QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar # 4f(2) — Peninsula area access....) In response to Council Member
Throgmorton, Mayor Hayek asked staff to report back on a contingency plan for
residents should Foster Road flood.
2. (Consent Calendar # 4d(2) — resolution ... 2015 Legislative Policies) In response to
Council Member Throgmorton, a majority agreed to delete the item for separate
consideration and asked staff to present a brief summary.
3. (Consent Calendar # 4d(6) — resolution .... Trickling filter mercury abatement ...) In
response to Council Member Throgmorton, Public Works Dir. Fosse and Sr. Civil Engr.
Clark responded to questions.
4. (Consent Calendar # 4d(1) — resolution .... Continuing disclosure cooperative ... MCDC)
Finance Dir. Bockenstedt and City Atty. Dilkes responded to questions.
5. (Consent Calendar # 4b(5) — Parks and Recreation minutes) Council Member Payne
noted the September 10 minutes and questioned the decision not to do any sow removal
on week -ends. City Manager Markus confirmed that affected trails only and roads would
be cleared.
6. (Item # 7, St. Mary's appeal ... Historic Preservation decision ...) In response to
Council Member Dobyns, City Atty. Dilkes stated she would provide information and
clarification prior to the item being discussed at the formal meeting and suggested
waiting until that time so everyone could be present.
7. (Item # 10 — Resolution ... Marketplace Development Agreement) City Atty. Dilkes noted
that a revised agreement had been distributed in the late handouts but after final review
a few typos were discovered and they would be corrected but not redistributed.

Equity Dir. Bowers presented a power point. After discussion the Mayor asked Council
Members to provide any ideas or input directly to Council.

Dir. Fosse present for discussion.
2. [IP #8 — Article from City Manager: Branstad: Transportation funding will be priority in
2015] Mayor Pro tem Mims stated she was pleased that the Governor was looking at
transportation funding.
COUNCIL TIME AND MEETING SCHEDULE
1. Council Member Throgmorton stated that on Friday, November 21, the second of three
artists will be discussing his idea for art work near Blackhawk Minipark.
2. Council Member Throgmorton noted an upcoming ECICOG meeting and a City of
Literature board meeting.
3. In response to Council Member Botchway, the Mayor clarified the Council holds a
strategic planning session after each election and budget sessions held each year.
Mayor Pro tem Mims noted a number of budget meetings scheduled in January.

UPCOMING COMMUNITY EVENTS/COUNCIL INVITATIONS
1. Council Member Throgmorton noted he had received an email invitation from Uber
representatives for a meeting at the Chamber on Friday and stated his interest in
attending.
