14-13 PREVIOUSLY ESTABLISHING SAID FEES AND
CHARGES.
Comment: The Parks and Recreation Commission and staff review fees
and charges annually and increases are considered in order to help
support the Department's budget. The FY16 fee changes are being
recommended for adoption at this time. Some of the FY16 changes may
actually be implemented in FY15 because the summer season begins in
FY15 but continues into FY16. The Parks and Recreation Commission
reviewed and adopted the proposed changes at their meeting of February
11, 2015.

ESTABLISHING FEES FOR SERVICES AND ACTIVITIES OF THE
NEIGHBORHOOD SERVICES DIVISION AND RESCINDING
RESOLUTION NO. 12-104.
Comment: This resolution updates the fee schedule for rental permits
and inspections. The City of Iowa City Housing Code provides for
inspection and licensing of all multiple dwellings, fraternity/sorority
houses, rooming houses, duplexes, and single-family rental dwellings.
Staff recommends increasing the rental permit fee by roughly 5.5% for
single family and duplexes and 5.8% for multi -family units. This fee
increase is consistent with what was approved in the FY2016 budget.

AMENDMENT NO. 1 TO THE SEPTEMBER 16, 2014 AGREEMENT BY
AND BETWEEN THE CITY OF IOWA CITY AND H. WISS, JANNEY,

Comment: This amendment authorizes Wiss, Janney, Elstner Associates
Inc. to provide additional consulting services during the remedial phase of
the biosolids building roof repairs. The amendment cost is $86,500 and
will bring the total consultant services fees to $109,000. The fees will be
a recuperated from the General Contractor for the Wastewater Treatment
Facilities Consolidation Project.

Comment: At its February 19, 2015 meeting, by a vote of 6-0, the

rezoning, subject to a conditional zoning agreement requiring dedication
of land necessary for the required pedestrian street rights-of-way, Ralston
Creek pedestrian street, Gilbert Street right-of-way, and specified public
access easement to allow for redevelopment in compliance with the
Riverfront Crossings Master Plan.
Comment: The City of Iowa City entered into a contract with HNTB
Corporation on November 18, 2010 to coordinate a National
Environmental Policy Act (NEPA) study and prepare preliminary and final
design documents for the construction of the Iowa City Gateway Project.
It has become necessary to amend the original contract due to additional
work required to complete the NEPA study due to extended review times
by participating agencies and increased public interest and comment
concerning impacts to historic properties. The negotiated additional work
is $529,334.59 for a revised maximum amount payable of $5,296,768.95.
Funding for these services is available through Local Option Sales Tax
Funds and the $3M Federal EDA Grant.

The County's intent is to expand the Johnson County Ambulance Facility,
consolidate the Johnson County Medical Examiners facility and provide
storage for the Auditor's Office voting equipment.

Comment: The project involves renovating and creating accessibility
improvements to the main City Hall lobby, Harvat Hall, the Revenue
Division, and the Neighborhood and Development Services Department.
The project also includes adding two accessible restrooms on the second
floor. Multiple projects that have been pending for several years are being
combined to seek cost effective bidding and to decrease the
inconvenience to the public and operations. More information will be
presented at the public hearing.
ITEM 4e(5) ASPHALT RESURFACING PROJECT 2015 — RESOLUTION SETTING

Comment: This annual project involves the asphalt resurfacing and
chipsealing of various streets throughout Iowa City. The estimated cost
for this project is $576,000 and will be funded with Road Use Tax
proceeds, Wastewater Operation funds, and General Obligation bond
proceeds.

Comment: This proposed ordinance will increase Landfill tipping fees by
$4.00 per ton for all residents, and increase the minimum fee by $.25 per
load. These fee increases are necessary due to annual increases in
operational costs and were approved with the FY2016 adopted budget.
The last Landfill tipping fee change was in 1998 when the rates were
decreased by $10 per ton. This fee increase will be effective July 1, 2015.

Comment: At its February 5 meeting, by a vote of 1-5, the Planning and
Zoning Commission failed to recommend approval of this Comprehensive
Plan amendment. Approval would add the three blocks, largely owned by
the City, to the Downtown District of the Downtown and Riverfront
Crossings Master Plan, and identify these three blocks as suitable for
mixed-use development and civic uses. Because the Planning and
Zoning Commission has failed to recommend approval, City Code
requires that a supermajority vote (6 of 7) of the City Council is necessary

ITEM 8. UNIVERCITY SALE, 711 NORTH GILBERT - AUTHORIZING CONVEYANCE OF A
SINGLE FAMILY HOME LOCATED AT 711 NORTH GILBERT STREET.
Comment: In the UniverCity Neighborhood Partnership Program, the City purchases
rental units located in designated neighborhoods surrounding the University,
rehabilitates them, and then sells them to income -eligible buyers. Under the
UniverCity Neighborhood Partnership Program, the City proposes to sell 711 North
Gilbert Street. The amount of the sale will be $218,000 (this is what the City paid to
purchase the home) plus "carrying costs" of approximately $10,000. "Carrying costs"

Comment: In the UniverCity Neighborhood Partnership Program, the City purchases
rental units located in designated neighborhoods surrounding the University,
rehabilitates them, and then sells them to income -eligible buyers. Under the
UniverCity Neighborhood Partnership Program, the City proposes to sell 429 Ronalds
Street. The amount of the sale will be $223,000 (this is what the City paid to purchase
the home) plus "carrying costs" of approximately $8,500. "Carrying costs" are all costs

flooding. The estimated construction cost is $ 5,500,000. The Iowa Flood Mitigation

growth to fund flood mitigation projects and has allowed Iowa City to capture up to
$8.5 million dollars in future state sales tax growth to pay for the project. Iowa City
will need to bond to pay for the project and the bonds, including finance charges, will

CITY -UNIVERSITY PROJECT 1 URBAN RENEWAL PLAN TO MODIFY
PROPOSED URBAN RENEWAL PROJECT.
Comment: Amendment #12 to the City University Project 1 Urban Renewal Plan has
been refined and requires more financial assistance from the City. This amendment
#13 allows for the consideration of a development agreement not to exceed $8.9
million in TIF financing, as opposed to the $7.1 million in amendment #12. The
change in the amount is due to substantive changes in the proposed Hilton Garden
Inn urban renewal project. A public hearing was set for March 9, however, staff is
recommending the hearing be opened and continued to March 23, when a
development agreement and additional funding source for the urban renewal project
are considered.
