The City of Iowa City's Housing Code was amended in 2003 to address neighborhood stabilization issues when regulations were added to address tenant nuisance behavior (e.g., disorderly house, disorderly conduct, assaults, etc.) and it has been very effective in dealing with 'party house' type activity. Again in 2008, the Housing Code was amended to address neighborhood stabilization with the prohibition of storage and use of indoor furniture outdoors. The storage and use of these indoor items outside contributes to the appearance of overall property neglect, has been a fire hazard and provides habitation for vermin. Two goals of the 201415 Strategic Plan are to foster healthy neighborhoods and a strong urban core. In the spring of 2015, the staff, mayor and mayor pro -tem toured the University impacted neighborhoods to determine other possible enforcement changes that would assist with neighborhood stabilization. Outlined below are ongoing and new 'targeted' enforcement efforts as well as proposed code amendments to address the items of concern. Ongoing 'targeted' enforcement efforts: • Investigate nuisance complaints (weeds, snow on sidewalk, occupancy, trash) • Continue spring clean-up enforcement following the University of Iowa's spring break. • Conduct monthly "couch patrol" in assigned neighborhood quadrants. • Fall move -in patrols in assigned neighborhood quadrants. • Follow-up nuisance code inspections of single family rental houses cited for disorderly house by the police department. New 'targeted' enforcement efforts(starting fall 2015): • Create March and August listening post events for College Hill, Northside, and Goosetown neighborhoods. March and August are key months regarding Spring and Fall code enforcement issues and these meetings should help staff 'target' code enforcement efforts. Expand the use Iowa City's 'Nextdoor' neighborhood web -site to create additional information opportunities. • Conduct a walking survey concerning exterior conditions in the University impacted neighborhood areas. This survey will involve documentation of existing building/property maintenance conditions (both rental/owner occupied) by University of Iowa planning students with the help of City staff. Staff will provide follow up code enforcement of any documented violations. August 13, 2015 Page 2 • During the regular systematic inspection of rental properties in the University impacted areas Rental Inspection staff will place greater emphasis on verifying the condition of public sidewalks and require repairs as needed. • Conduct monthly Nuisance Code inspections in the University impacted neighborhoods. • Increase the enforcement of off street parking regulations (e.g. parking on grass, etc.). As many of these parking/vehicle storage violations happen outside of the typical work week, Iowa City Police Department Community Service officers will be asked to document off street parking violations using the ICgovXpress mobile application. Housing Inspection staff will follow up with enforcement. • Consider the suspension of rental permits for up to 6 months when rental property/units are found to be over -occupied. This would be stepped up enforcement for repeat offenders of the Zoning Code's residential occupancy requirements. Fines ($750) have not been found to effective in changing behavior. Housing Code Amendments 1. The storage and use of furniture on surfaces 30" above grade without guardrails. This change is being recommended to regulate and prohibit furniture on roofs of residential dwellings while still allowing their use on properly designed exterior areas. Furniture placed/used on a roof is unsafe and contributes to the appearance of overall property neglect. 2. Exterior Surfaces. a. Exterior painted surfaces would be required to be painted in a uniform, color consistent, and complete fashion. All painted surfaces would be required to be properly prepped to allow for paint to adhere and remain painted regardless if items are subject to decay or deterioration. This change would raise the minimum maintenance standard for the exterior appearance of residential properties and would protect against their decay and deterioration. b. All exterior surfaces, regardless of material composition, would be required to be maintained in a good, safe, and sanitary condition. Currently the Iowa City Housing code is silent on this issue and this change would allow staff to address maintenance issues as it relates to decay and deterioration (e.g. siding covered in mold/mildew would be required to be cleaned). c. In historic and conservation districts bare treated lumber would not be an approved finish for wood surfaces visible from the street. Approved coverings for lumber would include colored stains and paints. This change would bring consistency with existing building & zoning codes as they pertain to historic and conservation districts. 3. Exterior Screening. Porches and decks less than 5' off grade visible from the right of way, in historic and conservation districts, would be required to have under porch and under deck screening. The screening would be required to be complementary to the dwelling as approved by the City. Areas under decks and porches have a tendency to collect trash, debris and incidental storage. Proper screening will help with the control of this nuisance. 4. Solid Waste Facilities Screening. All dumpsters/ recycling facilities located on existing multi -family dwelling sites would be required to be screened with materials that are complementary to the dwelling and as approved by the City. This is a new requirement for existing uses and would mirror the current Iowa City zoning code screening requirements for new development. This proposed change would bring older multi -family August 13, 2015 Page 3 sites into compliance with current screening standards. Enclosing dumpsters and recycling facilities will contain trash and debris in a controlled area and reduce the amount of nuisance litter in a neighborhood. This requirement would be enacted in tandem with the anticipated changes in Iowa City's solid waste ordinance, which will require recycling facilities for all multi -family dwellings, over a two year period. 5. Outdoor Storage. The storage of landscaping and construction material would not be permitted in areas visible from the street facing right of way. 6. Exterior Area Maintenance. Fences, screening, and retaining walls would be required to be maintained in a safe & structurally sound manner. All wood or painted surfaces would be required to be painted and or stained in a uniform, color consistent, and complete fashion. All other surfaces would be required to be maintained in a uniform, color consistent, and complete fashion. This change would raise the minimum maintenance standard and address the issues of dilapidation, decay, and deterioration. Landscaping timbers and other related items as approved by the City would be exempt from this regulation. The Iowa City Housing Code applies to both owner -occupied and rental residential properties. However, the Housing Code exempts owner -occupied properties from the requirement of systematic code inspections and are only inspected on a 'complaint' basis. The proposed 'stepped up' code inspection program is designed to systematically focus equally on all properties located in the University impacted neighborhoods. Systematically requiring both owner -occupied and rental properties to be Housing Code compliant would be a significant change and not without controversy. Recommendation: Staff recommends amending the Housing Code and implementation of the proposed stepped up 'targeted' neighborhood inspection program. Both of these changes are designed to address the goal of neighborhood stabilization in the City's University impacted neighborhoods. Also, staff will work with the Apartment Owners Association concerning changes. Finally, these changes can be implemented at this time without adding additional rental inspectors. However, it must be noted that because of the continued growth in new multifamily rental units, the growth in rental inspections and with the increasing demand to have a more proactive neighborhood inspection programs, adding a housing inspector will soon need to be considered. cc: Doug Boothroy, Director Neighborhood and Development Services r I P4 CITY OF IOWA CITY _;..I'I'�� MEMORANDUM Date: August 6, 2015 To: Tom Markus, City Manager From: Brenda Nations, Sustainability Coordinator Re: STAR Community Rating System update Introduction: In March, the City of Iowa City joined the 2015 Spring Leadership Program, a one-year program designed to work through the STAR Community Rating System (www.starcommunities.org). The STAR Community Rating System is the first national certification program designed for use by local governments to identify and validate implementation of best practices in creating sustainable communities. Sustainable communities promote not only a healthy environment but also a strong economy and well-being for all residents, now and for future generations. The STAR Program will provide analysis of the Iowa City community by assessing more than 500 quantitative and qualitative metrics. The program is a robust framework developed over a four year period by more than 200 experts and local government representatives. There are forty-four objectives in seven goal areas covered in STAR, shown in the table below. Background: The importance of sustainability was established as a focus of the City Council's strategic plan. The City published the Iowa City Sustainability Assessment in 2013, which documented five year trends of 59 indicators and compared those trends with Iowa and U.S. data. The STAR Rating System was released after the Sustainability Assessment was August 10, 2015 Page 2 completed. The STAR Community Rating System differs from the Sustainability Assessment in several ways: • the Sustainability Assessment mainly analyzed data trends; the methods of measurement in STAR also include policies, codes, maps, programs, outreach, plans and partnerships as standards and criteria for best practices • STAR can be used to compare our achievements with other cities, rather than comparing our data with state and federal data • STAR metrics include community -wide metrics in addition to local government data • the STAR data that we don't currently have in place can be used as a menu of options to implement in the future • STAR emphasizes the systems approach of sustainability and stresses the interconnectedness of municipal actions. For example, if a city decreases vehicle miles travelled, they also improve the activity of citizens along with increasing outdoor air quality. The 2013 Sustainability Assessment identified that Iowa City has made achievements in several areas of sustainability for which the STAR Leadership Program was a logical next step. The STAR framework can act to provide direction towards next possible steps by identifying areas in which we can improve and methods in which to do so. Benefits: Engaging in the STAR Program will allow Iowa City to receive national recognition for our achievements, demonstrate a commitment to sustainability, improve transparency and accountability to the public, gain competitive advantage to attract funding, and build and strengthen partnerships within government and within the community. To date, over thirty communities have received a STAR rating, three of which are in Iowa (Des Moines, Davenport and Dubuque). The most beneficial aspect of completing the STAR Program will be the ability to set informed targets for moving ahead. It also provides a solid foundation of information which will guide future actions. Timeline: This effort is being led by myself and Card Fox-Rummelhart (Housing Authority) but involves working with most city departments and will require involvement from outside agencies as well. The Leadership Program runs for one year, from March 2015 to February 2016 with a goal of having all documentation entered into the online STAR reporting tool by mid-November. All data submitted by City staff will be verified by STAR technical staff for accuracy to see if it meets the established criteria. The verification takes two to three months after which Iowa City will receive points towards certification and final rating. Data collection is currently on target and a sustainability rating is anticipated in the spring. Certification levels are awarded by points as follows: • 3 -STAR Community — 200-399 points o Recognized for sustainability leadership • 4 -STAR Community — 400-599 points o Recognized for national excellence • 5 -STAR Community 600+ points (of 720 possible points) o Recognized as top tier achiever in national sustainability Currently fifteen communities have been awarded the 3 -STAR rating, fourteen communities hold the 4 -STAR rating and only three communities have received a 5 -STAR award. Certification lasts for three years from the certification date. August 10, 2015 Page 3 Summary: After a year of data collection and review, it is projected that Iowa City will have a STAR Community Rating and be recognized for sustainability by next spring. This certification will be beneficial in highlighting Iowa City's achievements and in giving guidance in seven goal areas of sustainability within a community. Once certified, the public will be able to review results for the community in each category on the STAR website, allowing for improved communication surrounding our sustainability efforts. The purpose of the STAR program is to have a comprehensive analysis of the community in order to plan and set goals for future achievement. Richard Eisenberg , Contributor omment Now I recently participated in the Age Boom Academy program, Global Aging: Danger Ahead? run by Columbia University's Robert N. Butler Columbia Aging Center. While there, I heard a lot about New York City's impressive efforts to be an "age -friendly" city. That got me wondering: Why are a few communities, like New York and Portland, Ore., working to become more age -friendly for their residents but so many others aren't? Is it due to political leadership and canniness (or a lack of it)? Do the age of the residents, the workforce and the local customers have an effect? Does it come down to whether there's money in a city's budget? Consider: • There are only 6o U.S. communities in the AARP Network of Age - Friendly Communities • Mayors in just 136 of the nation's 19,000 cities signed the Milken Institute's 2014 Best Cities for Successful Aging Mayor's Pledge, "committing to make their cities work better for older adults and to enable older adults to strengthen their cities and improve lives for all generations through purposeful work and volunteerism" • The World Health Organization's (WHO) Global Age -friendly Cities and Communities list has merely 258 cities and communities in 30 cities around the world • The National League of Cities 2015: State of the Cities Report is silent about efforts to make cities more age -friendly Aging Nation, But Few Age -Friendly Communities Clearly, there aren't many age -friendly places at a time when the United States is looking at a doubling of its older population in the next 20 to 25 years. "We have not done enough to make clear that aging is not about old people. If we make it about the frail old, we are not going to be successful to get age -friendly communities and will never get the political will," notes Feather. Lisa Warth, who oversees WHO's Global Network of Age -friendly Cities and Communities, looks to the communities themselves. "Cities and communities, their infrastructures and services are still predominantly oriented at the needs and schedules of the able-bodied working population," she told me "and are only slowly adapting to the diverse capacities, realities, needs and preferences of their residents." Paul Irving, chairman for the Future of Aging at the Milken Institute, says some cities "benefit by a collection of infrastructure characteristics" that make them more age -friendly than others, such as a vibrant mass transit system. But, Irving adds, "I think a lot of it has to do with leadership." How Bloomberg's Team Did It Former New York City Mayor Michael Bloomberg has garnered praise for making age -friendliness a municipal priority during his administration. In 2oio, NYC became the first member of the World Health Organization's Global Network of Age -Friendly Cities. Bloomberg's administration beefed up the number of benches at city bus stops, created senior hours at city pools and more. Ruth Finkelstein, associate director of the Columbia Aging Center, who directed the Age -Friendly New York City Initiative, explained why such changes happened. "It was the first time it became an effort overtly with government partners and with an explicitly city-wide focus," Finkelstein recalled. In other words, this wasn't about, say, the New York City Parks Department deciding to make parks better for older residents. Every agency was instructed to consider the city's aging population in its policies and programs. Tell me how we can better serve older people using the resources you have in a better way," says Feather. It's why you see age -friendliness in Portland, Ore., says Feather. "They've been working on this for 30 years," he adds. "It turns out that most of the things old people need are good for the rest of the community, too." What's Happening in Iowa City That's the thinking in Iowa City, Iowa, too — the "best small city" for successful aging in the Milken Institute's 2014 Best Places for Successful Aging list. The irony is, Iowa City is typically thought of as a college town, with the University of Iowa there. Just 8 percent of its residents are 65+. "We're not Boca Raton," laughs Mayor Matthew Hayek, who's been in charge there since 2010. Hayek was a panelist at the recent White House Conference on Aging due to his city's exemplary efforts. A humble guy ("Iowa City has been committed to successful aging and senior issues for three and a half decades"), he says: "We try to look at as much of our programming and capital decisions and budgeting through the lens of our senior population, but not to the exclusion of our other constituencies." Iowa City offers builders bonuses for new construction aimed at seniors; tries to locate services near where residents live; just approved Iowa's first inter- generational co -housing project; provides door-to-door transit service for the disabled and has a dedicated senior center commission advising the city on senior issues. "Our overall intent is to promote purposeful aging," says Hayek. "We want our senior population to not be isolated, but to be engaged." Interestingly, Iowa City isn't one of AARP's Age -friendly communities. Mayor Hayek told me he wasn't familiar with that list. The AARP Age -friendly List About that list: AARP essentially took the World Health Organization's conceit and ran with it stateside about three years ago. "The idea was to connect [WHO's list] to our efforts to create more livable communities," says Rodney Harrell, director of the AARP Livable Communities program. "We want to get cities to the point where they work for people of all ages." Harrell says he's found that age -friendly places are sometimes "cases of a community facing a large number of adults and want to figure out how to deal with it." What's key, says Harrell, is that the community has "the support of people who can implement those changes." It's not enough to just have a plan, he notes. When I asked Harrell why more U.S. communities aren't on AARP's list, he said "there's a little bit of a barrier to entry." He's referring to AARP's serious application and assessment process, which can take a few years. "It's not as easy as signing a pledge or saying you're going to do something," says Harrell. "A community has to have the capacity to actually do this." And why don't cities — or at least the National League of Cities — see becoming age -friendly as, if not a priority, then at least a consideration? "We have more work to do," says Harrell. "So do the folks who run the leadership of cities." Transformations In the Shadows One thing I've learned looking into the age -friendly business: Some communities are making strides to become better places for older residents but just aren't drawing attention to themselves or showing up on lists. "I know there are places doing great stuff that don't have a designation and aren't even seeking it," says Finkelstein. Adds Warth: "Many cities and communities around the world have dedicated policies and services aimed at improving the quality of life of seniors without being connected to one of the networks or initiatives promoting age -friendly cities and communities." For instance, the Making Your Community Livable for All Agesreport from the National Area Agencies on Aging cited places like York County, Pa., which had an "Embracing Aging" campaign and Miami Gardens, Fla., which created a home repair and maintenance program to help older adults age in place. Last week, the Denver Regional Council of Governments held a summit discussing challenges facing older residents of Denver and solutions to them. Feather says the communities that Grantmakers in Aging and the Pfizer Foundation are assisting have completely different projects from each other. Each is raising an amount equal to a third of the grant money they're receiving and, Feather notes, they all share one goal: "To make it a great place to grow up and grow old." "I have a sense this conversation about how cities can serve this new era of aging is more of a subject of discussion than it ever has been and is likely to accelerate," he says. However, he adds, "The process of becoming age -friendly is not one of a year or two or three; it's a generational process. It's not flipping a switch; transforming cities takes a long time." Feather agrees. "Bloomberg used to say: `It takes 50 years to be an age - friendly city, but if we don't start today, in 50 years, we still won't be one." Grantmakers in Aging's next project: making rural communities more age - friendly. Iowa City's Hayek expects we'll see the age -friendly communities trend grow as the population ages — and for the cities' self-preservation. "I have to think it will continue to increase due to the sheer number of boomers and the increasing lifespans that people will enjoy," he saus. "Most cities don't want to lose population." Rackis, Housing Administrator Re: Grant Notification: The Iowa City Housing Authority received 10 new vouchers and $48,784 for the Federal Department of Housing and Urban Development (HUD) and Department of Veterans Affairs Supportive Housing Assistance (VASH) program. Since 2008, the Iowa City housing Authority and the Iowa City VA Medical Center have partnered in the HUD-VASH program to pair housing for at -risk veterans and veteran families with supportive services. Our current allocation supports 67 rental assistance vouchers. On May 26, 2015, the Housing Authority was contacted by HUD to determine whether or not we would be interested in administering an additional 10 vouchers. Discussion: In October 2012, the HUD-VASH program implemented the Housing First concept for the delivery of services. Housing First places permanent housing with supports at the foundation for success and stability, including better access and outcomes with treatment services. The Housing First model minimizes barriers to recovery and focuses on access, rapid engagement, and then sustainment of community-based permanent housing. That means that Veterans can move from the streets or shelters directly into permanent housing as quickly and safely as possible. Housing First helps VA focus HUD-VASH on Veterans experiencing the most significant challenges to housing stability, including chronic homelessness, severe mental illness, and other significant barriers. Grant Award: On August 1, 2015, HUD announced the Iowa City Housing Authority was granted $48,784 to support an additional 10 HUD-VASH vouchers (total = 77) to provide rental assistance for homeless veterans. CITY OF IOWA CITY= MEMORANDUM Date: August 13, 2015 To: Geoff Fruin, Assistant City Manager From: Ron Knoche; Public Works Director Jason Havel; City Engineer Kent Ralston; Transportation Planner Re: Planned Four -Lane to Three -Lane Conversions Introduction: The City has two planned Four -Lane to Three -Lane conversions (colloquially known as 'Road Diets') currently included in the FY15-19 Capital Improvement Program - project #'s S3868 and S3871. The first road diet is planned for First Avenue between Bradford Drive and Hwy 6 and is planned to be completed as part of the First Avenue grade separation project. The second project is planned for Mormon Trek Boulevard between Melrose Avenue and Hwy 1. In addition, the City is also planning to convert Sycamore Street from a three -lane cross-section to a three -lane cross-section with bicycle lanes from Hwy 6 south to Langenberg Avenue. This section of Sycamore Street was recently converted from a four -lane cross-section as part of the Sycamore Street Reconstruction Project in 2012. History/Background: In the past decade, a growing body of research has found that converting four -lane undivided roadways to three lanes, one in each direction and a two-way center left turn lane, can greatly improve traffic safety while maintaining an acceptable level of service for motorists. Recently, the City has observed success with the conversion of Lower Muscatine Road from a four -lane section to a three -lane section from Deforest Avenue through First Avenue. In most cases the conversion also allows for the addition of on -street bike lanes. In effort to meet the intent of Iowa City's adopted Complete Streets Policy and the desire of residents for more on -street bicycle accommodations, staff conducted an analysis of twelve four -lane roadways with the potential for road diets in 2012. Both First Avenue and Mormon Trek Boulevard were identified as candidates due to a high number and severity of collisions resulting from a lack of left -turning refuge for motorists and overall number of conflict points within the corridors. Mormon Trek Boulevard had been considered for a road diet as early as 2010, when a traffic analysis was completed and indicated that either a two-way center left turn lane or dedicated tum lanes were necessary to improve traffic safety. The 2010 study was initiated to analyze the necessity to reconstruct the corridor as a five -lane roadway, which was included in the 'unfunded' projects list in the Capital Improvement Program in 2010. Based on the results of that study, the need for the five -lane reconstruction was not validated. In addition to the analysis completed by staff, the validity of each project was also reinforced by the receipt of Traffic Safety Improvement Program (TSIP) grants awarded by the Iowa DOT in 2015. Only road diet projects showing high benefit/cost ratios are considered for TSIP funding. Both corridors scored well, as they exhibit locations that rank as some of the highest in the metropolitan area with respect to number of collisions, collisions rates, and severity of collisions — all of which may be reduced through the use of road diets. Discussion of Solutions: Implementing road diets on First Avenue and Mormon Trek Boulevard is the most efficient way to provide refuge for left -turning motorists and provide bike lanes without major reconstruction efforts. Currently, the City has been awarded grant funding for the road diet projects on First Avenue and August 13, 2015 Page 2 Mormon Trek Boulevard, but design work for the projects has not been initiated. Staff is proposing to begin the design process for the road diet projects, and as part of the design process, additional analysis will be completed to estimate traffic impacts as a result of the completed projects. Should concerns regarding implementation of the road diets arise from the results of the traffic analysis, changes to the design could be implemented prior to construction. It is anticipated design of the road diet projects on First Avenue and Mormon Trek Boulevard would begin in the fall of 2015, with construction expected to begin in the spring of 2016. Financial Impact: The City was awarded a $500,000 TSIP grant for each project. The cost to the City will be approximately $248,000 for the Mormon Trek project (a majority of which is for new traffic signals and a dedicated right -turn lane at Benton Street, and not for the actual road diet), and approximately $29,000 for the road diet on First Avenue. Recommendation: Staff recommends moving forward with preliminary designs for the First Avenue and Mormon Trek Boulevard road diets as identified in the FY15-19 CIP. MacArthur Foundation Safety and Justice Challenge Grant Application Jail Alternatives Coordinator Jessica Peckover said she, Grants and Communications Specialist Mickey Miller, and other staff prepared and submitted an application for the Safety and Justice Challenge Grant, which is provided by the MacArthur Foundation (Foundation). She spoke about the Foundation's focus and purpose and also noted the amount awarded to grant recipient. Peckover said she expects the grant recipients will be announced in May. Alternatives and Treatments Subcommittee Peckover said the Alternatives and Treatments Subcommittee members are updating the alternatives and treatments options list. Peckover spoke about the Wet Shelter successes and noted that she and Shelter House staff are working to find a similar model of housing for the rest of the year. Status of request for property owned by General Services Administration and request for vacation of Harrison Street Board of Supervisors' Executive Assistant Andy Johnson said the General Services Administration (GSA) no longer wants to pursue the agreement to trade property with the County. Johnson said he followed up with the GSA representatives to express disappointment and noted that the Board has not determined the next steps. Harney and Rettig commented on the issue noting that the agreement they were considering was not contingent on bond referendum; GSA inferred this was the case. Harney said the Facilities Subcommittee recommended the Board continue pursuing the vacation of Harrison Street. Rettig said the main issue regarding the vacation is the expense of brick removal and resurfacing. She noted options the Board has pertaining to this matter. Harney said Iowa City City Manager Tom Markus was not concerned about the brick and is willing to work with the County. Iowa City Public Library Adult Service Coordinator Kara Logsden questioned the purpose of vacating Harrison Street and noted her understanding that the County is trying to acquire the street for future needs. Harney clarified the Board is still pursuing the road vacation for this purpose. C. SUBCOMMITTEE REPORTS 1. Alternatives and Treatments Subcommittee Lyness said the Alternatives and Treatments Subcommittee discussed the future of the winter emergency shelter and noted the beneficial outcomes including a decrease in arrests and Jail usage. Lyness spoke about the trip Jail Alternatives Coordinator Jessica Peckover took to San Antonio mental health facilities. Lyness spoke about the National Association of Counties Stepping Up Initiative. She talked about the Systems of Care Group, which includes community mental health providers, and she said they should be invited to collaborate on addressing mental health needs at the June 24th Subcommittee meeting. Lyness reported that the Subcommittee researched options for sobriety systems but concluded the County already has a good system. Johnson said Peckover is scheduled to present more information about the Stepping Up Initiative at the June 24th meeting. Adult Disproportionate Minority Contact Subcommittee Iowa City City Council Member Kingsley Botchway II announced that the County was not awarded the MacArthur Foundation's Safety and Justice Challenge Grant. He said the Subcommittee plans to follow up with Peckover and Grants and Communications Specialist Mickey Miller to determine if funding is set aside for disproportionate minority contact studies. Rettig asked Consultation of Religious Communities Representative Dorothy Whiston if the money originally reserved for the National Council on Crime and Delinquency (NCCD) study is needed. Whiston suggested Subcommittee members contact experts in the field to determine if the research on best practices is already completed before spending the money. Committee members discussed how governmental entities might partner financially to complete the necessary steps to address disproportionate minority contact. They also talked about a need for community involvement and additional support from the Subcommittee. Committee members discussed possibly hiring someone who could lead the entire County in addressing disproportionate minority contact. Lyness spoke about the entities that received the grant. D. OTHER Rettig said the Juvenile Justice Youth Development Committee discussed neighborhood problem with loud young groups of people.
