THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy — Five -Year Term
January 1, 2014 - December 31, 2018
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City -appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.

Duties of the Historic Preservation Commission include: conducting studies for the identification and
designation of Historic Districts; reviewing and acting upon all applications for Certificate of
Appropriateness; cooperating with property owners and city agencies regarding remedy of dangerous
conditions; furthering the efforts of historic preservation in the City by making recommendations on
preservation issues, when appropriate, by encouraging the historical, architectural or cultural value, and by
encouraging persons and organizations to become involved in preservation activities.
Applicants for district representatives to the Historic Preservation Commission must reside in the
district that is specified.
This Commission meets the second Thursday of each month at 5:30 p.m. and, if necessary, the fourth

HOUSING & COMMUNITY DEVELOPMENT COMMISSION

Effective Upon Appointment - September 1, 2016
Duties of the Housing and Community Development Commission include assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate -income residents; reviewing policies and programs of the Public
Housing Authority and Community Development Division and make recommendations
regarding the same to the City Council; reviewing and making recommendations to the City
Council regarding the use of public funds to meet the needs of low- and moderate -income
residents; housing policies and programs, and seeking public participation in assessing needs
and identifying strategies to meet these needs; recommending to the City Council from time -to -
time amendments, supplements, changes, and modifications to the Iowa City Housing Code.
Iowa City -appointed members of boards and commissions must reside in the City of Iowa
City. When possible, Council will appoint persons with expertise in construction and/or finance,
a person receiving rental assistance, and a member of the Local Homeless Coordinating Board.
The Housing and Community Development Commission will have monthly meetings.

Shelter programs. I also served 9 years on the Tippecanoe County Human Relations Commission. I am very familiar
with housing and services for low and moderate income residents and in developing and reviewing policies and
cedures. I take the concept of 'public trust' seriously and have worked to assure funds have been used in a
(manner that provides the most and the best possible outcome for the community witihout compromising principles
and hopefully quality. I have conducted some housing inspections and so feel comfortable with codes.

I do not know any members of this board. I know the duties as described on the IC website. I know it works to help
make the community a better place for all to live and I wish to be part of that. Otherwise I am not sure what you are

My years in the assisted housing field provides a great foundation for me as a candidate for this board. My
experience includes the review of policies and programs in this arena. I want to be involved in this community and to
help make it the best it can be and since this is one of my areas of expertise, I feel I could really contribute by serving
on this board.

I have been serving on HCDC for the past couple of years (since 2011, 1 believe). I have worked with and for low-
income housing providers as an employee of the ICHA, and as a research assistant during my employment at the
University of Iowa. I took minutes & did transcription for the City of Iowa City for several years (2008-2010?), and
part of my duties included doing the minutes for HCDC (also P&Z, BOA, and occasional budget meetings for the
City Council). This experience, in conjunction with my recent service on the Commission, gives me some
institutional/background knowledge that provides some context for the issues that repeatedly come before us. The
rsection of housing policy and school policy was an area of particular focus for me during my graduate studies.

I've had several unfortunate housing experiences in Iowa City. I have moved 7 times in the last 3 years (all in IC). I
have experience planning events for example Human Rights Awareness week. I'm passionate about human rights,
which includes the right to adequate housing. I know people in IC that live in all areas of the town, I would be able to
(get input from a diverse background about their housing experiences. I have experience in leadership positions, I'm
,urrently the President of UI Amnesty International, Vice President of Operations for UI Students for Human Rights,
and have an internship at the UI Center for Human Rights.
WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
Duties include assessing and reviewing policies regarding housing and jobs. Low income areas and residents are
particularly focused on in regards to these policies. The commission also makes recommendations to the city. I
imagine the perscription, and promotion of the right to adequate housing is an important task, as well as preventing
violations against that right.
WHAT CONTRIBUTIONS CAN YOU MAKE TO THIS ADVISORY BOARD (REASON FORAPPLYING)?
Last year I moved into an old duplex that had mold infested walls (I was unaware at the time) I was so allergic to the
mold that my daily life was negatively impacted and I had no choice but to move. I consulted with a legal aid advisor
at the University, and they told me my best option was to "move out and make it someone else's problem." I felt
wrong about this, and ever since housing in IC has been a concerning issue that I would like to see change.
