Clinton Street from Intensive Commercial (CI -1) Zone to Riverfront Crossings — Central Crossings (RFC -CX) Zone (REZ15-00008). Moved by Mims, seconded by Botchway to continue public hearing and defer first consideration of ordinance conditionally rezoning 0.41 acres of land located at 705 and 709 S. Clinton Street from Intensive Commercial (CI -1) Zone to Riverfront Crossings — Central Crossings (RFC -CX) Zone (REZ15-00008 to August 18 Development Services Coordinator Yapp presented a power point. Moved by Mims, seconded by Dickens, to approve a letter to the Johnson County Planning and Zoning Commission rezoning from County Agriculture (A) to County Residential (R3) for approximately 40 acres of property located at 3051 Buchmayer Bend NE in the Iowa City/Johnson County Fringe Area (CZ15-00002). A public hearing was held on a resolution approving plans, specifications, form of contract, and estimate of cost for the construction of the PCC Pavement Rehabilitation Project 2015, establishing amount of bid security to accompany each bid, directing City Clerk to publish notice to bidders, and fixing time and place for receipt of bids. A public hearing was held on a resolution approving a development agreement, including the transfer of land described therein, by and between the City of Iowa City, Iowa and CASL Holdings, LLC. Moved by Mims, seconded by Botchway, to adopt RES. 15-250, APPROVING AN AGREEMENT FOR PRIVATE REDEVELOPMENT, INCLUDING THE TRANSFER OF LAND, BY AND BETWEEN THE CITY OF IOWA CITY, IOWA AND CASL HOLDINGS, LLC. A public comment period was held on a resolution adopting Iowa City's FY16 Annual Action Plan Amendment #1, which is a sub -part of Iowa City's 2016-2020 Consolidated Plan (City Steps), authorizing the City Manager to submit said plan and all necessary certifications to the U.S. Department of Housing and Urban Development. Moved by Mims, seconded by Botchway, to adopt RES. 15-253, REJECTING BIDS RECEIVED ON JULY 10, 2015 FOR THE WILLOW CREEK/KIWANIS PARK RENOVATION PROJECT. Parks & Recreation Dir. Moran present for discussion. Moved by Mims, seconded by Payne, that the ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 1, entitled "Definitions, Administration and Enforcement of Traffic Provisions," and Chapter 8, entitled "Bicycles," to expand the definition of "Bicycle"; permit the riding of two bicycles abreast each other; remove the requirement that bicyclists ride to the far right side of the road; and authorize the impoundment of inoperable bicycles, be given first vote. Individual Council Members expressed their views. Moved by Mims, seconded by Botchway, to make the following appointments to Board and Commissions: appoint appoint Mark Signs, 1825 Hollywood Blvd., Syndy Conger, 1915 Calvin Ave., Emily Sieple, 47 Valley Ave., #7, to the Housing and Community Development Commission for three vacancies to fill three-year terms September 1, 2015 — September 1, 2018. Moved by Botchway, seconded by Mims to accept correspondence from Sally Scott, Edie Pierce -Thomas, and Emily Seiple. Appoint Paul Roesler, 30 Mary Ct., to the Parks and Recreation Commission for an unexpired term, upon appointment — January 1, 2018. Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. The Mayor noted the following Boards and Commissions and all will be readvertised: Airport Zoning Brd. of Adjustment for a five- year term January 1, 2014 — December 31, 2018 (Formerly advertised; Full term); Appeals, Board of, for an unexpired five-year term January 1, 2014 - December 31, 2018. Moved by Payne, seconded by Botchway, to appoint Doug Hart as Police Department replacement on the Johnson County E911 Service Board for a term expiring January 1, 2016. Council Member Dobyns reported on hosting RABRAI riders for breakfast, the early ride through downtown Iowa City, and the possibility of Iowa City being a host city in the future. Council Member Payne reminded everyone of the annual Rummage in the Ramp event. Council Member Throgmorton reported on his participation in the Iowa City Pride Parade; Affordable Housing Coalition's Mixer; Party in the Park at North Market Square; the ADA's 25th anniversary celebration; and his recent visit to Prague participating in a conference. Council Member Botchway noted agenda item # 3d(11), bike sharing grant, and his participating in bike sharing in other cities. Mayor Hayek reported on his participation in the White House Conference on Aging. Asst. City Manager Fruin announced Parks & Recreation Dir. Moran would be celebrating his 32nd anniversary with the City and retiring on September 25; and noted his projects over his past five years as Director.
