Public Works and Engineering recommend award of the contract to Veit &
Company Inc. of Rogers, Minnesota. The Iowa Flood Mitigation Program
(IFMP) is designed to allow cities to capture 70% of future state sales tax
growth to fund flood mitigation projects and has allowed Iowa City to
capture up to $8.5 million dollars in future state sales tax growth to pay for
the project. Iowa City will need to bond to pay for the project and the
bonds, including finance charges, will be retired using future state sales
tax growth.
ITEM 4d(5) 2014 SEWER REPAIR - RESOLUTION APPROVING THE FINAL
CONTRACT PRICE FOR THE 2014 SEWER REPAIR PROJECT.
Comment: The final cost of this project was incorrectly included in the
resolution and on the agenda accepting the project on March 9, 2015.
This resolution corrects the final contract price to $108,592.00.
ITEM 4d(6) 28E AGREEMENT FOR JOINT PROVISION OF UNDERWATER
SEARCH AND RECOVERY OPERATIONS — RESOLUTION
AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST TO A 28E AGREEMENT AMONG THE CITY OF IOWA CITY,
JOHNSON COUNTY, IOWA, THE UNIVERSITY OF IOWA AND
_ CERTAIN OTHER CITIES FOR THE JOINT PROVISION OF
1-5-74 UNDERWATER SEARCH AND RECOVERY OPERATIONS.
Comment: This resolution allows the Mayor to sign the Underwater
Search and Recovery Operations Mutual Aid Agreement on behalf of the
City of Iowa City. The agreement provides additional equipment and
personnel to the parties in the event of an underwater search or recovery
incident that would otherwise exhaust a parties resources.

AFSCME CONTRACT - RESOLUTION AUTHORIZING AN
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE
AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL
EMPLOYEES LOCAL #183, TO BE EFFECTIVE JULY 1, 2015
THROUGH JUNE 30, 2020.
Comment: This is a five-year agreement for Fiscal Years 2016, 2017,
2018, 2019, and 2020 which provides for an across-the-board wage
increase of 2% at the beginning of FY2016, 2.4% in FY2017, and 2.4% in
FY18. It also provides for increases to employee contributions for health
insurance premiums and increases to deductible and out-of-pocket
maximums for both single and family health insurance policies. A $500
increase in the annual maximum dental benefit was also negotiated to be
effective in January 2017. The agreement provides for a contract re -
opener for wages and insurance only for FY2019 and FY2020.
ITEM 4d(8) CONFIDENTIAL / ADMINISTRATIVE COMPENSATION -
RESOLUTION ESTABLISHING CLASSIFICATION/COMPENSATION
PLANS FOR CONFIDENTIAL/ADMINISTRATIVE EMPLOYEES AND
EXECUTIVE EMPLOYEES FOR FY16, FY17, AND FY18.
Comment: This is a three-year compensation plan for all administrative,
confidential, and executive employees. It is consistent with adjustments
to be made to the general employees' classified plan as a result of the
recently negotiated collective bargaining agreement.
ITEM 4d(9) POLICE LABOR CONTRACT - RESOLUTION AUTHORIZING AN
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE POLICE
LABOR RELATIONS ORGANIZATION OF IOWA CITY TO BE
EFFECTIVE JULY 1, 2015 THROUGH JUNE 30, 2016.

Comment: This is a one-year agreement for Fiscal Year 2016 which
provides for an across-the-board wage increase of 2.75%. The
agreement also provides for increases to employee contributions for
health insurance premiums and increases to deductible and out-of-pocket
maximums for both single and family health insurance policies. The
specific terms of this settlement are the result of an arbitrator's award.
Setting Public Hearings:
LOT 7 NORTH AIRPORT DEVELOPMENT SUBDIVISION -
RESOLUTION SETTING A PUBLIC HEARING FOR APRIL 21, 2015 TO
APPROVE A PURCHASE AGREEMENT BETWEEN THE CITY OF
IOWA CITY AND RONALD WADE TRUST FOR LOT 7 OF THE NORTH
AIRPORT DEVELOPMENT SUBDIVISION AND TO CONSIDER A
PROPOSAL TO CONVEY SAID PROPERTY.
Comment: The North Airport Development Subdivision includes
commercial lots, which have been marketed for sale to the general public.
The City has negotiated a purchase agreement with Ronald Wade Trust
which requires City Council approval. This resolution sets a public hearing
on the purchase agreement for April 21. The sale price is $185,000,
which is $4.38/sq. ft., which is slightly more than the price at which other
lots have recently sold ($4.25/sq. ft.).

Comment: It is anticipated the Planning and Zoning Commission will
make a recommendation on this proposed rezoning at its April 2 meeting.
The intended purpose of the rezoning is to allow a medical clinic at the
northeast corner of Dubuque Road and N Dodge St.
ITEM 4e(3) $6,500,000 GENERAL OBLIGATION BONDS - RESOLUTION FIXING
DATE (April 21) FOR A MEETING ON THE PROPOSITION OF THE

Comment: This project consists of removing the existing landfill
household hazardous chemical waste storage building and replacing it
with a new one. The estimated construction cost is $100,000 and will be
funded with Landfill revenues.
ITEM 4e(9) EAST HARRISON STREET RECONSTRUCTION - RESOLUTION
SETTING A PUBLIC HEARING ON APRIL 21, 2015 ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST
FOR THE CONSTRUCTION OF THE EAST HARRISON STREET
RECONSTRUCTION PROJECT, DIRECTING CITY CLERK TO
S /O S PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY
ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC
INSPECTION.
Comment: This project involves the reconstruction of East Harrison
Street from Clinton Street to Dubuque Street. Improvements include new
roadway, sidewalk, storm sewer, water main, and other associated
improvements. The estimated construction cost is $450,000 and will be
funded with General Obligation bond proceeds.

Comment: Due to an error in the publication notice and agenda item it is

HOUSING AUTHORITY ANNUAL PLAN - ADOPTING THE IOWA CITY
HOUSING AUTHORITY'S 5 -YEAR 2015-2019 AND ANNUAL PLAN FOR
FISCAL YEAR 2015.
Comment: The Quality Housing and Work Responsibility Act of 1998 ("QHWRA")
requires submission of both a 5 -Year and an Annual Plan. The 5 -year PHA
(Public Housing Agency) Plan describes the agency's mission and the long-term
plan for achieving that mission over the subsequent five years. These strategies
for meeting the Housing Authorities mission, goals, and objectives are based on
data collected in CITY STEPS 2016-2020 Iowa City's Consolidated Plan for
Housing, Jobs, and Services for Low -Income Residents. The Annual Plan
provides details about the PHA's current programs and the resident population
served, as well as the PHA's strategy for addressing the housing needs of
currently assisted families and the larger community. The Annual Plan also
serves as the annual application for grants to support improvements to public
housing buildings (Capital Fund Program).

Comment: Leepfrog Technologies, currently headquartered in Iowa City, has
submitted a request for financial assistance from the State of Iowa and the City of
Coralville. Coralville has indicated that the State of Iowa has asked for a letter
from the City of Iowa City indicating we have no objection to Leepfrog's
expansion in Coralville. This item was deferred indefinitely at the March 23

LANDFILL USER FEES - AMENDING TITLE 3, ENTITLED "CITY FINANCES,
TAXATION & FEES," CHAPTER 4 ENTITLED "SCHEDULE OF FEES, RATES,
CHARGES, BONDS, FINES AND PENALTIES," SECTION 5 ENTITLED
"SOLID WASTE DISPOSAL," OF THE CITY CODE TO INCREASE OR
CHANGE CERTAIN SOLID WASTE CHARGES. (SECOND CONSIDERATION)
Comment: This proposed ordinance will increase Landfill user fees by $4.00 per
ton, from $38.50 to $42.50 for Iowa City residents and from $43.50 to $47.50 for
all other residents. The minimum user fee is increasing by $.25 per load, from
$3.00 to $3.25 for Iowa City residents and from $3.25 to $3.50 for all other
residents. These fee increases are necessary due to annual increases in
operational costs and were previously approved with the FY2016 adopted
budget. The last tipping fee change was in 1998 when the rates were decreased
by $10 per ton. These fee increases will be effective July 1, 2015. Staff requests

Comment: Following a pilot food truck program in 2014, staff is recommending
an amendment to Code to allow food trucks to vend in parking stalls on City
streets with a City -issued permit. Food trucks will not be allowed to vend in the
"downtown" area (as that area is defined in the ordinance), within 150 feet ofa�,
restaurant, or in any residential zone (e.g., RS -5, RM -12).

COMMITTEE.
Two Council Members serve staggered two year terms on the Advisory
Committee. Council Member Dickens' term expires July 1 and he has expressed
interest in being re -appointed to a term July 1, 2015 — June 30, 2017. All City
Council appointments will be reviewed and reappointed at the City Council
organizational meeting
after the first of the year.
