Resolutions and Motions: ITEM 3d(1) NORMANDY DRIVE RESTORATION PROJECT - RESOLUTION REJECTING BIDS RECEIVED ON SEPTEMBER 10, 2014 FOR THE NORMANDY DRIVE RESTORATION PROJECT PHASE 3. 2-4, (r, Comment: Bids for this project were opened on Tuesday September 10, 2014, and the following bids were received: L. L. Pelling $203,435.15 Engineer's Estimate $149,039.00 Parks and Recreation Department recommends rejecting this bid due to exceeding budgeted costs available for the project. ITEM 3d(2) PROCUREMENT OF BODY WORN DIGITAL CAMERA SYSTEM AND STORAGE SOLUTION - RESOLUTION AUTHORIZING THE PROCUREMENT OF BODY -WORN DIGITAL CAMERA SYSTEM AND STORAGE SOLUTION FOR THE POLICE DEPARTMENT / —D-% Comment: This resolution will approve the procurement of A Body- Worn Digital Camera System and Storage Solution for the Police Department. A Request for Proposal (RFP) was issued to procure the Body -Worn Digital Camera System and Storage Solution. There were multiple proposals received in response to the RFP. City staff, including the Police Department and the Information Technology Services Division, evaluated and scored the proposals and recommended award to Wolfcom Enterprises. The total project cost will be approximately $211,000, which exceeds the City Manager's spending authority of $150,000, thus requiring City Council approval. The total project cost includes $163,000 for the Body -Worn Digital Camera System, $38,000 for a Storage Solution, and $10,000 for preparation of the space. ITEM 3d(3) DESIGN, PRODUCTION, AND MAILING OF CITY BILLS AND WEB SERVICE - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RENEWAL OF A CONTRACT FOR DESIGN, PRODUCTION, AND MAILING OF THE CITY OF IOWA CITY UTILITY BILL, LANDFILL BILL, ACCOUNTS RECEIVABLE BILL, ENVELOPES, AND WEB SERVICE FOR ONE ADDITIONAL YEAR. Comment: Expenditures greater than $150,000 for commodities and operational service contracts require approval by the City Council. The SourceHOV contract for design, production and mailing of the City of Iowa City Utility Bill, Landfill Bill, Accounts Receivable Bill, Envelopes, and Web Service is estimated to cost $160,000 when renewed for one additional year. That cost includes $80,000 in postal reimbursement. Staff believe SourceHOV's fee request is reasonable and recommend that the City Council approve the renewal of the contract for these services for one additional year. September 16, 2014 City of Iowa City Page 3 ITEM 3d(4) STREET FINANCIAL REPORT - RESOLUTION APPROVING THE CITY STREET FINANCIAL REPORT FOR THE FISCAL YEAR ENDING JUNE 30, 2014. 2-L S Comment: The Iowa Department of Transportation requires all municipalities to submit this report annually on or before September 30. ITEM 3d(5) NEW PURCHASING MANUAL - RESOLUTION APPROVING AND ADOPTING THE NEW PURCHASING MANUAL FOR CITY PROCUREMENT. 111 - 2_(1019 ITEM 3d(6) I -a-7 0 Comment: This Resolution will approve and adopt a new Purchasing Manual for City Procurement for use by City staff in the procurement of goods and services for the City. The new Purchasing Manual has been modified to increase bid thresholds for current procurement methods and increase signature authority for specific types of purchases. In addition, the new Purchasing Manual has been modified to exempt other types of procurements, including Utilities /Franchise Agreements, Economic Development Grants /Aid to Agencies, Non - Profit Job Training, and Contracts with Other Government Entities, from Standard Procurement Procedures. CITY MANAGER SIGNATURE AUTHORITY - RESOLUTION REPEALING RESOLUTION No. 12 -191 AND APPROVING A NEW COMPILATION OF CONTRACTUAL AUTHORITY DELEGATED FROM THE CITY COUNCIL TO THE CITY MANAGER WHICH GRANTS THE CITY MANAGER ADDITIONAL AUTHORITY TO SIGN CONTRACTS WITH OTHER GOVERNMENTAL OR NON - PROFIT ENTITIES FOR SERVICES PROVIDED TO THE CITY, INCREASES THE CITY MANAGER'S SIGNATURE AUTHORITY TO $60,000 FOR PROFESSIONAL AND TECHNICAL SERVICES, ALLOWS PROCUREMENT OF ROAD SALT OVER $150,000 THROUGH THE STATE'S PROCUREMENT PROGRAM AND AUTHORIZES THE CITY MANAGER TO SIGN LEASES OF REAL PROPERTY FOR A TERM OF ONE YEAR OR LESS. Comment: This resolution will approve a revised City Manager Signature Authority Resolution. The City Manager's authority to sign contracts for provision of professional and technical services will increase from $50,000 to $60,000. The City Manager will also be authorized to sign contracts for the provision of goods or services by other governmental entities, or non- profits providing job training for clients, to procure more than $150,000 of road salt without further Council approval, as long as the road salt is procured through the State's procurement process and to sign leases of real property for a term of one year or less. The remainder of the signature authority is unchanged. Comment: Bids for this project were opened on Wednesday, September 3, 2014, and the following bids were received: Carter & Associates Coralville, IA $ 97,988.00 Ricklefs Excavating Anamosa, IA $ 187,000.00 Calacci Construction Iowa City, IA $ 195,540.00 Engineer's Estimate $ 202,741.00 Public Works and Engineering recommend award of the contract to Carter & Associates of Coralville, Iowa. Setting Public Hearings: ITEM 3e(1) SYCAMORE AND FIRST AVENUE URBAN RENEWAL PLAN AMENDMENT - RESOLUTION DETERMINING THE NECESSITY OF AND SETTING DATES OF A CONSULTATION (OCTOBER 3, 2014) AND PUBLIC HEARING (OCTOBER 21, 2014) ON A PROPOSED _ a_73 SYCAMORE AND FIRST AVENUE URBAN RENEWAL PLAN, AMENDMENT NO. 2 IN THE CITY OF IOWA CITY, IOWA. ITEM 3e(2) Comment: A resolution of necessity initiates the legislative process for the City to engage in urban renewal projects in urban renewal areas. Following the adoption of a resolution of necessity, the City holds a consultation with the other local taxing jurisdictions and a public hearing before a vote on whether to adopt the plan. Amendment #2 in the Sycamore and First Avenue Urban Renewal Area enables the City to participate in a project securing a new anchor tenant at Iowa City Marketplace and to finance it with the tax increment created by new value in the district. 2014 STORM SEWER IMPROVEMENTS — RESOLUTION SETTING A PUBLIC HEARING ON OCTOBER 7, 2014 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE 2014 STORM SEWER IMPROVEMENTS PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project consists of repairing or improving the storm sewer system at various locations throughout Iowa City. (RS -5) (REZ- 00012) (SECOND CONSIDERATION) Comment: At its August 7 meeting, by a vote of 6 -0 (Theobald absent), the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to reconstruction of Camp Cardinal Road to City collector street standards, and extension of water and sewer infrastructure. Approval will allow the property owner, St. Andrew Church, to proceed with a special exception application for a religious institution use and a subdivision which may include residential development. Action: UNIVERCITY SALE, 1111 CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 1111 EAST BURLINGTON STREET. �% 7 Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 1111 East Burlington Street. The amount of the sale will be $193,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $39,000. "Carrying costs" are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. a. RIVERSIDE DRIVE AMENDMENT TO URBAN RENEWAL PLAN - RESOLUTION APPROVING AMENDMENT NO. 2 TO THE RIVERSIDE DRIVE URBAN RENEWAL PLAN TO ADD PROPOSED URBAN RENEWAL PROJECTS. Comment: Proposed Urban Renewal Projects in Amendment #2 include the public y _� S infrastructure projects of a pedestrian and bicycle tunnel through a railroad embankment and streetscape improvements on Riverside Drive. This amendment also allows City Council to consider a development agreement with Emrico, LLC, for the redevelopment of a former car dealership lot. A development agreement for this project would be considered separately and may only be considered if it is included in the urban renewal plan. Comment: FEMA has asked the City to participate in a Memorandum of Agreement (MOA) regarding mitigation for the demolition of the Henry Sabin School, a National Register eligible building. The agreement provides for the salvage of decorative stone elements of the building and delivery to the City for possible reuse in the proposed Riverfront Crossings park. The agreement also provides for completion of a historic and architectural survey with the intent of identifying any other National Register eligible buildings in the area surrounding Sabin School. PROHIBITING E- CIGARETTES ON PROPERTY OWNED OR CONTROLLED BY THE CITY - RESOLUTION PROHIBITING THE USE OF ALTERNATIVE NICOTINE PRODUCTS AND VAPOR PRODUCTS ON PROPERTY OWNED OR CONTROLLED BY THE CITY OF IOWA CITY ON WHICH SMOKING IS CURRENTLY PROHIBITED BY STATE LAW OR CITY CODE Comment: This resolution will prohibit the use of e- cigarettes on property that is owned or controlled by the City on which smoking is currently prohibited either by the Iowa Smoke Free Air Act or Chapter 10 of Title 6 of the City Code.
