ITEM 3d(1) LIGHT DUTY BUS PROCUREMENT - RESOLUTION AUTHORIZING
THE PROCUREMENT OF (4) 176" LIGHT DUTY BUSES FOR THE
TRANSPORTATION SERVICES DEPARTMENT FROM HOGLUND
BUS COMPANY, INC.
Comment: These light duty buses are to be purchased off of a state
contract through the Iowa Department of Transportation and involves the
purchase of four (4) light duty buses to serve as replacements for buses
currently in our paratransit fleet. Each vehicle costs $93,225 for a total
contract of $372,900. The Transportation Services Department received
Federal Transit Administration grant funds for the purchase of these
vehicles. Two of the vehicles received 80% grant funding while the other
two received 85% grant funding. The local match provided by the
Transportation Services Department is $65,260 and will come from the
bus replacement reserve
ITEM 3d(2) FEES FOR SOUND PERMITS - RESOLUTION RESCINDING
RESOLUTION NO. 99-126 REGARDING FEES FOR SOUND PERMITS
y _ Comment: Ordinance No. 14-4600 was passed on November 18, 2014 which
eliminated sound equipment permits in Section 6-4 of the City Code.
Resolution No. 99-126 sets fees for these permits, and because the permits
have been eliminated, the resolution setting the fees should be rescinded.
ITEM 3d(3) SEPTEMBER DISBURSEMENTS - MOTION TO APPROVE
DISBURSEMENTS IN THE AMOUNT OF $9,018,528.92 FOR THE

Comment: The decommissioning and revitalization of the north
wastewater treatment facility creates a need for space to store fire
department and police department equipment, supplies, training props
and vehicles. The property, commercial warehouse space, will provide a
climate controlled and secure storage facility for both departments. The
new lease will be for 2 years with a City option for a 3rd year.

Comment: The Staff Form -based Code Committee has reviewed the
proposed building design, LEED analysis, and property management plan
and finds that the proposal meets the approval criteria for a 5 -story height
bonus for student housing and a 2 story height bonus for leadership in
energy and environmental design. Approval will allow a 15 -story mixed-
use building with ground level retail and 154 units of student housing at
316 Madison Street.

Comment: At its November 20 meeting, by a vote of 6-0 (Dyer absent),
the Planning and Zoning Commission recommended approval of this
annexation and rezoning. Approval will allow an approximately 3.1 acre
portion of the Slothower Farm to be split from the larger property. The
new parcel would contain 2 acres (location of the farm house) that is
already located in the city in addition to the 1.1 acres requested for
annexation, which contains a portion of the barn. The property could then
be sold as an acreage.

THE TERRA VERDE SUBDIVISION, LOCATED AT THE NORTHWEST

Comment: The property owner, Hieronymous Family Partnership, has
requested the Terra Verde Subdivision Plat be vacated. No
improvements have been made, no right-of-way has been accepted, and
no lots have been developed.

Comment: This proposed conveyance has been requested in conjunction
with Noah Kemp's request for the City to vacate a portion of the Old Benton
Street right-of-way to facilitate redevelopment of the Professional Muffler,
Inc property at the corner of Benton and Riverside Drive. If vacated, the
City has offered to convey the northern half of the right-of-way to the John
C Linder Subtrust, and the southern half to Professional Muffler, Inc.,
subject to a public access easement to allow access to both of the adjacent
properties, as well as the City -owned parcel along the Iowa River. In the
event that the Linder Trust determines it does not want to acquire the
property, Staff recommends conveying the entire parcel to Professional
Muffler subject to.the same easement limitation.

4-outlot commercial subdivision and also includes a revision of the
conditional zoning agreement to eliminate the requirement that all site
plans have to be reviewed and approved by the Planning and Zoning

ADOPTING IOWA CITY'S 2016-2020 CONSOLIDATED PLAN, KNOWN AS CITY
STEPS, AUTHORIZING THE CITY MANAGER TO SUBMIT SAID PLAN,

revisions. Following the public meeting concerning the Plan, City Council will
consider approval. Public comments that were received during the 30 -day public
comment period and at the public hearing will be incorporated into the final
document.

CONVERSION CODE"; AND ADDING SECTION 17-10-2, "MULTIPLE HOUSING
COOPERATIVE CONVERSION CODE" TO GOVERN CONVEYANCES OF
BUILDINGS TO MULTIPLE HOUSING COOPERATIVES. (PASS AND ADOPT)
Comment: This ordinance amendment will add a Multiple Housing Cooperative
Conversion Code, similar to the already -present Condominium Conversion Code at
17-10-1. Conversion will require compliance with the building code to advance the
health and safety of members and tenants.
