Council Member Throgmorton noted the letter regarding the Wedge closure and
requested an update. Asst. City Manager Fruin provided the timeline and discussions
with the owner on an extension.
Moved by Mims, seconded by Throgmorton, to adopt RES. 14 -275, AUTHORIZING
THE PROCUREMENT OF BODY -WORN DIGITAL CAMERA SYSTEM AND
STORAGE SOLUTION FOR THE POLICE DEPARTMENT. Police Lt. Hart present
information. The following individuals appeared: Adam Sullivan, 608 Normandy; Mary
Gravitt, 2714 Wayne Ave. #6; and Sean Curtain. Individual Council Members
expressed their views.
Mary Gravitt, 2714 Wayne Ave. #6, appeared requesting Council Member Dobyns
be removed as a member of the Ad Hoc Senior Services Committee and showed a
video of the February 18 Council discussion on the resolution establishing the
Committee. Moved by Mims, seconded by Dickens to accept correspondence from Ms.
Gravitt. Joshua Schaffer, 61 West Side Dr., appeared supporting body cameras for
Police.

A public hearing was held on an ordinance rezoning approximately .54 -acres from
Intensive Commercial (CI -1) Zone to Riverfront Crossings — Central Crossings (RFC -
CX) Zone at 201 E. Benton Street and 912 -914 S. Dubuque Street (Tate Arms) and
designation of 914 S. Dubuque Street as a historic landmark (REZ14- 00011). The
Mayor asked Council Members to report an ex parte communications, and none were
reported. NDS Senior Planner Miklo presented a power point. Tom Baldridge, member
of the Board of Directors of the Friends of Historic Preservation and Jeff Clark,
representing the applicant SJ23 LLC appeared. Individuals Council Members
expressed their views.
Moved by Mims, seconded by Dobyns, that the ordinance rezoning approximately

Moved by Mims, seconded by Dickens, that the ordinance conditionally rezoning
approximately 33.37 acres of property located on the east side of Camp Cardinal Road
north of Camp Cardinal Boulevard from Interim Development Single Family Residential
(ID -RS) to Low Density Single Family Residential (RS -5) (REZ- 00012), be given second
vote. ). The Mayor asked Council Members to report an ex parte communications, and
none were reported.
A public hearing was held on a resolution authorizing conveyance of a single family
home located at 1111 East Burlington Street. No one appeared.
Moved by Dobyns, seconded by Botchway, to adopt RES. 14 -277, AUTHORIZING
CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 1111 EAST BURLINGTON
STREET. NDS Coordinator John Yapp present for discussion. Asst. City Manager
Fruin stated he would provide a memo regarding an upper limit on the purchase price
and what "income eligible" means.

A public hearing was held on a resolution approving Amendment No. 2 to the
Riverside Drive Urban Renewal Plan to add proposed urban renewal projects. No one
appeared.

AMENDMENT NO. 2 TO THE RIVERSIDE DRIVE URBAN RENEWAL PLAN TO ADD

EMERGENCY MANAGEMENT DEPARTMENT (IHSEMD), THE UNIVERSITY OF
IOWA (UNIVERSITY), THE OFFICE OF THE STATE ARCHAEOLOGIST OF THE
UNIVERSITY OF IOWA (OSA), AND THE CITY OF IOWA CITY (CITY) REGARDING

USE OF ALTERNATIVE NICOTINE PRODUCTS AND VAPOR PRODUCTS ON
PROPERTY OWNED OR CONTROLLED BY THE CITY OF IOWA CITY ON WHICH
SMOKING IS CURRENTLY PROHIBITED BY STATE LAW OR CITY CODE. Individual
Council Members expressed their views.
The Mayor noted the current vacancies to Boards and Commissions: Board of
Adjustment for a five -year term, January 1, 2015 — January 1, 2020; Citizens' Police
Review Board for an unexpired term, effective upon appointment — September 1, 2015;
Human Rights Commission for three vacancies to fill three -year terms, January 1, 2015
— January 1, 2018; Parks and Recreation Commission for two vacancies to fill four -year
terms, January 1, 2015 — January 1, 2019; Public Art Advisory Committee for two
vacancies to fill three -year terms, January 1, 2015 — January 1, 2018; Senior Center
Commission for two vacancies to fill three -year terms, January 1, 2015 — December 31,
2018. Moved by Mims, seconded by Dobyns, to accept correspondence from Maxime
Tremblay. Applications must be received by 5:00 p.m., Wednesday, October 22, 2014.
The Mayor noted the previously announced vacancies: Airport Zoning Brd of
Adjustment for a five -year term January 1, 2014 — December 31, 2018; Airport Zoning
Brd of Adjustment for a five -year term January 1, 2012 - December 31, 2016 (New full
term); Appeals, Board of , for a five -year term January 1, 2014 - December 31, 2018;
Historic Preservation Commission for a Jefferson St. representative to fill three -year
terms, March 29, 2013 — March 29, 2016 (New District formed). Applications must be
received by 5:00 p.m., Wednesday, September 24, 2014. . Applicants MUST reside in
Iowa City and be 18 years of age unless specific qualifications are stated. [Staff will not
publish additional notices after a period of six publications; but will continue to advertise
vacancies with postings and on the Council agenda. However, no additional publication
costs will be incurred.]

activities planned for the upcoming week -end.

Council Member Throgmorton noted the Great March for Climate Action planned in
New York City on Sunday, September 21, and the companion march in Iowa City.
Mayor Pro tem Mims reported on the forum and presentation the previous evening at
the Public Library with the U.S. Corp of Engineers and local entities on water
management program at the Coralville Dam and urged citizens who weren't able to
attend to catch the rebroadcast on the city cable television.
Council Member Payne noted the Iowa City Book Festival happening October 1 -4,
and encouraged everybody to attend.
Mayor Hayek congratulated the Convention and Visitors Bureau on the successfully
Herky On Parade events that resulted in about $110,000 going toward United Way of
Johnson and Washington counties.
Asst. City Manager Fruin noted two staff resignations, Animal Services Supervisor
Misha Goodman and Neighborhood Services Director Steve Long. Both are 21 year
employees and will be greatly missed.

Mayor Pro tem Mims announced the passing of Mayor Hayek's father on Sunday and stated

DISCUSS CITY OPTIONS FOR REGULATION OF E- CIGARETTES [IP #3 of 8/28 Info Packet]
Johnson County Dir. of Public Health Doug Beardsley and Health Educator Susan Vileta
presented a power point. A majority of Council directed staff to prepare a resolution to prohibit
the use of e- cigarettes on property that is owned or controlled by the City; and requested the
City Attorney follow up on the status of an Attorney General's written opinion on preemption of
municipalities based on the request from the State Department of Health.

DISCUSSION OF COUNTY REQUEST RE VACATION OF HARRISON STREET BETWEEN
CLINTON AND CAPITOL STREETS (IP # 4 of 8128 Info Packet)
City Engr. Knoche facilitated discussion on the May 19 letter from the County requesting the
City vacate and convey Harrison Street between Clinton and Capitol Streets for the proposed
Courthouse annex, noting a revised request on July 29 showing a redesign of the Courthouse
annex. Majority of Council agreed with staff's recommendation to consider vacation and
disposition after passage of the bond referendum for the Courthouse annex.
ACTION: Written response sent to Johnson County on September 4. (Knoche)
INFORMATION PACKET DISCUSSION [August 21, 28]

1. (IP # 2 — Memo from Asst. City Manager — mobile vending pilot update) In response to
Council Member Botchway, City Manager Markus confirmed staff was working with
vendors and seeking areas with a concentration of likely customers that are not already
served by the downtown.
2. (IP # 4 — Charter Review .... Community Forum) Mayor Pro tem Mims announced that
the Charter Review Commission would be holding a public forum to hear comments
regarding the City Charter on Tuesday, September 23, at 7PM in Harvat Hall.

(IP # 6 — Memo from Equity Dir.... City Leadership to Promote Black Male Achievement
... and IP # 7 .... 2013 Equity Report ) Mayor Pro tem Mims stated she had discussed
setting aside a work session for discussion solely of both items only and after talking
with Equity Dir. Bowers and City Manager Markus the date of November 18 was
identified. Council Member Botchway asked that the City act on some type of
acknowledgment of racial disparities in the community right away and not wait until the
November 18 work session Equity Dir. Bowers present for discussion. Individual
Council Members expressed their views. Staff will report back to Council on actions and
/ or statement already undertaken concerning diversity issues.
2. (IP # 8 — Memo from Police Chief .... Continuation of St. Ambrose Study) Mayor Pro
tem Mims noted appreciation for the update and continuance of the study.
3. (IP # 10 — Email from Finance Dir ... to Mary Gravitt ... Sales Tax / Utility Franchise Tax)
Mayor Pro tem Mims referenced the e-mail and stated she appreciated the response.
Council Member Payne questioned how using the utility franchise tax for public safety
and public infrastructure to support commercial and industrial economic development
relates to administering the utility companies use of City right -of -way and outlined in his
email. Finance Dir. Bockenstedt present for discussion. City Atty. Dilkes will provide a
memo.

COUNCIL TIME AND MEETING SCHEDULE
1. Council Member Botchway reported that the Taste of Iowa City was absolutely amazing.
2. Council Member Botchway requested staff review the information sent to citizens on
rezoning of a particular area and asked that it be put in a plain understandable language,
noting that better communication would help avoid confusion.
3. Council Member Throgmorton stated he and Council Member Botchway had been
invited by the Green Party to attend an event on August 24 to discuss the Riverfront
Crossings Project and the City's form based Code. He echoed the comments from
Council Member Botchway on making zoning matters more understandable.

UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS
1. Council Member Botchway noted Soul Fest was coming up, and Council Member
Dickens stated he was also going to mention it at the formal meeting.
2. Mayor Pro tem Mims encouraged Council Members to let the City Clerk know if they
planned on attending the ICAD Annual meeting.
3. Council Member Throgmorton announced that the School of Urban and Regional
Planning at the University was holding a Creative College Conference the same week-
end as Soul Fest.

Council Member Dickens noted the Soul Fest event coming up in two and half
weeks; and stated Council was thinking of Mayor Hayek during this time.
Council Member Throgmorton announced that the School of Urban and Regional
Planning at the University was holding a Creative College Conference the same week-
end as Soul Fest; and thanked UISG Representatives Evan McCarthy and Nicole Neal
for the luncheon discussion.
Council Member Botchway reference the jazz event planned at the Englert Theater
Tuesday, September 23.
Mayor Pro tem Mims acknowledged the retirement of Public Works Dir. Rick Fosse
and the appointment of City Engineer Ron Knocke to the position effective January 1;
and congratulated Kent Ralston as the new Executive Director of the Metropolitan
Planning Organization of Johnson County (MPOJC).
City Manager Markus thanked retiring Public Works Dir. Fosse for providing advance
notice to allow the opportunity to move up individuals prior to his departure.
