QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 7 — Resolution approving .....Iowa City Marketplace Development Agreement ...) Mayor Hayek stated that staff is requesting deferral to the November 18tH meeting. 2. (Agenda item # 6 — Ralston Creek Improvements Project, Phase 1... public hearing... approve plans ...) In response to Council Member Throgmorton, Special Projects Engineer Reichart stated the project was a flood repair project on one of two sites identified after flash flooding in 2013. Council agreed to project and staff will meet with neighbors prior to the award of the bid on December 2. 3. (Consent Calendar item # 3d(5) ... Refunding 2009F Parking Revenue Bonds) In response to Mayor Pro tern Mims, Finance Dir. Bockenstedt outlined the procedure for placing the money in a trust fund and the trustee makes the bond payments to ensure a substantial savings. COUNCIL APPOINTMENTS Citizens Police Review Board — Fidencio Martinez Perez Human Rights — reappoint Shams Ghoneim, Stella Hart, Kim Hanrahan Senior Center — Cheryll Clamon DOWNTOWN STREETSCAPE UPDATE Asst. City Manager Fruin presented a power point on the Downtown Streetscape project. ACTION: Discussion on phasing of project and budget will be presented as part of the CIP budget process. ( Fruin) Council Work Session November 4, 2014 Page 2 INFORMATION PACKET DISCUSSION [October 23, 30] October 30 (IP # 3 — City Clerk ... KXIC ... ) Council agreed to the following schedule: November 12 — Dobyns November 19 — Dickens November 26 — Payne December 3 — Mims December 10 - Hayek December 17 — Throgmorton 2. (IP # 7 — Asst. City Manager ...Iowa Initiative for Sustainable Communities presentation...) Council Member Throgmorton expressed an interest in attending the event on December 17th 3. (IP # 9 — Sustainability Coordinator ... Mayors Climate Protection Agreement ...) Council Member Throgmorton thanked the Mayor for signing the agreement; and noted a working group of sustainability coordinators will be meeting in Iowa City beginning Thursday morning. October 23 (IP #3 — City Manager ... University Agreements / Relationships with Local Public Entities (PILOT's) ...) Mayor Hayek acknowledged the City Manager's office for monitoring this issue. October 30 (continued) 4. (IP # 7 — Article form City Manager ... When Whites Don't Get It) Council Member Throgmorton noted the compelling articles and the critical issues. Mayor Pro tem Mims noted the second showing of "Woke Up Black" scheduled for October 30 at Phillips Hall. 5. (IP # 4 — Joint Meeting Items ...) Council Member Throgmorton noted previous discussion at the joint meeting regarding affordable housing and going back to their cities to discuss it and report back. He suggested having the cities report on what they are currently doing and what they intend to do. City Manager Markus stated staff was already preparing information and suggested they add information on what has been provided in other jurisdictions. COUNCIL TIME AND MEETING SCHEDULE 1. Council Member Dickens congratulated Mayor Hayek's uncle, Peter, on receiving the Hayek award for military and community service. 2. Mayor Hayek reminded everyone of the special work session November 6 at 5:00 PM to discuss finalist for the Court / Linn project. Council Member Payne indicated she may have to be out of town and questioned if the presentation could be taped so she could view upon her return. Staff will check in the event it is needed. Council Member Payne noted the traveling photo exhibit at the Library November 1 -8, "Remembering our Fallen ". 2. In response to Council Member Throgmorton, Council Member Dobyns indicated he would be announcing the Ad Hoc Senior Services public input session planned November 12 for comments on their draft report. 3. Council Member Throgmorton reported on his attendance at the Dan Burden session on Blue Zones. Adjourned 6:37 p.m.
