Mayor Hayek stated that Council Member Payne would be participating electronically in both the work session and formal meetings; and Council Member Dobyns was ill and would not be participating. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 9) — noise ordinance ... loud car radios....) Council Member Payne questioned the use of "and" rather than "or' in the example on the bottom of the first page of staff memo listing two provisions. The City Attorney responded that "and" was correct. 2. (Consent Calendar item # 4f(11) — correspondence Iowa City School District... Inclusive Zoning... ) In response to Council Member Throgmorton, Mayor Hayek stated the letter had just arrived and staff would provide information to Council. 3. (Consent Calendar item # 4f(11) ... CPRB extension ... Complaint # 14 -02) Council Member Botchway reported the Ad Hoc Diversity Committee discussed extending the reporting requirement, and City Clerk Karr confirmed the reporting had been extended from 45 to 90 days. City Clerk Karr and Police Lt. Hart stated the CPRB had requested additional information from the Police Chief and requested an extension to provide time for the information to be compiled and considered. 4. Council Work Session October 21, 2014 Page 2 PRESENTATION ON EMERALD ASH BORER PLANS AND STRATEGIES Superintendent of Parks & Forestry Zac Hall presented a power point (archived) and passed around an identification kit supplied by AFIS. ACTION: Recommendations will be presented as part of the budget process. (Hall) IOWA BOARD OF REGENTS MEETING IN IOWA CITY RE: PROPERTY AND FACILITIES (ADDITION) The City Manager noted late handouts distributed to Council that afternoon: • PROPOSED POLICY ON PAYMENTS IN LIEU OF TAXES (PILOTs) • PROPOSED POLICY ON PAYMENTS IN LIEU OF TAXES (PILOTs) AND SIMILAR VOLUNTARY AGREEMENTS WITH MUNICIPALITIES (policy amendments proposed by City Manager's Office) City Manager Markus reported on discussions with Board of Regents staff and Executive Dir. Bob Donnelly on proposed changes. ACTION: None at this time. (Markus) REVIEW OF LATE HANDOUTS POLICY FIP #3 INFO PACKET OF 10/161 After discussion a majority directed staff to implement for the following late handout policy: ■ Correspondence received by the City Clerk on the Monday preceding a Tuesday meeting, and related to an agenda item, is distributed electronically at 5:OOPM on Monday afternoon. ■ Correspondence received after 5:00 PM on Monday of a meeting, and related to an agenda item, is distributed hard copy to Council at their meeting. Correspondence received after 5:00 PM on Tuesday of a meeting, and NOT related to an agenda item, is distributed in the next Council regular electronic meeting packet. All late handouts and any additions to the agenda would be electronically posted at the same time late Monday afternoon. INFORMATION PACKET DISCUSSION [October 9,16] October 9 (IP # 7 and IP # 8 — Housing Administrator ... Grant Notifications...) Mayor Pro tem noted that information on the grants and stated her appreciation on getting the memos so quickly. 2. (IP # 2 — City Attorney ... Department of Justice ... curb ramps) Mayor Hayek acknowledged the response and research to the Department of Justice Council Work Session October 21, 2014 Page 3 October 16 1. (IP # 7 — Article form City Manager ... When Whites Don't Get It) Council Member Throgmorton noted the compelling articles and the critical issues. Mayor Pro tern Mims noted the second showing of "Woke Up Black" scheduled for October 30 at Phillips Hall. 2. (IP #4 —Joint Meeting Items ...) Council agreed to add "Presentation on Emerald Ash Borer plans and strategies" to the agenda. COUNCIL TIME AND MEETING SCHEDULE 1. Council Member Botchway reported on the creation of a Johnson County Task Force on Hunger, and stated he went to the first meeting and would be reporting back as discussions continue and the importance of a collaborate effort. PENDING WORK SESSION TOPICS rIP #6 INFO PACKET OF 10/161 Council Member Throgmorton noted Council was being urged to create a citizens advisory committee to help staff develop a climate mitigation and adaption strategy and asked that the item be added to the pending list. City Manager Markus suggested the item wait until the results of a study being done by the group and could serve as a baseline. UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS 1. In response to City Clerk Karr, Council requested staff work to schedule a joint meeting with the Board of Supervisors in November or December. City Clerk Karr will follow -up. 2. Council Member Throgmorton reminded members of two events on October 29th - the Human Rights Breakfast and Dan Burden / Blue Zones. Adjourned to formal meeting 6:35 p.m. Returned back from formal to work session, 8:10 p.m. Court/ Linn RFP Finalists Discussion Majority of Council agreed to use the already scheduled November 6 special work session to discuss the proposals for the Court / Linn project. Adjourned 8:15 p.m.
