PROCLAMATION
WHEREAS, the next technological transformation which will profoundly affect our lives
will be the introduction of passenger and freight automobiles operating with autonomous
functionality. These vehicles have the potential to one day eliminate traffic fatalities caused by
human error and distraction. Further, intelligent vehicles will reduce congestion, emissions and
the need for costly additions of lanes to busy roadways; and
WHEREAS, The University of Iowa and its related research endeavors, most notably, The
National Advanced Driving Simulator, have been at the forefront for advancing innovations in
vehicle to vehicle communication, sensor technology, human factoring and artificial intelligence
which are critical to the success of this transformational change; and
WHEREAS, many companies in our region have been successfully pioneering similar
vehicle systems in the agricultural, aerospace and related fields, and there exists a cluster of
software and technology companies which can be grown and complimented through attraction by
encouraging this sector; and
WHEREAS, it is our stated goal to engage in strategic economic development initiatives
which will create high paying employment opportunities to strengthen our overall economy,
which provides benefit to all citizens.
NOW, THEREFORE, I, Matthew J. Hayek, Mayor of the City of Iowa City, Iowa, do
proclaim that the City of Iowa City welcomes the testing and operation of intelligent vehicles on
the streets and roads over which we have jurisdiction in accordance with applicable law, as a
means to encourage the advancement of this technology and to create economic benefit, and will,
if necessary, work collaboratively with the other jurisdictions in Johnson County to address any
issues that arise in order to best protect the safety of our citizens.

WHEREAS, the City of Iowa City is committed to sustainable practices, and we have
previously acknowledged that human activities are resulting in global and local
environmental change to the detriment of biological diversity and human health and
happiness; and
WHEREAS, these documented impacts include pollution, loss of wildlife species and
habitat, food and water shortages, human health crises, and loss of livelihoods; and
WHEREAS, on March 1, 2014, hundreds of climate advocates, adhering to a strict
code of non - violence, set out from Los Angeles to walk 3,000 miles across our nation
to Washington DC, to inspire others; and
WHEREAS, the goal of this Great March for Climate Action is to encourage the
people in the U.S., our elected leaders, and people worldwide to act now to address
the climate crisis; and
WHEREAS, the March will be passing through Johnson County, Iowa, from August
19 to 21, 2014, and will be in Coralville and Iowa City on August 20, 2014.
NOW, THEREFORE, I, Matthew J. Hayek, Mayor of Iowa City, do hereby
proclaim August 20, 2014 to be:

in Iowa City and encourage residents to be welcoming hosts to the marchers.

WHEREAS: The mission of the Great March for Climate Action is to
sound the alarm on the climate crisis, the most critical issue
humanity faces, and inspire actions that secure a positive
future for all life; and
WHEREAS: We are walking 3,000 miles, 7 million steps across America,
from L.A. to D.C., meeting our neighbors along the way and
collecting their stories about the changes and difficulties they
are experiencing due to climate change to take with us to
Washington, D. C.; and
WHEREAS: We are the One Earth Village, a small, mobile community of
ordinary citizens from all over the USA who are undertaking
this mission with great passion, tremendous effort, and hope
for the planet's future; and
WHEREAS: The community of Iowa City, Iowa has graciously welcomed
us and provided space for our village to express our concerns;
and
NOW, THEREFORE:
We welcome Mayor Matt Hayek and the City Council to One
Earth Village, and express our grateful appreciation for your
support and hospitality.
