resolution sets a public hearing on the purchase agreement for November
18. The sale price is $585,500, which is $4.25/sq. ft. and the price at
which other lots have recently sold.

Comment: At its October 16 meeting, by a vote of 6 -1 (Eastham voting
no), the Planning and Zoning Commission recommended approval of this
rezoning with conditions addressing the need to provide sanitary sewer
and water service to the property, a pedestrian access route to the city
sidewalk system and general adherence to the concept plan to assure that
the RM -12 zone is designed to be in compliance with the Comprehensive
Plan policies regarding compatibility with the adjacent residential
neighborhood and appropriate development appearance for an
entranceway to the city. Approval will allow development of a mixture of
single - family detached and attached dwellings and multi - family dwellings.

APPROVING A DEVELOPMENT AGREEMENT WITH CORE SYCAMORE TOWN
CENTER LLC FOR RENOVATION OF IOWA CITY MARKETPLACE.
Comment: This development agreement provides up to $1.75 million in Tax
Increment Financing assistance for a $4.4 million improvement project to get the
former Von Maur department store space repurposed. It includes parking lot and
pedestrian accessibility improvements to the mall property. The TIF assistance will
be structured as a 6 year rebate.

Comment: This ordinance amendment will add a Residential Cooperative
Conversion Code, similar to the already - present Condominium Conversion Code at
17 -10 -1. Conversion will require compliance with the building code to advance the
health and safety of members and tenants.

ITEM 9. NOISE ORDINANCE AMENDMENTS - ORDINANCE AMENDING TITLE 6 OF THE
CITY CODE, ENTITLED "PUBLIC HEALTH AND SAFETY," CHAPTER 4,
ENTITLED "NOISE CONTROL," TO SIMPLIFY AND CLARIFY THE NOISE
CONTROL PROVISIONS, TO DELETE PERMITS BASED ON DECIBEL LEVELS,
AND TO REGULATE LOUD CAR RADIOS. (SECOND CONSIDERATION)
Comment: The Code currently provides for 4 types of sound permits based on the
decibel levels. Staff cannot recall issuing any such permit in over ten years, and in
order to enforce such permits, the City would need to purchase decibel meters,
calibrate them, and train staff on their use. Another shortcoming is that they are not
effective in measuring bass sound. This ordinance would eliminate these permits and
simply prohibit certain noises. Additionally, this ordinance adds a new, but limited,
provision regulating loud music from a car radio.
