Mayor Hayek thanked everyone at the City for their good wishes with respect to his father's passing; and stated that Council Member Payne was home ill but would be participating electronically in both the work session and formal meetings. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Consent Calendar items # 3d(2) — Body worn digital cameras and storage system .... Police) Council Member Throgmorton requested the item be removed from the Consent Calendar for separate consideration and requested information on how the video images would be used, who would have access, and they would be stored. Police will follow up at the formal meeting. 2. (Consent Calendar item # 3f(5) — correspondence David Noerper ... Wedge closure) In response to Council Member Throgmorton's request to remove the item for separate consideration, the Mayor suggested that a staff update could be presented by staff during the discussion of the Consent Calendar rather than removing it. 3. (Consent Calendar items # 3d(8) — ... awarding contract ....Public Works exterior washout, PPC access road, storm project) The Mayor announced that staff requested this item be removed from the Consent Calendar and would be brought back at a later time. 4. (Consent Calendar items # 3d(9) — ... awarding contract ....Willow Creek Streambank Restoration Project) In response to Council Member Payne, Public Works Dir. stated staff had talked with the lowest bidder to assure they understood the scope of the work and that the bid fit well within their schedule and were able to do it for a very good price. 5. (Consent Calendar item # 3f(1) — correspondence Nancy Bird ... food vendor pilot) In response to Council Member Botchway, Asst. City Manager Fruin assured Council that the City Manager's intern Alec Bramel was doing further research and more information would be provided to Council. Council Work Session September 16, 2014 Page 2 6. (Agenda Item # 8 — ... mitigation on demolition of Henry Sabin School...) In response to Council Member Botchway, NDS Senior Planner responded to questions. 7. (Agenda Item # 5c — approving preliminary plat for Evan Heights) A majority of Council requested a review of the Sensitive Areas ordinance as a result of the confusion on the part of staff and Planning & Zoning. Asst. City Manager Fruin stated the item would be placed on the pending list for follow up, and encouraged Council to provide any specific examples. Council Member Throgmorton also requested information on any amendments made to the ordinance, when they were made, and what it affected. UNIVERSITY CONSTRUCTION UPDATE University of Iowa Director of Planning Construction Rod Lehnertz presented a power point of construction and development projects on campus. INFORMATION PACKET DISCUSSION [September 4, 11] September 4 1. (IP # 3 — Human Rights Breakfast) Mayor Pro tem Mims stated she would be attending the breakfast. Mayor Hayek also expressed interest. Asst. City Manager Fruin noted Council would be receiving an invitation to attend a Blue Zones event immediately after the breakfast on October 29tH September 11 (IP # 4 — Memo from City Manager. ... Accessibility of Iowa City Sidewalks and Intersections) In response to Council Member Throgmorton, Mayor Hayek and Asst. City Manager Fruin presented information and stated a response should be available in the next week. 2. (IP # 5 — Memo from Equity Dir. .... Follow up on 9/2/14 work session ... diversity statements) Mayor Pro tem Mims noted appreciation to the Equity Dir. and staff for pulling the information together, saying it was easy to forget all the different things done and noting there is work yet to be done. Council Member Dobyns stated he was impressed with staff and Police work in the community. Council Member Throgmorton echoed the comments made and stated there are people on the community that don't see a difference in their day -to -day lives. COUNCIL TIME AND MEETING SCHEDULE 1. Mayor Pro tem Mims stated she would be attending the League Conference next week in Council Bluffs. 2. Mayor Hayek announced that the Rotary has asked all cities involved with the local option sales tax (LOST) to provide education at an upcoming meeting; and he has been asked by the University of Iowa faculty Triangle Club to speak to them on general city issues in October. Council Member Thro morton stated the School of Urban and regional Planning would be celebrating their 509h birthday the weekend of the 20th and the Creative Cities Conference is part of that celebration. 4. Council agreed to a special work session at 5:00 PM on Thursday, November 6, to hear proposals from the finalists on the Court / Linn project. 5. Council agreed to schedule the first budget session for Saturday morning, January 10, at 8:00 AM. PENDING WORK SESSION TOPICS [IP # 3 of 9/11 Info Packet] 1. Asst. City Manager Fruin stated the a staff presentation regarding emerald ash borer would be scheduled for the October 7 work session. UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS 1. Council Member Dobyns reminded everyone of the Latino Chamber event planned at Billion Auto on September 18th Adjourned 6:25 p.m.
