ITEM 4d(2) ITEM 4d(3) PARKS AND RECREATION FEES RESOLUTION ESTABLISHING A REVISED SCHEDULE OF FEES AND CHARGES FOR PARKS AND RECREATION SERVICES AND PROGRAMMING AND RESCINDING RESOLUTION NUMBER 14-13 PREVIOUSLY ESTABLISHING SAID FEES AND CHARGES. Comment: The Parks and Recreation Commission and staff review fees and charges annually and increases are considered in order to help support the Department's budget. The FY16 fee changes are being recommended for adoption at this time. Some of the FY16 changes may actually be implemented in FY15 because the summer season begins in FY15 but continues into FY16. The Parks and Recreation Commission reviewed and adopted the proposed changes at their meeting of February 11, 2015. DEVELOPMENT SERVICES FEE SCHEDULE - RESOLUTION ESTABLISHING FEES FOR BUILDING PERMITS AND OTHER SERVICES AND ACTIVITIES OF THE DEVELOPMENT SERVICES DIVISION AND RESCINDING RESOLUTION NO. 12-103. Comment: This resolution updates the fee schedule for building permits, site plan permits and other miscellaneous actions in the Development Services Division. Comment: This resolution updates the fee schedule for rental permits and inspections. The City of Iowa City Housing Code provides for inspection and licensing of all multiple dwellings, fraternity/sorority houses, rooming houses, duplexes, and single-family rental dwellings. Staff recommends increasing the rental permit fee by roughly 5.5% for single family and duplexes and 5.8% for multi -family units. This fee increase is consistent with what was approved in the FY2016 budget. Comment: The project has been completed by Lynch's Excavating, Inc. of West Branch, Iowa, in substantial accordance with the plans and specifications. WISS, JANNEY, ELSTNER ASSOCIATES, INC. OF NORTHBROOK, ILLINOIS FOR CONSULTING SERVICES FOR THE IOWA CITY WASTEWATER TREATMENT PLANT CONSOLIDATION PROJECT BIOSOLIDS BUILDING ROOF FAILURE FORENSIC ANALYSIS. Comment: This amendment authorizes Wiss, Janney, Elstner Associates Inc. to provide additional consulting services during the remedial phase of the biosolids building roof repairs. The amendment cost is $86,500 and will bring the total consultant services fees to $109,000. The fees will be a recuperated from the General Contractor for the Wastewater Treatment Facilities Consolidation Project. ITEM 4e. Setting Public Hearings: ITEM 4e(1) REZONING HIERONYMUS PROPERTY AT MUSCATINE AND SCOTT ­ MOTION SETTING A PUBLIC HEARING FOR MARCH 23, 2015 ON AN ORDINANCE REZONING 1.36 ACRES OF PROPERTY FROM LOW DENSITY SINGLE FAMILY (RS -5) ZONE TO HIGH DENSITY SINGLE FAMILY (RS -12) ZONE LOCATED NORTH OF MUSCATINE AVENUE AND WEST OF SCOTT BOULEVARD (REZ14-00008) Comment: At its February 19, 2015 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of this rezoning. The rezoning will adjust the zoning boundary to coincide with a proposed 20 -lot residential subdivision located north of Muscatine Avenue and west of Scott Boulevard. ITEM 4e(2) REZONING 1201 S. (REZ15-00001) Comment: At its February 19, 2015 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of this rezoning, subject to a conditional zoning agreement requiring dedication of land necessary for the required pedestrian street rights-of-way, Ralston Creek pedestrian street, Gilbert Street right-of-way, and specified public access easement to allow for redevelopment in compliance with the Riverfront Crossings Master Plan. Comment: The City of Iowa City entered into a contract with HNTB Corporation on November 18, 2010 to coordinate a National Environmental Policy Act (NEPA) study and prepare preliminary and final design documents for the construction of the Iowa City Gateway Project. It has become necessary to amend the original contract due to additional work required to complete the NEPA study due to extended review times by participating agencies and increased public interest and comment concerning impacts to historic properties. The negotiated additional work is $529,334.59 for a revised maximum amount payable of $5,296,768.95. DUBUQUE ST. (REZ15- 00003) ITEM 4e(4) Comment: At its February 19, 2015 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of this rezoning. Approval will allow Johnson County to develop the property. The County's intent is to expand the Johnson County Ambulance Facility, consolidate the Johnson County Medical Examiners facility and provide storage for the Auditor's Office voting equipment. CITY HALL LOBBY, REVENUE, HARVAT HALL & NDS 2015 RENOVATION — RESOLUTION SETTING A PUBLIC HEARING ON MARCH 23, 2015 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE CITY HALL LOBBY, REVENUE, HARVAT HALL & NDS 2015 RENOVATION PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: The project involves renovating and creating accessibility improvements to the main City Hall lobby, Harvat Hall, the Revenue Division, and the Neighborhood and Development Services Department. The project also includes adding two accessible restrooms on the second floor. Multiple projects that have been pending for several years are being combined to seek cost effective bidding and to decrease the inconvenience to the public and operations. More information will be presented at the public hearing. ITEM 4e(5) ASPHALT RESURFACING PROJECT 2015 — RESOLUTION SETTING A PUBLIC HEARING ON MARCH 23, 2015 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE ASPHALT RESURFACING PROJECT 2015, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This annual project involves the asphalt resurfacing and chipsealing of various streets throughout Iowa City. The estimated cost for this project is $576,000 and will be funded with Road Use Tax proceeds, Wastewater Operation funds, and General Obligation bond proceeds. March 9, 2015 City of Iowa City Page 7 ITEM 4e(6) LANDFILL FEES - RESOLUTION SETTING A PUBLIC HEARING FOR MARCH 23, 2015, ON AN ORDINANCE AMENDING TITLE 3 ENTITLED "CITY FINANCES, TAXATION & FEES," CHAPTER 4 ENTITLED "SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES AND PENALTIES," SECTION 5 ENTITLED "SOLID WASTE DISPOSAL," OF THE CITY CODE TO INCREASE OR CHANGE LANDFILL USER FEES. Comment: This proposed ordinance will increase Landfill tipping fees by $4.00 per ton for all residents, and increase the minimum fee by $.25 per load. These fee increases are necessary due to annual increases in operational costs and were approved with the FY2016 adopted budget. The last Landfill tipping fee change was in 1998 when the rates were decreased by $10 per ton. This fee increase will be effective July 1, 2015. ITEM 4f. Comment: At its February 5 meeting, by a vote of 1-5, the Planning and Zoning Commission failed to recommend approval of this Comprehensive Plan amendment. Approval would add the three blocks, largely owned by the City, to the Downtown District of the Downtown and Riverfront Crossings Master Plan, and identify these three blocks as suitable for mixed-use development and civic uses. Because the Planning and Zoning Commission has failed to recommend approval, City Code requires that a supermajority vote (6 of 7) of the City Council is necessary to approve the Comprehensive Plan amendment. Approval will allow the development of Mackinaw Village Part 6, an 8 -lot, 4.59 -acre residential subdivision located west of Mackinaw Drive and s south of Manitou Trail. UNIVERCITY SALE, 711 NORTH GILBERT - AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 711 NORTH GILBERT STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 711 North Gilbert Street. The amount of the sale will be $218,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $10,000. "Carrying costs" are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. a. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 429 Ronalds Street. The amount of the sale will be $223,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $8,500. Comment: Amendment #12 to the City University Project 1 Urban Renewal Plan has been refined and requires more financial assistance from the City. This amendment #13 allows for the consideration of a development agreement not to exceed $8.9 million in TIF financing, as opposed to the $7.1 million in amendment #12. The change in the amount is due to substantive changes in the proposed Hilton Garden Inn urban renewal project.
