Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easements to construct the Iowa City Gateway Project — Foster Road to Ronalds Street and Park Road from the Dubuque Street intersection to Holt Ave. This project includes the elevation of Dubuque Street and the reconstruction of the Park Road Bridge over the Iowa River. The project will include roadway, intersection and utility improvements, new sidewalk, and a combined trunk sanitary sewer. The project will be funded with Surface Transportation Program funds, THUD appropriation funds and General Obligation bond proceeds. Comment: See Engineer's Report. ITEM 3d(7) PROCUREMENT OF WATER METERS RESOLUTION AUTHORIZING THE PROCUREMENT OF WATER METERS FOR FISCAL YEAR 2016. Comment: This resolution will approve the procurement of water meters necessary for utility billing for new home/business installations and meter repairs from Ferguson Waterworks. The FY16 budgeted amount for water meters is $185,000 which exceeds the $150,000 spending authority of the City Manager, thus requiring Council approval. Funds are available in account #73730140. ITEM 3d(8) PROCUREMENT OF MOTOR FUELS - RESOLUTION AUTHORIZING THE PROCUREMENT OF MOTOR FUELS FOR FISCAL YEAR 2016. Comment: This resolution will approve the award of the City of Iowa City / s 3 7 fuel purchasing contract to Consumer's Cooperative Society. The procurement is a result of RFP #16-201 released on June 3, 2015. The initial term of the contract is one (1) year, with an option to renew for four (4) additional one (1) year terms. The FY16 budgeted amount for fuel is $2,544,175, which exceeds the $150,000 spending authority of the City Manager, thus requiring Council approval. Funds are available in account #'s 81710510 and 71810230. July 27, 2015 ITEM 3d(9) 15-a39 ITEM 3d(10) 5 - a3`i ITEM 3d(11) 15_aLlC ITEM 3d(12) City of Iowa City Page 4 PROCUREMENT OF STREET SWEEPER - RESOLUTION AUTHORIZING THE PROCUREMENT OF ONE (1) STREET SWEEPER. Comment: This resolution will approve the procurement of one (1) new Elgin Pelican NP Street Sweeper for the Streets Division. The procurement is in accordance with the National Joint Powers Alliance (NJPA) Contract #022014 -FSC. The total cost with trade-in is $177,032.80, which exceeds the $150,000 spending authority of the City Manager, thus requiring Council approval. The new sweeper will be replacing the oldest sweeper in the fleet which is budgeted for replacement. Funds are available in account #81710520. DESIGN, PRODUCTION AND MAILING OF CITY BILLS AND WEB SERVICE - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RENEWAL OF A CONTRACT FOR DESIGN, PRODUCTION, AND MAILING OF THE CITY OF IOWA CITY UTILITY BILL, LANDFILL BILL, ACCOUNTS RECEIVABLE BILL, ENVELOPES, AND WEB SERVICE FOR ONE ADDITIONAL YEAR. Comment: The original contract with SourceHov was for services through September 2014. This contract was extended for an additional year through September 2015. This resolution will allow the services to be extended for the additional year through September 2016. BIKE SHARING GRANT - RESOLUTION AUTHORIZING THE CITY MANAGER TO CO-SPONSOR, WITH THE UNIVERSITY OF IOWA, A BIKE -SHARE PROGRAM USING GRANT FUNDS FROM THE IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FROM THE IOWA DEPARTMENT OF TRANSPORTATION Comment: The City of Iowa City and the University of Iowa submitted a joint application to the Iowa Department of Transportation requesting Iowa Clean Air Attainment Program (ICAAP) funding for the development of a Bike -sharing project, which was approved in the amount of $135,300. A portion of the local funding match required will be provided by the University of Iowa Parking and Transportation Department($20,000), University of Iowa Staff Council($4,000), University of Iowa Student Govern ment($4,000), and the City of Iowa City($13,700). This resolution will commit the City's portion of the local match, and make the City responsible for administration of program funds. FIRST AVENUE LANE CONVERSION - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE IOWA DEPARTMENT OF TRANSPORTATION FUNDING AGREEMENT [2016 -TS -009] FOR THE CONVERSION OF FIRST AVENUE FROM A FOUR -LANE TO A THREE -LANE ROADWAY. Comment: The funding agreement includes $500,000 in Traffic Safety Improvement Program (TSIP) funds to be applied toward the conversion of First Avenue (Bradford Drive/J Street to Highway 6) from a four -lane to a three -lane roadway with bicycle lanes. July 27, 2015 ITEM 3d(13) /s - alta_ ITEM 3d(14) 15-aL-3 ITEM 3d(15) J5-_�4 City of Iowa City Page 5 MORMON TREK BOULEVARD LANE CONVERSION - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE IOWA DEPARTMENT OF TRANSPORTATION FUNDING AGREEMENT [2016 -TS -015] FOR THE CONVERSION OF MORMON TREK BOULEVARD FROM A FOUR -LANE TO A THREE -LANE ROADWAY. Comment: The funding agreement includes $500,000 in Traffic Safety Improvement Program (TSIP) funds to be applied toward the conversion of Mormon Trek Boulevard (Melrose Avenue to Highway 1) from a four - lane to a three -lane roadway with bicycle lanes. The project also includes a proposed northbound right turn lane on Mormon Trek Boulevard at Benton Street. TRANSPORTATION AND RESOURCE MANAGEMENT POSITIONS - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE TRANSPORTATION AND RESOURCE MANAGEMENT DEPARTMENT AND THE AFSCME PAY PLAN BY ELIMINATING ONE SENIOR MW — LANDFILL POSITION AFSCME GRADE 12, AND ADDING ONE LANDFILL OPERATOR POSITION, AFSCME GRADE 9. Comment: The Transportation and Resource Management Department had a Senior Maintenance Worker — Landfill vacancy occur via retirement. After evaluating the position, it was determined that the department would be best served at this time by adding another Landfill Operator position as opposed to the Senior Maintenance Worker position. DEDICATION OF ADDITION RIGHT-OF-WAY - RESOLUTION ACCEPTING THE DEDICATION OF AUDITOR'S PARCEL 2015037 AS PUBLIC RIGHT-OF-WAY ADJACENT TO 629 S. RIVERSIDE DRIVE, IOWA CITY, IOWA. Comment: Riverview West, L.L.C. is in the process of redeveloping 629 S. Riverside Drive, and has entered into a redevelopment agreement with the City regarding that redevelopment. As a condition of the redevelopment agreement and the rezoning associated with this project, the developer was required to dedicate additional right-of-way to the City. This resolution accepts the dedication of that right-of-way. ITEM 3e. Setting Public Hearings: ITEM 3e(1) HIGHLANDER DEVELOPMENT RIGHT-OF-WAY VACATION MOTION SETTING A PUBLIC HEARING FOR AUGUST 18 ON AN ORDINANCE VACATING AN UN -PAVED STREET RIGHT-OF-WAY KNOWN AS AUDITOR'S PARCEL #2008020 AND TWO UTILITY EASEMENTS ADJACENT TO LOT 10 OF HIGHLANDER DEVELOPMENT THIRD ADDITION LOCATED EAST OF NORTHGATE DRIVE (VAC15-00002). Comment: At its July 2 meeting, by a vote of 6-0 (Eastham absent), the Planning and Zoning Commission recommended approval of the vacation of this up -paved street right-of-way. The vacated street will be replaced by Clear Ridge Road to be located approximately 450 feet north in the Highlander Fourth Addition. July 27, 2015 City of Iowa City Page 6 15 -�?y ITEM 3e(2) HARRISON STREET RIGHT-OF-WAY VACATION - MOTION SETTING A PUBLIC HEARING FOR AUGUST 18 ON AN ORDINANCE VACATING THE UN -PAVED PORTION OF HARRISON STREET LOCATED WEST OF LINN (VAC15-00004) Comment: At its July 16 meeting, by a vote of 6-0 (Freerks absent), the Planning and Zoning Commission recommended approval of the vacation of this up -paved street right-of-way. The vacated street will become part of the Court and Linn redevelopment site. ITEM 3e(3) ROOFTOP SERVICE AREAS — MOTION SETTING A PUBLIC HEARING FOR AUGUST 18 ON AN ORDINANCE AMENDING TITLE 14: ZONING TO ZONING TO ADD A DEFINITION FOR "ROOFTOP SERVICE AREAS" AND ESTABLISH STANDARDS FOR SUCH USES. Comment: At its July 16 meeting, by a vote of 6-0 (Freerks absent), the Planning and Zoning Commission recommended approval of this zoning code amendment. Approval will establish standards and procedures to allow hotels and eating and drinking establishments to have outdoor rooftop areas. ITEM 3e(4) AMENDING FY2016 BUDGET - RESOLUTION SETTING A PUBLIC HEARING ON AMENDING THE FY2016 OPERATING BUDGET. Comment: This resolution sets a public hearing for August 18, 2015 to amend the FY2016 operating budget. Information will be available to the public on Friday July 24, 2015. ITEM 3f. UNIVERCITY SALE, 917 NORTH DODGE - AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 917 NORTH DODGE STREET. 15—Dy--7 Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 917 North Dodge Street. The amount of the sale will be $135,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $17,125. "Carrying costs" are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. a. COURT / LINN DEVELOPMENT AGREEMENT - APPROVING A DEVELOPMENT AGREEMENT, INCLUDING THE TRANSFER OF LAND DESCRIBED THEREIN, BY AND BETWEEN THE CITY OF IOWA CITY, IOWA AND CASL HOLDINGS, LLC d Comment: The proposed Development Agreement with CASL Holdings LLC (parent company CA Ventures), provides that the Developer will pay the City $5.5 million for the site, make a contribution to the City for affordable housing in the amount of $1 million, construct a mixed-use project consisting of 2 buildings housing a hotel, office space, retail and apartments with a construction cost of approximately $74 million and dedicate 10% of the residential units to affordable housing. BICYCLE REGULATIONS — ORDINANCE AMENDING TITLE 9, ENTITLED "MOTOR VEHICLES AND TRAFFIC," CHAPTER 1, ENTITLED "DEFINITIONS, ADMINISTRATION AND ENFORCEMENT OF TRAFFIC PROVISIONS," AND CHAPTER 8, ENTITLED "BICYCLES," TO EXPAND THE DEFINITION OF "BICYCLE"; PERMIT THE RIDING OF TWO BICYCLES ABREAST EACH OTHER; REMOVE THE REQUIREMENT THAT BICYCLISTS RIDE TO THE FAR RIGHT SIDE OF THE ROAD; AND AUTHORIZE THE IMPOUNDMENT OF INOPERABLE BICYCLES. (FIRST CONSIDERATION) Comment: This ordinance makes three changes to the provisions for bicycles. First, the definition of bicycle is amended to include recumbent and upright bicycles. Second, the code currently requires that bicyclists ride single -file and as far to the right hand side of the road as practicable. Surrounding communities permit bicyclists to ride two abreast on roadways, and most bicycle advocacy groups promote cycling two abreast because it makes cyclists more visible. This ordinance amends the code accordingly. Third, broken and inoperable bicycles attached to bike racks take up scarce space and currently cannot be impounded until they have been left unattended for 7 days, and this ordinance allows for impounding of inoperable bicycles without having to wait 7 days.
