UISG: Neal Staff: Markus, Fruin, Dilkes, Karr, Knoche, Yapp, Morris, Boothroy, Moran, O'Brien, Howard, Andrew, Hart, Hightshoe. A transcription and power points are available in the City Clerk's Office and the City website. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Consent Calendar item 3d(5) — Iowa City Gateway Project ... Amendment No. 2 ... HNTB Corporation of Kansas City MO ... ) Public Works Dir. Knoche responded to questions. 2. (Agenda item # 5a — Zoning amendment for hospitals ....) In response to Council Member Payne, Development Services Planner Howard stated that "FAR" referred to in her memo stands for "Floor area ratio". 3. (Consent Calendar item # 3f(4) — Correspondence from Doug Beardsley ... Electronic cigarettes...) A majority of Council directed staff to place an ordinance on an upcoming agenda expanding the current legislation to include e -cigarettes. 4. (Consent Calendar item # 3d(12) — County rezoning of Newport Road ... letter recommending approval ... ) In response to Council Member Dobyns, Development Services Coordinator Yapp presented a power point on the fringe area agreement and the distinction between rezoning review and subdivision review. 5. (Agenda item # 7 - Assessments ... adopting assessment schedule ... ) Mayor Hayek stated that if anyone appeared regarding their assessment the procedure has been to remove that property from the list, defer to the next meeting, and act upon the remaining properties. 6. (Consent Calendar item # 3d(14) — CDBG /HOME ... amendments for housing projects) Mayor Hayek stated that people may be attending as part of public comment period and he would be mentioning at the beginning of the meeting the item and the time to talk would be prior to adoption of the Consent Calendar. 7. (Consent Calendar item # 3f(7) — Correspondence from David Robertson and David Freeman... Wetherby Park) In response to Council Member Throgmorton, City Manager Markus stated the Police Chief and other staff were meeting with individuals, involving parents, and would be responding. Mayor Hayek stated he had received a request to consider moving items up on the agenda prior to the Chauncey discussion. Majority of Council agreed to leave the agenda order as presented INFORMATION PACKET DISCUSSION [May 21, 281 May 21 1. (IP4 - Invitation from Assistant City Manager: Workplace (R)evolution) Mayor Pro tem Mims noted the invitation for the event on June 8 and stated she had planned to attend prior to the scheduling of a special Council meeting. Asst. City Mgr. Fruin stated staff would be attending. Council Member Payne reported she would not be attending the special meeting and would see if she could attend the event. May 28 1. (IP3 — ... KXIC Radio Show) City Clerk Karr will verify who is scheduled for the June 3 show during the break. Council Member Dobyns noted he had signed up for two additional Friday morning shows, and the late handout this evening reflected the additions. Council Member Throgmorton reported on the May 26th City of Literature board meeting, noting it would be the last meeting for retiring University of Iowa President Sally Mason and the contributions she has made over the years. 2. Council Member Throgmorton recounted the Iowa Work CEO meeting on May 28th in Cedar Rapids; and reported on the grant received by Region 10 tracking dislocated workers. He indicated he would be working with the City Manager on responding to the situation and what the City could do. 3. Council Member Payne noted she would not be at the formal meeting during "Council Time" and asked someone to mention Party in the Park starting Thursday, June 4, at Kiwanis Park. 4. Council Member Payne stated she and Council Member Dobyns would be working the City booth at Arts Fest Friday evening. 5. Council Member Payne questioned if Council would be discussing the priority list outlined in Asst. City Manager Fruin's memo (IP5 of May 28 info packet) UIS rep. Neal stated that the UISG leadership asked if the sidewalk repair policy could be reviewed prior to the start of school in the fall based on safety concerns, noting the absence of a side walking routes from Hawks Ridge to Walmart. PW Dir. Knoche present for discussion. Asst. City Manager Fruin will meet with UISG. UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS Council Member noted Arts Fest starting Friday in downtown Iowa City. Meeting adjourned 6:31 PM.
