CITY OF IOWA CITY'S 2015 LEGISLATIVE PRIORITIES. Asst. City Mgr. Fruin
provided information.
Mary Gravitt, 2714 Wayne #6, presented a power point and expressed concerns
regarding the Ad Hoc Senior Services Committee. Moved by Payne, seconded by

Dickens, to accept correspondence from Ms. Gravitt. Roger Knight, Jr., appeared
regarding snow removal on streets and sidewalks, especially intersections and
wheelchair accessibility; requested furniture used for outside dining be stored for the
winter; opposed local option sales tax for the low income; and requested more low
income housing.
A public hearing was held on an ordinance conditionally rezoning 39.6 acres of
property from Interim Development Single -Family Residential (ID -RS) Zone to Low
Density Single -Family Residential (RS -5) Zone for 32.34 acres and Low Density Multi -
Family (RM -12) for 7.26 acres located at 4701 Herbert Hoover Highway (REZ14-
00015). The Mayor requested that any ex parte communications be disclosed, and
none were reported. Neighborhood Services Coordinator Yapp presented a power

Moved by Payne, seconded by Mims, that the ordinance conditionally rezoning 39.6

acres of property from Community Commercial (CC -2) Zone to Riverfront Crossings —
West Riverfront (RFC -WR) Zone located at located at 708 South Riverside Drive (REZ
14-00018). The Mayor requested that any ex parte communications be disclosed, and
none were reported. Neighborhood Services Coordinator Yapp presented a power
point.
Moved by Payne, seconded by Throgmorton, that the ordinance conditionally
rezoning approximately 0.5 acres of property located at located at 708 South Riverside
Drive to Riverfront Crossings — West Riverfront (RFC -WR) Zone (REZ 14-00018), be
given first vote.
A public hearing was held on an ordinance vacating 4,665 square feet Old Benton
Street Right -of -Way (Auditor's Parcel 2014085) located adjacent to 708 South Riverside
Drive (VAC14-00002). Neighborhood Services Coordinator Yapp presented a power
point. Individual Council Members expressed their views.
Moved by Payne, seconded by Mims, that the ordinance vacating Old Benton Street
Right -of -Way Auditor's Parcel 2014085, located adjacent to 708 South Riverside Drive
(VAC14-00002), be given first vote.
A public hearing was held on the appeal to City Council of the decision of the
Historic Preservation Commission denying a Certificate of Appropriateness to replace
the windows at 220 E. Jefferson Street, an Iowa City Historic Landmark located in the
Jefferson Street Historic District (St. Mary's Roman Catholic Church Rectory). City Atty.
Dilkes presented information. The following individuals appeared: Mike Pugh, 4743

Commission decision denying a Certificate of Appropriateness to replace the windows

A public hearing was held on a resolution approving a purchase agreement between
the City of Iowa City and QCI Thermal Systems, Inc. for Lot 7 of the North Airport
Development Subdivision and authorizing conveyance in accordance therewith.
Moved by Dobyns, seconded by Botchway, to adopt RES. 14-325, APPROVING A
PURCHASE AGREEMENT BETWEEN THE CITY OF IOWA CITY AND QCI THERMAL
SYSTEMS, INC. FOR LOT 7 OF THE NORTH AIRPORT DEVELOPMENT
SUBDIVISION AND AUTHORIZING CONVEYANCE IN ACCORDANCE THEREWITH.
Airport Operations Specialist Tharp present for discussion.
A public hearing was held on a resolution approving a purchase agreement between
the City of Iowa City and Tamarack Materials, Inc. for Lots 11, 12, and 13 of the North
Airport Development Subdivision and authorizing conveyance in accordance therewith.
Moved by Mims, seconded by Botchway, to adopt RES. 14-326, APPROVING A
PURCHASE AGREEMENT BETWEEN THE CITY OF IOWA CITY AND TAMARACK
MATERIALS, INC. FOR LOTS 11, 12, AND 13 OF THE NORTH AIRPORT
DEVELOPMENT SUBDIVISION AND AUTHORIZING CONVEYANCE IN
ACCORDANCE THEREWITH.
Moved by Mims, seconded by Payne, to adopt RES. 14-327, APPROVING AN
AGREEMENT FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE CITY OF
IOWA CITY, IOWA, AND CORE SYCAMORE TOWN CENTER LLC. Economic
Development Adm. Davidson present for discussion. Individual Council Members
expressed their views. The Mayor declared the resolution adopted, 6/1, with the
following division of roll call vote: Ayes: Payne, Botchway, Dickens, Dobyns, Hayek,
Mims. Nays: Throgmorton.
Moved by Mims, seconded by Payne, to adopt RES. 14-328, DIRECTING THE
FILING OF CERTIFICATION UNDER IOWA CODE SECTION 403.19 FOR THE 2014
END OF YEAR CERTIFICATION OF URBAN RENEWAL PROJECTS. City Mgr.
Markus presented information.
Moved by Payne, seconded by Botchway, to adopt RES. 14-329, APPROVING THE
FISCAL YEAR ENDING 2014 ANNUAL URBAN RENEWAL AREA REPORT.
Moved by Payne, seconded by Throgmorton, that the ordinance amending Title 17,
Building and Housing, Chapter 10, Condominium Conversion Code, to read
"Condominium and Multiple Housing Cooperative Conversion Code"; and adding
Section 17-10-2, "Multiple Housing Cooperative Conversion Code" to govern
conveyances of buildings to multiple housing cooperatives, be given second vote.
Moved by Mims, seconded by Payne, that ORD. 14-4600, AMENDING TITLE 6 OF
THE CITY CODE, ENTITLED "PUBLIC HEALTH AND SAFETY," CHAPTER 4,
ENTITLED "NOISE CONTROL," TO SIMPLIFY AND CLARIFY THE NOISE CONTROL
PROVISIONS, TO DELETE PERMITS BASED ON DECIBEL LEVELS, AND TO
REGULATE LOUD CAR RADIOS, be passed and adopted.
Moved by Mims, seconded by Payne, to appoint Michelle Bacon Curry, 4723
Canterbury Court, to Housing and Community Development Commission for an
unexpired term effective upon appointment — September 1, 2016.

The Mayor noted no applications were received for the following vacancies and all will
be readvertised: Airport Zoning Brd of Adjustment for a five-year term January 1, 2014
— December 31, 2018 (Formerly advertised - Full term); Airport Zoning Brd of
Adjustment for a five-year term January 1, 2012 - December 31, 2016 (Formerly
advertised - Full term); Appeals, Board of, for a five-year term January 1, 2014 -
December 31, 2018 (Formerly advertised - Full term); Historic Preservation Commission
for a Jefferson St. representative to fill three-year terms, March 29, 2013 — March 29,
2016 (New District formed); Applicants MUST reside in Iowa City and be 18 years of
age unless specific qualifications are stated. [Staff will not publish additional notices
after a period of six publications; but will continue to advertise vacancies with postings
and on the Council agenda. However, no additional publication costs will be incurred.]
The Mayor noted the previously announced vacancies on Boards and Commissions:
Board of Adjustment for a five-year term, January 1, 2015 — January 1, 2020; Human
Rights Commission for an unexpired term, effective upon appointment — January 1,
2016; Parks and Recreation Commission for two vacancies to fill four-year terms,
January 1, 2015 — January 1, 2019; Public Art Advisory Committee for two vacancies to
fill three-year terms, January 1, 2015 — January 1, 2018; Senior Center Commission for
a three-year term, January 1, 2015 — December 31, 2018. Applications must be
received by 5:00 p.m., Wednesday, December 10, 2014.
Council Member Dobyns noted that the Milken Institute have placed Iowa City as
Number One on their top ten small metro communities for the elderly, based on health
systems, transportation solutions and a solid economy.
Council Member Dickens reported he would be speaking to two ELL class at City
High on urban, suburban and rural communities on Friday morning.
Mayor Pro tem Mims noted a League of Women Voters Forum on the Iowa City
Charter scheduled for 7:00 PM, November 19, at the Iowa City Public Library.
Council Member Throgmorton stated that on Friday, November 21, the second of
three artists will be discussing his idea for art work near Blackhawk Minipark; and
reported on the "Healing Wars" dance performance at the University's Space Place
Theater the previous week -end.
Council Member Botchway noted the work session report from the Equity Director
and encouraged more diversity on our Boards and Commissions.
Mayor Hayek acknowledged the commitment of the UISG student representatives
who attend the meetings and remain through the meeting.
City Manager Markus echoed comments made regarding UISG representatives and
reported two previous representative are now serving as interns in his office; and
reminded Council of the employees luncheon planned for November 20tH
City Attorney Dilkes reported that a previous UISG representatives, Elliott Higgins, is
finishing up his time in the Peace Corps and will be heading to law school.
City Clerk Karr reviewed upcoming events surrounding the City's 175th birthday

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Agenda item # 7 — Resolution approving .....Iowa City Marketplace Development
Agreement ...) Mayor Hayek stated that staff is requesting deferral to the November 18th
meeting.
2. (Agenda item # 6 — Ralston Creek Improvements Project, Phase 1... public hearing...
approve plans ...) In response to Council Member Throgmorton, Special Projects
Engineer Reichart stated the project was a flood repair project on one of two sites
identified after flash flooding in 2013. Council agreed to project and staff will meet with
neighbors prior to the award of the bid on December 2.
3. (Consent Calendar item # 3d(5) ... Refunding 2009F Parking Revenue Bonds) In
response to Mayor Pro tem Mims, Finance Dir. Bockenstedt outlined the procedure for
placing the money in a trust fund and the trustee makes the bond payments to ensure a
substantial savings.

noted the second showing of "Woke Up Black" scheduled for October 30 at Phillips Hall.
5. (IP # 4 — Joint Meeting Items ...) Council Member Throgmorton noted previous discussion
at the joint meeting regarding affordable housing and going back to their cities to discuss it
and report back. He suggested having the cities report on what they are currently doing
and what they intend to do. City Manager Markus stated staff was already preparing
information and suggested they add information on what has been provided in other
jurisdictions.
COUNCIL TIME AND MEETING SCHEDULE
1. Council Member Dickens congratulated Mayor Hayek's uncle, Peter, on receiving the
Hayek award for military and community service.
2. Mayor Hayek reminded everyone of the special work session November 6 at 5:00 PM to
discuss finalist for the Court / Linn project. Council Member Payne indicated she may
have to be out of town and questioned if the presentation could be taped so she could
view upon her return. Staff will check in the event it is needed.

Council Member Throgmorton stated he had the opportunity to celebrate the
designation of MidwestOne Bank as a Blue Zones work space and reported it was a fun
event and he enjoyed tour the upstairs; said it was pleasure to attend the Human Rights
Award Breakfast and to see good people receiving praise for all their good work.
Mayor Pro tem Mims noted the polls were open another hour and half and
encouraged those that had not voted to do so.
Council Member Dickens congratulate Matt's uncle, Peter Hayek, on receiving the
Hayek award named after Matt's grandfather recognizing those for their military service
and service to their community.
Council Member Payne mentioned that starting on November 1 and running through
November 8th the Iowa City Public Library was hosting a traveling photo exhibit
"remembering our Fallen" honoring Iowans who have dies from wounds suffered in war
zones since September 11, 2001.
Council Member stated the Ad Hoc Senior Services Committee would be holding a
public input session on their draft report on Wednesday, November 12, at 3:30 PM in
Harvat Hall.
Mayor Hayek acknowledged the Human Rights Breakfast and the people recognized
for doing good work in the community; thanked Council Member Dickens on his remarks
concerning the Hayek Award, noting that the Veteran's Banquet would be on Sunday
evening, November 9th; and echoed comments to get out to the voting polls.
City Manager Markus noted that City Hall and the Senior Center has also been
named Blue Zones work places.
