fewdayslaterbyfilingaCHINApetitionThecomplainanttoldinvestigatorsofthiscomplaintthatwhoeverwasatthedoorOfficerAwasbeingdisrespectfultothemanandthatshedidnotrealizeitwasapoliceofficerShestatedshethoughtthatsinceshedidnotsummontheofficershedidnothavetolettheofficerinThecomplainanttoldtheinvestigatorsthatshewentintothebedroomtochangehershirtShestatedshewasnottryingtohidethebloodyshirtandshowedOfficerAwherethetshirtwasThecomplainanttoldinvestigatorsthatsheknewOfficerAwascallingHumanServiceswhenshewasatthefrontdoorThecomplainanttoldinvestigatorsthatshedidnotknowshehadaninjurytohertempleuntilOfficerAmentionedittoherThecomplainantlatertoldinvestigatorsthatshethoughttheinjurytobeseriousandlifethreateningandthatitwasabigholeandpouredanddrippedbloodallnightAtnotimedidthecomplainantrequestmedicalassistancefortheinjurytohertempleareaConclusionAlleqation1FalsestatementsaqainstOfficerATheboardhasnocausetosuspectorbelieveOfficerAmadefalsestatementstoanypartyinvolvedwiththissituationOfficerAsstatementsweresupportedbythewrittenreportsofotherofficersonthesceneandinsomecircumstancesbythecomplainantShereportedaccuratelytheorderofeventsandmovementsofthoseinvolvedbothpoliceandcitizenOfficerAdocumentedtheneedforthetemporarycustodyremovalofthebabyfromtheresidenceduetothedangeroussurroundingsthateveninganddidnothingtoconveyfalseinformationtoeithertheDepartmentofHumanServicesortheJohnsonCountyAttorneysOfficeTheBoardfindstheChiefsconclusionissupportedbysubstantialevidenceandisnotunreasonablearbitraryorcapriciousAllegation1againstOfficerAisnotsustainedAlleqaton1FalsestatementsaqainstOfficerCTheboardhasnocausetosuspectorbelievethatOfficerCmadefalsestatementstoanypartyinvolvedwiththissituationOfficerCplayedasecondaryroleinregardtotheinvestigationandcallingoftheIowaDepartmentofHumanServicesTheBoardfindstheChiefsconclusionissupportedbysubstantialevidenceandisnotunreasonablearbitraryorcapriciousAllegation1againstOfficerCisnotsustainedAlleqaton2IlleqalSearchagainstOfficerATheboardhasnocausetosuspectorbelievethatOfficerAcommittedanunconstitutionalsearchofthesuspectorthepremisesExigentcircumstancesexistedallowingawarrantlessentrybytheofficerTheBoardfindstheChiefsconclusionissupportedbysubstantialevidenceandisnotunreasonablearbitraryorcapriciousAllegation2againstOfficerAisnotsustained
