall in line with the duties now required of our supervisory staff in the evening hours. The financial impact of this change will result in an annual savings to the Transportation Services budget of $29,000 - $44,000. This purchase exceeds the $150,000 spending authority of the City Manager, and so requires Council approval. Funds are available in account # 73730140. LASERFICHE UPGRADE — RESOLUTION AUTHORIZING THE UPGRADE OF LASERFICHE SOFTWARE Comment: This upgrade is necessary due to important enhancements in the current Laserfiche system and the pending termination of the current version. Ideally, this upgrade will coincide with the redesign of our website, allowing for smoother training and transition for both products. The $68,728.91 cost includes onsite training. REAP GRANT FOR OLD SETTLERS' CABINS - RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES RESOURCE ENHANCEMENT AND PROTECTION PROGRAM (REAP) FOR THE RESTORATION OF THE OLD SETTLERS' ASSOCIATION LOG CABINS IN UPPER CITY PARK AND AUTHORIZING CITY MANAGER TO SIGN GRANT AGREEMENT Comment: Staff recommends approval of a resolution authorizing application for funding assistance from the State of Iowa for the restoration of the log cabins in Upper City Park. The resolution also authorizes the City Manager to sign the grant agreement if it is awarded to the City. The grant requires no local match. MULTI - FAMILY GRANT APPLICATION & FUNDING SUPPORT - RESOLUTION OF SUPPORT TO THE IOWA ECONOMIC DEVELOPMENT AUTHORITY FOR SUBMITTAL OF AN APPLICATION FOR A CDBG DISASTER MULTI - FAMILY UNIT PRODUCTION ROUND 6 APPLICATION, AUTHORIZING TOWNCREST CATALYST FUNDS AND AUTHORIZING THE CITY MANAGER TO SIGN THE APPLICATION AND THE GRANT AGREEMENT Comment: State grant funding is available for multi - family rental private development. The City selected a proposal from MDK Development L.L.C. for the development of senior housing at 1030 William Street. The existing building will be demolished and a new building with up to 42 units for seniors or persons with disabilities constructed. The City will also commit up to $250,000 in Towncrest Catalyst Funds to this project. The City's role is to administer the grant. The proposed site falls within an area that allows funding for affordable multi - family development on the City's Affordable Housing Location Model as the development is limited to seniors or persons with disabilities. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the August 19 City Council meeting. Approval will allow the development of The Palisades -First Addition, a 13 -lot, 7.07 -acre residential subdivision with 3 outlots located on North Dubuque Road. ITEM 3d(15) THE PALISADES, SECOND ADDITION –RESOLUTION APPROVING FINAL PLAT (SUB14- 00002) /"4 - :)-y-a- Comment: A preliminary plat of The Palisades subdivision was approved on October 1, 2013. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the August 19 City Council meeting. Approval will allow the development of The Palisades- Second Addition, a 16 -lot 6.01 -acre residential subdivision with one outlot located on North Dubuque Road and Oakes Drive. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the August 19 City Council meeting. Approval will allow the development of Brookwood Pointe – Fourth Addition, a 26 -lot 13.68 -acre residential subdivision with 2 outlots located on Russell Drive, Ashlynd Court, Vesti Lane, and Terrapin Drive. BUDGETED POSITIONS IN THE PARK AND RECREATION DEPARTMENT, CUSTODIAN — RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE GOVERNMENT BUILDINGS DIVISION OF THE PARKS AND RECREATION DEPARTMENT BY INCREASING ONE CUSTODIAN - GOVERNMENT BUILDINGS POSITION FROM .58 FTE TO FULL -TIME. Comment: Due to a staff resignation and changing personnel needs at the division this staff change would increase one .58 time staff to full -time. This change would result in an additional budget cost of $8,899.64. August 19, 2014 City of Iowa City Page 8 ITEM 3d(18) BUDGETED POSITIONS IN THE PARK AND RECREATION DEPARTMENT, MAINTENANCE WORKER I — RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE PARKS DIVISION _ OF THE PARKS AND RECREATION DEPARTMENT AND THE / 4 -a � `� AFSCME PAY PLAN BY DELETING ONE FULL -TIME MAINTENANCE WORKER I -POOLS POSITION AND ADDING ONE MAINTENANCE WORKER I -PARKS POSITION. Comment: Due to staff resignation and changing personnel needs in the department this staff change would reduce one FTE MW I -Pools and add one FTE MW I- Parks. The additional cost of $2,392 will be offset by a reduction of Temp. Staff salaries of $14,400 resulting in an overall budget savings of $12,008. ITEM 3d(19) NEIGHBORHOOD AND DEVELOPMENT SERVICES POSITIONS - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE NEIGHBORHOOD AND DEVELOPMENT SERVICES DEPARTMENT AND THE AFSCME AND ADMINISTRATIVE /CONFIDENTIAL PAY jq - �.4- PLANS BY DELETING TWO FULL -TIME HOUSING REHAB SPECIALIST POSITIONS, DELETING ONE FULL -TIME CODE ENFORCEMENT ASSISTANT POSITION, ADDING ONE FULL -TIME BUILDING INSPECTOR POSITION AND TWO FULL -TIME NEIGHBORHOOD SERVICES AND CODE ENFORCEMENT SPECIALIST POSITIONS. Comment: This resolution approves 3 changes in the Neighborhood and Development Services Department. The Department currently operates a housing rehabilitation program with two full -time positions. The rehabilitation program will continue, but by reclassifying one Housing Rehabilitation Specialist position to a Building Inspector position it will allow for that position and existing Building Inspector positions the flexibility to work on a variety of projects from housing inspection to housing rehabilitation. The other Housing Rehabilitation Specialist position and the existing Code Enforcement Assistant position will be classified under the new job title of Neighborhood Services and Code Enforcement Specialist. Comment: Bids for this project were opened on Thursday, August 14, 2014, and the following bid was received: Calacci Construction Co. Iowa City, Iowa $ 253,107.50 Engineer's Estimate $ 188,000.00 Because there was only one bidder and bid received was significantly higher than the Engineer's estimate, Public Works and Engineering recommend rejecting the bid and rebidding the project. It is hoped that contractor availability will be more favorable in January. This project includes installing new water main along the west side of Wade Street from Muscatine Avenue to Wayne Avenue and the installation of new hydrant assemblies, connection to existing water mains, connection of existing services, replacement of pavement and sidewalk, restoration and other related work. The project will be funded with Water revenues.
