Resolutions and Motions: ITEM 3d(1) LIGHT DUTY BUS PROCUREMENT - RESOLUTION AUTHORIZING THE PROCUREMENT OF (4) 176" LIGHT DUTY BUSES FOR THE TRANSPORTATION SERVICES DEPARTMENT FROM HOGLUND BUS COMPANY, INC. Comment: These light duty buses are to be purchased off of a state contract through the Iowa Department of Transportation and involves the purchase of four (4) light duty buses to serve as replacements for buses currently in our paratransit fleet. Each vehicle costs $93,225 for a total contract of $372,900. The Transportation Services Department received Federal Transit Administration grant funds for the purchase of these vehicles. Two of the vehicles received 80% grant funding while the other two received 85% grant funding. The local match provided by the Transportation Services Department is $65,260 and will come from the bus replacement reserve ITEM 3d(2) FEES FOR SOUND PERMITS - RESOLUTION RESCINDING RESOLUTION NO. 99-126 REGARDING FEES FOR SOUND PERMITS y _ Comment: Ordinance No. 14-4600 was passed on November 18, 2014 which eliminated sound equipment permits in Section 6-4 of the City Code. Resolution No. 99-126 sets fees for these permits, and because the permits have been eliminated, the resolution setting the fees should be rescinded. ITEM 3d(3) SEPTEMBER DISBURSEMENTS - MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT OF $9,018,528.92 FOR THE PERIOD OF SEPTEMBER 1 THROUGH SEPTEMBER 30, 2014, AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO AUDIT. Staff has confirmed the sewer does not impact wetlands or the wetlands buffer associated with the subdivision. Approval will allow a 15 -story mixed- use building with ground level retail and 154 units of student housing at 316 Madison Street. ITEM 3e. Setting Public Hearings: ITEM 3e(1) SLOTHOWER ROAD ANNEXATION— MOTION SETTING A PUBLIC HEARING FOR JANUARY 6 ON A RESOLUTION TO ANNEX 1.1 ACRES OF PROPERTY LOCATED AT 965 SLOTHOWER ROAD (ANN 14-0002) Comment: At its November 20 meeting, by a vote of 6-0 (Dyer absent), the Planning and Zoning Commission recommended approval of this annexation and rezoning. Approval will allow an approximately 3.1 acre portion of the Slothower Farm to be split from the larger property. The new parcel would contain 2 acres (location of the farm house) that is already located in the city in addition to the 1.1 acres requested for annexation, which contains a portion of the barn. The property could then be sold as an acreage. (VAC14-00002) (SECOND CONSIDERATION) Comment: At its October 16 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of this vacation with conditions regarding a public access easement and rezoning of the adjacent property to the Riverfront Crossings—West Riverfront zone. APPROVAL OF THE 2016-2020 CONSOLIDATED PLAN - RESOLUTION ADOPTING IOWA CITY'S 2016-2020 CONSOLIDATED PLAN, KNOWN AS CITY STEPS, AUTHORIZING THE CITY MANAGER TO SUBMIT SAID PLAN, TECHNICAL CORRECTIONS AND ALL NECESSARY CERTIFICATIONS TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED CHIEF EXECUTIVE OFFICER FOR THE CONSOLIDATED PLAN (a.k.a. CITY STEPS). Comment: The U.S. Department of Housing and Urban Development requires Iowa City to adopt a new Consolidated Plan at least once every five years. Following the public meeting concerning the Plan, City Council will consider approval. Comment: This development agreement provides up to $1,809,875 in the form of a Tax Increment Financing rebate for construction of a 96 unit rental housing project on the former site of Hartwig Motors. 12 units will serve the workforce housing market and be managed by the Housing Fellowship. The total estimated project construction cost is $16.1 million. � Action: ITEM 8.
