Mary Gravitt, 2714 Wayne Ave., presented regarding the Senior Services Ad Hoc
Committee and Council Member Dobyns' membership. Doug Beardsley, Dir. of
Johnson County Health Dept., thanked Council for their passage of a resolution
concerning electronic cigarettes on City property. Brandon Ross, regarding the closing
of the Wedge downtown. Anna Buss, 525 W. Benton St., presented photographs of City
owned properties on Hudson. Moved by Payne, seconded by Dobyns, to accept
correspondence from Mary Gravitt and Anna Buss.
Moved by Payne, seconded by Mims, that the ordinance rezoning approximately
25.8 acres of property to Riverfront Crossings — South Downtown (RFC -SD) Zone and
Riverfront Crossings — Central Crossings (RFC -CX) Zone located south of Burlington
Street in the Riverfront Crossings District (REZ14- 00013), be given second vote. The
Mayor requested Council Members report any ex parte communications and none were
reported.
Moved by Mims, seconded by Payne, that the ordinance rezoning approximately .54-
acres from Intensive Commercial (CI -1) Zone to Riverfront Crossings — Central
Crossings (RFC -CX) Zone at 201 E. Benton Street and 912 -914 S. Dubuque Street and
designation of 914 S. Dubuque Street as a Historic Landmark (REZ14- 00011), be given
second vote. The Mayor requested Council Members report any ex parte
communications and none were reported.
Moved by Dobyns, seconded by Dickens, that ORD. 14 -4597, CONDITIONALLY
REZONING APPROXIMATELY 33.37 ACRES OF PROPERTY LOCATED ON THE
EAST SIDE OF CAMP CARDINAL ROAD NORTH OF CAMP CARDINAL
BOULEVARD FROM INTERIM DEVELOPMENT SINGLE FAMILY RESIDENTIAL (ID-
RS) TO LOW DENSITY SINGLE FAMILY RESIDENTIAL (RS -5) (REZ- 00012) (St.
Andrew Church), be passed and adopted. The Mayor requested Council Members
report any ex parte communications and none were reported.
Moved by Mims, seconded by Dickens, to defer to November 18 a public hearing on
an appeal to City Council of the decision of the Historic Preservation Commission
denying a Certificate of Appropriateness to replace the windows at 220 E. Jefferson
Street, an Iowa City Historic Landmark located in the Jefferson Street Historic District
(St. Mary's Roman Catholic Church), at the request of the applicant.
A public hearing was held on a resolution approving plans, specifications, form of
contract, and estimate of cost for the construction of the 2014 Storm Sewer
Improvements Project, establishing amount of bid security to accompany each bid,
directing City Clerk to publish notice to bidders, and fixing time and place for receipt of
bids. No one appeared.
Moved by Payne, seconded by Mims, to adopt RES. 14 -292, APPROVING PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE
CONSTRUCTION OF THE 2014 STORM SEWER IMPROVEMENTS PROJECT,
ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID,
DIRECTING CITY CLERK TO PUBLISH NOTICE TO BIDDERS, AND FIXING TIME
AND PLACE FOR RECEIPT OF BIDS.

PURCHASE AGREEMENT BETWEEN THE CITY AND TRUST UNDER THE WILL OF

Moved by Mims, seconded by Dickens, to adopt RES. 14 -294, NAMING THE
PROPOSED PARK CONSISTING OF 5.02 ACRES OF VACANT LAND AT THE
INTERSECTION OF FRIENDSHIP STREET AND 5T" AVENUE AS "CHADEK
GREEN." Individual Council Members expressed their views.
Moved by Mims, seconded by Botchway, to adopt RES. 14 -295, ADOPTING AN
ASSESSMENT SCHEDULE OF UNPAID MOWING, CLEAN -UP OF PROPERTY,
SNOW REMOVAL, SIDEWALK REPAIR, AND STOP BOX REPAIR CHARGES AND
DIRECTING THE CLERK TO CERTIFY THE SAME TO THE JOHNSON COUNTY
TREASURER FOR COLLECTION IN THE SAME MANNER AS PROPERTY TAXES.
The Mayor noted that no applications were received for the following Boards and
Commissions and all will be readvertised. Airport Zoning Brd of Adjustment for a five -
year term January 1, 2014 — December 31, 2018; Airport Zoning Brd of Adjustment for a
five -year term January 1, 2012 - December 31, 2016 (Formerly advertised; Full term);
Appeals, Board of for a five -year term January 1, 2014 - December 31, 2018 (Formerly
advertised; Full term); Historic Preservation Commission for a Jefferson St.
representative to fill three -year terms, March 29, 2013 — March 29, 2016 (New District
formed). Applicants MUST reside in Iowa City and be 18 years of age unless specific
qualifications are stated. [Staff will not publish additional notices after a period of six
publications; but will continue to advertise vacancies with postings and on the Council
agenda. However, no additional publication costs will be incurred.]
The Mayor noted the current vacancy: Housing and Community Development
Commission for an unexpired term effective upon appointment — September 1, 2016.
Applications must be received by 5:00 p.m., Wednesday, November 12, 2014. Moved
by Payne, seconded by Throgmorton to accept correspondence from Peter Matthes.
The Mayor noted the previously announced vacancies: Board of Adjustment for a
five -year term, January 1, 2015 — January 1, 2020; Citizens' Police Review Board, for
an unexpired term, effective upon appointment — September 1, 2015; Human Rights
Commission for three vacancies to fill three -year terms, January 1, 2015 — January 1,
2018; Parks and Recreation Commission for two vacancies to fill four -year terms,
January 1, 2015 — January 1, 2019, Public Art Advisory Committee for two vacancies to
fill three -year terms, January 1, 2015 — January 1, 2018; Senior Center Commission —
for two vacancies to fill three -year terms, January 1, 2015 — December 31, 2018.
Applications must be received by 5:00 p.m., Wednesday, October 22, 2014.
Council Member Dickens noted the great success of the Brew Fest event held a few
weeks earlier; and the Home Free vocal concert the previous evening at the Englert.
Council Member Throgmorton announced Dr. James Hanson, former Director of
NASA's Goddard Institute for Space Studies, and best known climate scientist in the
United States would be speaking on climate change on October 16 in the IMC main
lounge.
Council Member Botchway thanked the Johnson County Affordable Housing
Coalition, Johnson County Housing Trust Fund, and the Housing Fellowship for putting
together the affordable housing bus tour. Council Member Throgmorton agreed.
Mayor Hayek congratulated the International Automotive Components (IAC) on their
50th anniversary; acknowledged the City Finance Department receiving the National

Distinguished Budget Presentation Award from Government Finance Officers (GFOA)
for the third consecutive year; and commended the efforts of so many on making the
Book Festival held the previous week -end a huge success.
City Manager Markus announced Tracy Hightshoe had accepted the position of
Neighborhood Services Coordinator and Jason Havel as new City Engineer.

Mayor Hayek thanked everyone at the City for their good wishes with respect to his father's
passing; and stated that Council Member Payne was home ill but would be participating
electronically in both the work session and formal meetings.
QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar items # 3d(2) — Body worn digital cameras and storage system ....
Police) Council Member Throgmorton requested the item be removed from the Consent
Calendar for separate consideration and requested information on how the video images
would be used, who would have access, and they would be stored. Police will follow up
at the formal meeting.
2. (Consent Calendar item # 3f(5) — correspondence David Noerper ... Wedge closure) In
response to Council Member Throgmorton's request to remove the item for separate
consideration, the Mayor suggested that a staff update could be presented by staff
during the discussion of the Consent Calendar rather than removing it.
3. (Consent Calendar items # 3d(8) — ... awarding contract ....Public Works exterior
washout, PPC access road, storm project) The Mayor announced that staff requested
this item be removed from the Consent Calendar and would be brought back at a later
time.
4. (Consent Calendar items # 3d(9) — ... awarding contract ....Willow Creek Streambank
Restoration Project) In response to Council Member Payne, Public Works Dir. stated
staff had talked with the lowest bidder to assure they understood the scope of the work
and that the bid fit well within their schedule and were able to do it for a very good price.
5. (Consent Calendar item # 3f(1) — correspondence Nancy Bird ... food vendor pilot) In
response to Council Member Botchway, Asst. City Manager Fruin assured Council that
the City Manager's intern Alec Bramel was doing further research and more information
would be provided to Council.

6. (Agenda Item # 8 — ... mitigation on demolition of Henry Sabin School...) In response to
Council Member Botchway, NDS Senior Planner responded to questions.
7. (Agenda Item # 5c — approving preliminary plat for Evan Heights) A majority of Council
requested a review of the Sensitive Areas ordinance as a result of the confusion on the
part of staff and Planning & Zoning. Asst. City Manager Fruin stated the item would be
placed on the pending list for follow up, and encouraged Council to provide any specific
examples. Council Member Throgmorton also requested information on any
amendments made to the ordinance, when they were made, and what it affected.
UNIVERSITY CONSTRUCTION UPDATE
University of Iowa Director of Planning Construction Rod Lehnertz presented a power point of
construction and development projects on campus.
INFORMATION PACKET DISCUSSION [September 4, 11]
September 4
1. (IP # 3 — Human Rights Breakfast) Mayor Pro tem Mims stated she would be attending
the breakfast. Mayor Hayek also expressed interest. Asst. City Manager Fruin noted
Council would be receiving an invitation to attend a Blue Zones event immediately after
the breakfast on October 29tH

(IP # 4 — Memo from City Manager. ... Accessibility of Iowa City Sidewalks and
Intersections) In response to Council Member Throgmorton, Mayor Hayek and Asst. City
Manager Fruin presented information and stated a response should be available in the
next week.
2. (IP # 5 — Memo from Equity Dir. .... Follow up on 9/2/14 work session ... diversity
statements) Mayor Pro tem Mims noted appreciation to the Equity Dir. and staff for
pulling the information together, saying it was easy to forget all the different things done
and noting there is work yet to be done. Council Member Dobyns stated he was
impressed with staff and Police work in the community. Council Member Throgmorton
echoed the comments made and stated there are people on the community that don't
see a difference in their day -to -day lives.
COUNCIL TIME AND MEETING SCHEDULE
1. Mayor Pro tem Mims stated she would be attending the League Conference next week
in Council Bluffs.
2. Mayor Hayek announced that the Rotary has asked all cities involved with the local
option sales tax (LOST) to provide education at an upcoming meeting; and he has been
asked by the University of Iowa faculty Triangle Club to speak to them on general city
issues in October.

3. Council Member Thro morton stated the School of Urban and regional Planning would
be celebrating their 509h birthday the weekend of the 20th and the Creative Cities
Conference is part of that celebration.
4. Council agreed to a special work session at 5:00 PM on Thursday, November 6, to hear
proposals from the finalists on the Court / Linn project.
5. Council agreed to schedule the first budget session for Saturday morning, January 10, at
8:00 AM.
PENDING WORK SESSION TOPICS [IP # 3 of 9/11 Info Packet]
1. Asst. City Manager Fruin stated the a staff presentation regarding emerald ash borer
would be scheduled for the October 7 work session.

Council Member Throgmorton noted the Great March for Climate Action planned in
New York City on Sunday, September 21, and the companion march in Iowa City.
Mayor Pro tem Mims reported on the forum and presentation the previous evening at
the Public Library with the U.S. Corp of Engineers and local entities on water
management program at the Coralville Dam and urged citizens who weren't able to
attend to catch the rebroadcast on the city cable television.
Council Member Payne noted the Iowa City Book Festival happening October 1 -4,
and encouraged everybody to attend.
Mayor Hayek congratulated the Convention and Visitors Bureau on the successfully
Herky On Parade events that resulted in about $110,000 going toward United Way of
Johnson and Washington counties.
Asst. City Manager Fruin noted two staff resignations, Animal Services Supervisor
Misha Goodman and Neighborhood Services Director Steve Long. Both are 21 year
employees and will be greatly missed.
