QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar item # 4d(7) — First Avenue Grade Separation Project ... ) Mayor
Hayek stated that Council Member Payne has reported a conflict of interest on this item,
and requested it be removed from the Consent Calendar for separate consideration.
Majority agreed to consider the item separately.
2. (Consent Calendar item # 4d(3) - Churchill Meadows ... ) City Clerk Karr requested the
item be deleted from the Consent Calendar, and would be placed on a future agenda.
3. (Agenda item # 20 — Charter Amendments ... ) In response to Council Member Dobyns,
the City Attorney provided information on the objection process.
4. (Agenda item # 17 — amending positions and pay plan ... Transportation and Resource
Management Department) In response to Council Member Botchway, Asst. City
Manager Fruin indicated that the resolution creates a supervisory position in Landfill and
Waste Water operations, and in this case there are no costs savings.
5. (Agenda item # 8 — 2015 Landfill Chemical Storage Building Replacement ... ) Public
Works Dir. Knoche responded to questions.
6. (Consent Calendar item # 4d(9) — Workforce Housing Tax Credits..) Council Member
Throgmorton noted an article in Saturday's Gazette regarding this particular project and
expressed a desire to have Council learn more about important projects before they are
announced to the media. Individual Council Members noted projects are often
discussed in Planning and Zoning or Economic Development minutes. Neighborhood
Services Coordinator Hightshoe present for discussion. City Atty. Dilkes noted timing
issues make things difficult given open records and open meetings acts.
7. (Agenda item # 20 — Charter Amendments ... ) City Atty. Dilkes noted some minor typos
were contained in the red -lined version and have been corrected , but have not been
redistributed.

Council Member Payne, Throgmorton, and Botchway presented information on the email memo
contained in the packet. Neighborhood Development Services Dir. Boothroy presented
background information. After discussion a majority of Council requested staff prepare a memo
of the information provided by NDS Dir. Boothroy, responding to issues raised in the email
memo, and including aging neighborhood issues. Council Members noted the number of items
on the current pending list, indicating a need to prioritize, consolidate, and/or remove.
ACTION: Report back in 2-3 months, and schedule work -session thereafter. (Boothroy)
IOWA CITY SCHOOL FACILITIES PLAN UPDATE
City Manager Adm. Analyst Andrew presented a power point and distributed late handouts. City
Council reviewed and discussed recent revisions to the facilities plan.
ACTION: Continue to monitor and communicate with School District. (Andrew)
INFORMATION PACKET DISCUSSION (April 9, 161
April 9
1. (IP # 4 - ... KXIC ... ) Council Member Throgmorton indicated he could do May 27 or
- June 3. Mayor Hayek suggested Council Member contact Karr directly with their
availability prior to the May 5 meeting.
2. (IP # 10 - .... Human Rights minutes) Council Member Throgmorton stated he would
support of the suggestion of a Terry Cunningham award being discussed by the Human
Rights Commission.

1. (IP # 9 — ... MPO Human Services Coordinator position ... ) Council Member Botchway
stated he was still receiving comments regarding better communication within the
community between individuals and non-profit organizations regarding services and
funding; and indicated he would think about this further and come back with more ideas.
2. (IP # 15, 16, 17 — Planning and Zoning Commission ... minutes) In response to Council
Member Payne, City Clerk Karr stated the attendance charts for all Boards and
Commission should reflect a rolling 12 month period and she would follow up.
3. (IP # 8 — ... Post Office move ... ) In response to Council Member Botchway, Asst. City
Manager Fruin reported the City did appeal to retain the downtown location prior to the
final decision; currently was working with downtown businesses encouraging backfilling
of some services; and stated the City lacks control of many issues including review of
building plans and inspections. Botchway asked that information be shared with the
public.
4. (IP # 9 — Criminal Justice Coordinating Committee minutes) Council Member Botchway
reported on discussion at the April 8 meeting regarding the MacArthur Foundation Safety
and Justice Challenge Grant and his interest for Iowa City to provide funding as well.
More discussion will occur when minutes of the meeting are received.

COUNCIL TIME / PENDING WORK SESSIONS TOPICS
1. Mayor Pro tem Mims reported she and Asst. City Manager Fruin and Economic
Development Coordinator Ford would be visiting Omaha with representatives from ICAD
and the Chamber on Monday and Tuesday (27t and 28th)
2. Council Member Throgmorton requested Council contribute $3,000 toward the KoNec
program (civil rights tour). Individual Council Members expressed support for the
program but raised concerns regarding Council becoming involved in ad funding
requests. Staff will follow up with a memo on the history.
3. Council Member Dobyns reported on Uber legislation in Nevada requiring anyone who
uses Uber services to have a complete background check, and that there had to be
taxable money from all Uber uses.
