Comment: This resolution approves the use of a revised Complete
Streets Policy as part of the City's efforts to achieve a Blue Zones
designation. The Complete Streets Policy is intended to ensure that
roadways and public right-of-way are designed to accommodate all users
and modes of transportation including: pedestrians, bicyclists, transit
riders, and motorists. Through the use of the Policy, the City expects to
realize long-term benefits including, but not limited to, improved public
health, reduced fuel consumption, improved environmental stewardship,
and reduced demand for motor vehicle infrastructure.
FIRST AVENUE GRADE SEPARATION - RESOLUTION AWARDING

Comment: Bids for this project were opened on Tuesday, March 17,
2015, by the Iowa Department -14 Transportation. Staff is currently
reviewing the bids and a recommendation for award will be presented to
Council at the council meeting on Monday, March 23, 2015. The total
estimated construction cost is $10,933,000, and work will be completed
under two contracts within the same construction area and timeframe.
The first contract (estimated $2,762,000) will include the railroad track
work and will be completed by the Iowa Interstate (IAIS) Railroad, and the
second contract, being approved with this resolution, will include all other
work. This project will be funded with Federal Surface Transportation
Program (STP) proceeds, Traffic Safety Improvement Program (TSIP)
proceeds, General Obligation bond proceeds and a contribution from the
IAIS Railroad. I've
NORTH AIRPORT LISTING AGREEMENT - RESOLUTION
AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST AN AMENDMENT TO THE LISTING AGREEMENT WITH
LEPIC-KROEGER REALTORS FOR THE NORTH AIRPORT
SUBDIVISION TO EXTEND THE TERM FOR EIGHT MONTHS.
Comment: The North Airport Development Subdivision, aka Aviation
Commerce Park, includes commercial lots, which have been marketed for
sale and lease to the general public. The current listing agreement with
Lepic-Kroeger Realtors expired on March 1, and this resolution approves
an amendment to extend it to December 31, 2015. Of the four remaining
lots to be sold, three are subject to a purchase agreement. The Airport
Commission considered the amendment at its March 19 meeting.

Comment: This annual project involves the asphalt resurfacing and chipsealing
of various streets throughout Iowa City. The estimated cost for this project is
$576,000 and will be funded with Road Use Tax proceeds, Wastewater
Operation funds, and General Obligation bond proceeds.

APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE CITY HALL
LOBBY, REVENUE, HARVAT HALL & NDS 2015 RENOVATION PROJECT,
ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID,
DIRECTING CITY CLERK TO PUBLISH NOTICE TO BIDDERS, AND FIXING
TIME AND PLACE FOR RECEIPT OF BIDS.
Comment: The project involves renovating and creating accessibility
improvements to the main City Hall lobby, Harvat Hall, the Revenue Division, and
the Neighborhood and Development Services Department. The project also
includes adding two accessible restrooms on the second floor. Multiple projects
that have been pending for several years are being combined to seek cost
effective bidding and to decrease the inconvenience to the public and operations.
More information will be presented at the public hearing. The renovations will
result in updates to current ADA standards and operational efficiencies. The
estimated construction cost is $817, 017 and will be funded with General
Obligation bond proceeds.

ITEM 8. LANDFILL USER FEES - AMENDING TITLE 3, ENTITLED "CITY FINANCES,
TAXATION & FEES," CHAPTER 4 ENTITLED "SCHEDULE OF FEES, RATES,
CHARGES, BONDS, FINES AND PENALTIES," SECTION 5 ENTITLED
"SOLID WASTE DISPOSAL," OF THE CITY CODE TO INCREASE OR
CHANGE CERTAIN SOLID WASTE CHARGES.
Comment: This proposed ordinance will increase Landfill user fees by $4.00 per
ton, from $38.50 to $42.50 for Iowa City residents and from $43.50 to $47.50 for
all other residents. The minimum user fee is increasing by $.25 per load, from
$3.00 to $3.25 for Iowa City residents and from $3.25 to $3.50 for all other
residents. These fee increases are necessary due to annual increases in
operational costs and were previously approved with the FY2016 adopted
budget. The last tipping fee change was in 1998 when the rates were decreased
by $10 per ton. These fee increases will be effective July 1, 2015.

ITEM 9. AMEND URBAN RENEWAL PLA — P OVING AMENDMENT NO. 13 TO
THE CITY -UNIVERSITY PROJECT 1 URBAN RENEWAL PLAN TO MODIFY
PROPOSED URBAN RENEWAL PROJECT.
Comment: Amendment #12 to the City University Project 1 Urban Renewal Plan
has been refined and requires more financial assistance from the City. This
amendment #13 allows for the consideration of a development agreement not to
exceed $8.9 million in TIF financing, as opposed to the $7.1 million in
amendment #12. The change in the amount is due to substantive changes in the
proposed Hilton Garden Inn urban renewal project. A public hearing was set for
March 9, however, staff is recommending the hearing be opened and continued
to March 23, when a development agreement and additional funding source for
the urban renewal project are considered. This item was deferred from the
March 9 Council meeting.

ITEM 10. HOTEL DEVELOPMENT - RESOLUTION APPROVING AN AGREEMENT
FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE CITY OF IOWA
CITY, IOWA, AND IOWA CITY HOTEL ASSOCIATES, L.L.C.

Comment: A local hotel developer has proposed a 12 story, 144 room Hilton
Garden Inn hotel for 328 S. Clinton Street. The hotel will offer meeting and
conference space, a restaurant, and a rooftop food and beverage garden. It is
located directly east of the new UI School of Music and directly south of the
proposed UI Museum of Art. The development agreement contemplates a
combination of $8.8 million in tax increment finance rebates, a tax increment
grant from the proposed UI Museum of Art Building, once that development is
complete, and a partial rebate of the hotel motel taxes generated by the new
� hotel property.

ITEM 11. CHANGE HOTEL TAX FUNDING FORMUL RESOLUTION RESCINDING
RESOLUTION 05-113 AND ESTABLISHING A NEW POLICY FOR USE OF
FUNDS DERIVED FROM HOTEL -MOTEL TAX.
Comment: The distribution of visitor -generated hotel/motel taxes must be
approved by resolution. The City Council has approved a development agreement
for Hilton Garden Hotel that includes, in part, financial assistance in the form of a
rebate of a portion of hotel motel tax derived from the new hotel. This resolution
allows for half of the new hotel motel tax generated by the hotel to be rebated back
to the developer, while the remainder is distributed in the same proportion as the
taxes collected from all other lodging properties in Iowa City.

DIRECTION FOR STAFF TO RESPOND TO A REQUEST FROM THE CITY OF
CORALVILLE FOR A LETTER INDICATING NO OBJECTION TO THE
EXPANSION OF LEEPFROG TECHNOLOGIES IN CORALVILLE.
Comment: Leepfrog Technologies, currently headquartered in Iowa City, has
submitted a request for financial assistance from the State of Iowa and the City of
Coralville. Coralville has indicated that the State of Iowa has asked for a letter
from the City of Iowa City indicating we have no objection to Leepfrog's
expansion in Coralville.

"MOTOR VEHICLES AND TRAFFIC," CHAPTER 4, ENTITLED "PARKING
REGULATIONS," TO ESTABLISH PROVISIONS FOR FOOD TRUCK
VENDING ON CITY STREETS. (FIRST CONSIDERATION)
Comment: Following a pilot food truck program in 2014, staff is recommending
an amendment to Code to allow food trucks to vend in parking stalls on City
streets with a City -issued permit. Food trucks will not be allowed to vend in the
"downtown" area (as that area is defined in the ordinance), within 150 feet of a
restaurant, or in any residential zone (e.g., RS -5, RM -12).
