THE IMPLEMENTATION BY JOHNSON COUNTY OF A COMMUNITY
IDENTIFICATION CARD PROGRAM.
Comment: The Johnson County Board of Supervisors has passed a
resolution to implement a Community Identification Card program. This
resolution expresses the City's support of the program and commits
$6,000 toward the implementation expenses.

WORK FOR THE 2015 CLEARING AND GRUBBING PROJECT.
Comment: The project has been completed by Neuzil & Sons of Oxford,
Iowa, in substantial accordance with the plans and specifications. The
Engineer's Report and Performance and Payment bonds are on file with
the City Engineer. This project included clearing and grubbing in
association with 4 projects; First Avenue Grade Separation, Slothower
Road Water Main, Sycamore Street Reconstruction, and Storm Sewer
Maintenance at Industrial Park Road. This work was completed prior to
the projects in order to comply with the Iowa DNR bat habitat regulations.

Comment: The City received 2 funding requests for events in fiscal year
2016. Both fiscal year 2016 applicants have been approved for funding
through this program in previous fiscal years. City staff recommends
approval of both requests.
ITEM 3d(9) PARKING COVENANT RELEASE - RESOLUTION AUTHORIZING THE
MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO A PARTIAL
RELEASE OF PARKING COVENANT ORIGINALLY IMPOSED ON 225
/s_ SOS IOWA AVENUE, IOWA CITY, IOWA.
Comment: Upon redevelopment of the Bruegger's located at 225 Iowa
Ave., the owner requested permission from the Board of Adjustment to
provide all of the required parking in a City -owned parking facility. In turn,
the City imposed a parking covenant on the property. Bruegger's now
wishes to sell an undeveloped portion of its property for redevelopment by
Kevin Monson, owner of 7 S. Linn Street, which was also destroyed in the
fire. Mr. Monson has requested that the parking covenant be released for
that undeveloped portion of his property. Staff has reviewed this request
and recommends approval.

RECYCLING SERVICES ASSIGNMENT - RESOLUTION
AUTHORIZING ASSIGNMENT OF CONTRACT WITH CITY
CARTON COMPANY, INC. TO REPUBLIC SERVICES FOR
RECYCLING PROCESSING SERVICES FOR THE CITY OF
IOWA CITY
Comment: This resolution approves the proposed assignment of the City
of Iowa City recycling processing services contract from City Carton
Company, Inc. to Republic Services. In January of 2015, Republic
Services acquired City Carton Company, Inc. and Republic Services
wishes to assume the rights and obligations of the recycling services
contract with the City of Iowa City. In addition, the resolution authorizes
the City Manager, or designee, to manage the contract in the future.
ITEM 3d(12) WILD PRAIRIE ESTATES PART 6— RESOLUTION APPROVING
FINAL PLAT (SUB15-00010)
15-90-7 Comment: A final plat of Wild Prairie Estates Part 5 was approved in
2004. The applicant proposes to convert an `Outlot for Future
Development' to a single family developable lot. Staff recommends
approval of the final plat subject to approval of legal papers and
construction drawings by the City Attorney and City Engineer. It is
anticipated that legal papers and construction drawings will be approved
prior to the June 16 City Council meeting. Approval will allow the
development of Wild Prairie Estates Part 6, a 1 -lot, 2.02 -acre residential
subdivision.
ITEM 3d(13) PRELIMINARY PLAT EXTENSION— RESOLUTION EXTENDING
PRELIMINARY PLAT APPROVAL OF STONE BRIDGE ESTATES
PART 10, IOWA CITY, IOWA.
ID Comment: The preliminary plat of Stone Bridge Estates Part 10, a 27 -lot,
8.06 -acre subdivision located north of Court Street and west of Taft
Avenue, was approved in 2011. The owner, Arlington LC, received a 24 -
month extension of preliminary plat in 2013, and is requesting another 24 -
month extension of preliminary plat approval.

TO THE AUGUST 21, 2012 AGREEMENT BY AND BETWEEN THE CITY O
IOWA CITY AND AECOM TECHNICAL SERVICES OF WATERLOO, IA FOR TH
DUBUQUE STREET / 1-80 PEDESTRIAN BRIDGE PROJECT.
Comment: A contract was previously entered into with AECOM to prepare
preliminary and final design documents for the construction of the Dubuque Street/1-
80 Pedestrian Bridge and Recreation Trail Project. It has become necessary to
amend the original contract to provide construction services required for shop
drawing review and approval, on-call assistance during construction, and 3D
electronic files for machine control grading. The negotiated amount for the
additional work is $9,900 with a revised maximum amount payable of $248,400.
This will be funded with General Obligation bond proceeds.
ITEM 3d(15) CHURCHILL MEADOWS RESOLUTION APPROVING FINAL PLAT OF
CHURCHILL MEADOWS, IOWA CITY, IOWA (SUB15-00002)
Comment: A preliminary plat of Churchill Meadows was approved on January 6,
2015. Staff recommends approval of the final plat subject to approval of legal
papers and construction drawings by the City Attorney and City Engineer. It is
anticipated that legal papers and construction drawings will be approved prior to the
June 16 Council meeting. Approval will allow the development of Churchill
Meadows, a 96 -lot, 37.46 -acre residential subdivision located on Herbert Hoover
Highway.
ITEM 3d(16) AGREEMENT WITH JOHNSON COUNTY RE: HERBERT HOOVER HIGHWAY
IMPROVEMENTS — RESOLUTION APPROVING A 28E PROJECT AGREEMENT
BETWEEN JOHNSON COUNTY, IOWA AND THE CITY OF IOWA CITY, IOWA
FOR IMPROVEMENTS TO A PORTION OF HERBERT HOOVER HIGHWAY FOR
THE CHURCHILL MEADOWS SUBDIVISION
Comment: Herbert Hoover Highway is County right-of-way. This agreement
authorizes the City to construct improvements within this right-of-way at no expense
to the County in conjunction with the Churchill Meadows subdivision. The Cit
anticipates the developer will perform the installation of any necessary City utili ' s
for service to the subdivision, which may include a sidewalk.

POSITIONS IN THE COMMUNICATIONS DIVISION OF THE ADMINISTRATIVE
OFFICES DEPARTMENT BY RECLASSIFYING ONE -FULL TIME PRODUCTION
ASSISTANT, CABLE TV POSITION TO ONE FULL-TIME MEDIA PRODUCTION
ASSISTANT POSITION.
Comment: Following the vacancy and non -replacement of the Cable TV Office's
Government Programmer position, it is necessary to redistribute many of its job
duties and responsibilities to the Production Assistant position. This requested
increase from AFSCME pay grade 7 to 8 would adjust the job title and salary of this
position to a level that is more commensurate with its increased level of
responsibility. This change would result in an incremental cost of approximately
$2,400 for FY2016.

$135,000 (this is what the City paid to purchase the home) plus the

Comment: Since 2007, the state legislature has gradually enacted provisions to
make nearly all building trades subject solely to state licensing in order to provide

City no longer has such licensing authority. The State does allow municipalities to
license sanitary sewer and water service installers, and the City should continue to

covered either by State law or City Code. This ordinance makes it illegal to smoke
electronic cigarettes in every place it is illegal either under State law or City Code to
smoke tobacco products.
