ITEM 3d(1) LINDEMANN SUBDIVISION, PART FIVE - RESOLUTION RELEASING
A TEMPORARY TURNAROUND EASEMENT ON LOTS 172 AND 173,
LINDEMANN SUBDIVISION, PART FIVE, AND ACCEPTING THE
DEDICATION OF AND AUTHORIZING THE MAYOR TO ENTER INTO
A TEMPORARY TURN AROUND EASEMENT AGREEMENT ON
OUTLOT H, LINDEMANN SUBDIVISION, PART TWO A, IOWA CITY,
JOHNSON COUNTY, IOWA.
Comment: In conjunction with the final plat of Lindemann Subdivision, Part
Five, Southgate Development granted the City a temporary turn - around
easement encumbering Lots 172 and 173 of said subdivision. In order to
facilitate construction on said lots, Southgate desires to obtain a release of
said easement. The owners of the adjacent land are willing to grant to the
City a turn around easement, which will terminate when Lindemann Drive is
extended, in lieu of the easement encumbering Lots 172 and 173. Staff
recommends approval.
ITEM 3d(2) LANDFILL FY09 CELL RECONSTRUCTION - RESOLUTION
ACCEPTING THE WORK FOR THE LANDFILL FY09 CELL
RECONSTRUCTION PROJECT.
Comment: The project has been completed by J13 Holland Construction
jq —C� of Decorah, Iowa, in substantial accordance with the plans and
specifications. The Engineer's Report and Performance and Payment
bonds are on file with the City Clerk.

PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT
1111 EAST BURLINGTON STREET.

Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income - eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 1111 East Burlington Street. The amount of the sale will be
$193,000 (this is what the City paid to purchase the home) plus the
"carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.

AMENDMENT NO. 1 TO THE JUNE 12, 2013 AGREEMENT BY AND BETWEEN THE
CITY OF IOWA CITY AND TERRACON CONSULTANTS, INC. TO PROVIDE
CONSTRUCTION PHASE MATERIAL TESTING AND INSPECTION SERVICES FOR THE

Comment: During the construction of West Side Levee Project, contractors discovered a
groundwater monitoring well and unearthed an Underground Storage Tank (UST) on the
project site. The City desires to amend the scope of services to be performed by Terracon
Consultants, Inc. to abandon the groundwater monitoring well and provide UST removal
support, sampling, and reporting services during UST removal and closure. Compensation for
additional services was negotiated with Terracon Consultants, Inc. based on an hourly rate.
The fee for additional services is $25,500. This increases the total not to exceed amount of
the contract to $73,390, which is above the City Manager's approval authority for consultant
agreements.

infrastructure. Approval will allow the property owner, St. Andrew Church,
to proceed with a special exception application for a religious institution

NORMANDY DRIVE RESTORATION PROJECT PHASE 3, ESTABLISHING

Comment: This project involves the reconstruction of the Normandy Drive area and
establishes a landscape plan and trail connections as an extension of City Park for
the entire area bought out by CDBG and FEMA funding. This is phase three of three
and the estimated construction cost is $149,039 and will be funded with General
Obligation Bond proceeds.

ITEM 8. IOWA CITY GATEWAY - RESOLUTION ESTABLISHING THE DESIGN
ELEMENTS NECESSARY TO BEGIN DESIGN AND ENGINEERING DOCUMENTS
FOR THE IOWA CITY GATEWAY PROJECT AND REPEALING RESO. 14 -86
Comment: The City Council previously adopted Resolution No. 14 -86 on April 1,
2014 approving Iowa City Gateway Project design elements that were necessary to
begin final design and engineering documents. Since then, the design consultant
has worked to realign the north end of Dubuque Street and move the roadway away
from private property, allowing for all improvements to be maintained within the
existing right -of -way and creating adequate space for a sidewalk on the east side of
the street. This resolution will repeal Resolution No. 14 -86 and approve the attached
amended "Exhibit A" which now includes extending the six foot sidewalk on the east
side of Dubuque Street to Foster Road. All other design elements remain
unchanged.
