ITEM 2d. Resolutions and Motions:
ITEM 2d(1) SENIOR CENTER GRANT AGREEMENT RESOLUTION
AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
S ATTEST A GRANT AGREEMENT WITH JOHNSON COUNTY FOR
FUNDS TO SUPPORT THE IOWA CITY / JOHNSON COUNTY SENIOR
CENTER.
Comment: This resolution approves a one-year grant agreement for
$59,224 from Johnson County to assist with the operating expenses of
the Center for FY16. As in the past, the funds will be used to support
operations, such as community outreach programming, Senior Center
Television, and senior nutrition by hosting a five day -a -week congregate
meal program. This is the same amount provided by the County for FY14
and FY15.
ITEM 2d(2) INDUSTRIAL PARK MARKETING - RESOLUTION AUTHORIZING THE
MAYOR TO SIGN A LISTING AGREEMENT WITH LEPIC - KROEGER
REALTORS FOR THE 420TH STREET INDUSTRIAL PARK.
Comment: The 420TH Street Industrial Park is a 173 -acre shovel -ready
industrial use site. City staff issued a request for proposals for
professional services to list and market the site. Staff recommends
entering into a one-year listing/marketing agreement with Lepic - Kroeger
Realtors. The designated broker will be Jeff Edberg. The sales
commission will be 6% of the final sale price.
ITEM 2d(3) END OF TRIP FACILITIES POLICY - RESOLUTION ADOPTING AN
END OF TRIP FACILITIES POLICY FOR NEWLY CONSTRUCTED
PUBLIC BUILDINGS AND WITH MAJOR REMODELING OF MUNICIPAL
PROPERTIES.
Comment: This end of trip facilities policy intends to ensure that public
buildings are accessible by visitors and employees using all modes of
transportation. The policy focuses on accommodations for bicyclists and
pedestrians and applies to new city facilities and major remodeling
projects. The policy was developed in conjunction with the local Blue
Zones community policy committee and has been approved by the Blue
Zones state team.
ITEM 2d(4) APRIL DISBURSEMENTS - MOTION TO APPROVE
DISBURSEMENTS IN THE AMOUNT OF $8,059,112.08 FOR THE

PUBLIC HEARING FOR JULY 27, 2015, ON A PROPOSAL TO CONVEY

Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 318 South Lucas Street. The amount of the sale will be
$135,000.
ITEM 2e(2) UNIVER-CITY SALE, 1111 EAST BURLINGTON - RESOLUTION
SETTING PUBLIC HEARING FOR JULY 27, 2015, ON A PROPOSAL TO
CONVEY A SINGLE FAMILY HOME LOCATED AT 1111 EAST
BURLINGTON STREET.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 1111 East Burlington Street. The amount of the sale will be
$199,000.

Comment: At its June 4 meeting, by a vote of 6-0 (Martin absent), the
Planning and Zoning Commission recommended approval of this
rezoning. Approval would allow a reduction of the front yard setback from
20 feet to between 13.91 feet and 18.48 feet for properties on the 2600
Block of Blazing Star Drive. The applicant has requested expedited

Comment: At its June 4 meeting, by a vote of 6-0 (Martin absent), the
Planning and Zoning Commission recommended approval of this
rezoning. This rezoning is to rectify an error on a zoning action in 2005. It
was discovered that while the property has been shown as CB -5 on the
Zoning Map since 2005 when properties on the north side of Iowa Ave
were rezoned from CB -2 to CB -5, the 410 Iowa Ave property was
inadvertently excluded from the legs description in the 2005 rezonir�q

ITEM 5. WILLOW CREEK / KIWANIS PARK RENOVATION PROJECT - RESOLUTION
AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE
CITY CLERK TO ATTEST A CONTRACT FOR THE CONSTRUCTION OF THE
WILLOW CREEK / KIWANIS PARK RENOVATION PROJECT.
Comment: Bids will be received on Friday, July 10, and bid information and a
completed resolution recommending award will be provided in late handouts
distributed prior to the meeting. The original award date for this project was July 27.
However, award at this time will ensure that the contract can be signed and
construction can begin on August 3, which is the start date for the project as stated in
the bid notice.

Comment: The Board of Appeals, at their public meeting on May 18, 2015 voted
unanimously to recommend approval of the building code as amended. The
adoption of this code, for the most part, is supported by the Greater Iowa City Area
Homebuilders Association (HBA). The Historic Preservation Commission reviewed
and supports the historic preservation related code amendments. These

ITEM 8. BUILDING TRADES LICENSING - ORDINANCE A ENDING TITLE 17,
ENTITLED "BUILDING AND HOUSING," CHAPTER 11, ENTITLED
"LICENSING," TO REFLECT THAT ALL LICENSES FOR BUILDING TRADES
ARE ISSUED BY THE STATE EXCEPT FOR SANITARY SEWER AND
WATER SERVICE INSTALLER. (SECOND CONSIDERATION)
Comment: Since 2007, the state legislature has gradually enacted provisions to
'b 33 make nearly all building trades subject solely to state licensing in order to provide
uniformity throughout the state. Although the City has ceased issuing licenses
consistent with the State law, the City Code has not been amended to reflect that the
City no longer has such licensing authority. The State does allow municipalities to
license sanitary sewer and water service installers, and the City should continue to --�,
do so. The Board of Appeals, at their public meeting on May 18, 2015 voted
unanimously to recommend approval of thiisthis code..

ITEM 9. ELECTRONIC CIGARETTES - ORDINANCE MEN G TITLE 6, ENTITLED
"PUBLIC HEALTH AND SAFETY," CHAPTER 10, ENTITLED "SMOKE FREE
PLACES," TO PROHIBIT SMOKING ELECTRONIC CIGARETTES IN AREAS
WHERE IT IS ILLEGAL TO SMOKE TOBACCO. (SECOND CONSIDERATION)
Comment: Under State law, it is illegal to smoke tobacco products in certain public
spaces, places of employment, and enclosed City buildings. The City has declared
additional areas to be smoke free including municipal parking ramps, City Plaza
except for alleys, and certain areas of Iowa City parks. Electronic cigarettes are not
covered either by State law or City Code. This ordinance makes it illegal to smoke
electronic cigarettes in every place it is illegal either under State law or City Code to
smoke tobacco products. Corre pondence included in packet.
