p AUTHORIZING THE PROCUREMENT OF EIGHT (8) POLICE PATROL
VEHICLES.
Comment: This resolution will approve the procurement of eight new
police patrol utility vehicles. The procurement is in accordance with the
State of Iowa purchasing contract MA4860-15A. The purchase will be for
$218,029.68, which exceeds the $150,000.00 spending authority of the
City Manager, and so requires Council approval.

Comment: Upon the platting of the North Airport Development, access
easements were established over and across Lots 5-17. As development
has progressed in and around this subdivision, none of the properties have
taken advantage of the access easements in their site development and
they no longer serve a public need. The release of these access
easements will not impact the adequacy of vehicular and pedestrian
access to these properties, nor the provision of emergency response
services. The drainage easements are also unaffected by this release.
WINDSOR RIDGE DEDICATION - RESOLUTION ACCEPTING
THE DEDICATION OF CERTAIN EASEMENTS OVER LOT 1,
WINDSOR RIDGE, PART 22, IOWA CITY, IOWA.
Comment: Arlington Development, Inc. is in the process of
developing Lot 1, Windsor Ridge, Part 22. In the course of seeking
a site plan approval for a multi -family development with a private
alley, it became necessary to dedicate a public access and fire
apparatus easement, a sanitary sewer easement, and an
underground utility easement to the City. This resolution accepts
the dedication of these easements.
2815 ROHRET ROAD DEDICATION - RESOLUTION
ACCEPTING THE DEDICATION OF A STORM SEWER
EASEMENT OVER 2815 ROHRET ROAD, IOWA CITY, IOWA.
Comment: Hodge Construction Company is in the process of
developing 2815 Rohret Road for a multi -family residential
development. Staff has determined that a storm sewer easement is
necessary to insure adequate management of storm water on the
property. This resolution accepts the dedication of that easement.

ITEM 2d(6) DEVELOPMENT SERVICES FEES - RESOLUTION ESTABLISHING
FEES FOR BUILDING PERMITS AND OTHER SERVICES AND
�S�aCo� ACTIVITIES OF THE DEVELOPMENT SERVICES DIVISION AND
RESCINDING RESOLUTION NO. 15-69.
Comment: Resolution No. 15-69 adopted a fee schedule for building
permits, plan reviews, licensing and related matters. Council approved
an amendment to the Building Code on July 15 to require permits to
replace windows, siding, roofs and street facing doors in houses located
in areas needing Historic Preservation Commission review and approval.
This resolution adopts a flat fee of $35 for those fees, which reflects
building division staff time spent on these activities. The only other
change is to delete the fees for the building trades that the City no longer
licenses.
ITEM 2d(7) CONTRACT FOR ELEVATOR MAINTENANCE SERVICES -
RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY
CLERK TO ATTEST A CONTRACT FOR ELEVATOR MAINTENANCE
SERVICES.
Comment: This resolution will approve the contract with Otis Elevator
Company for elevator maintenance services for a three year period and will
allow the City Manager to execute a subsequent three year renewal as
appropriate. Over the course of the initial three year contract, the City
expects to expend approximately $150,000 - $175,000.
ITEM 2d(8) ASHTON HOUSE REAP GRANT - RESOLUTION AUTHORIZING
APPLICATION FOR FUNDING ASSISTANCE FROM THE IOWA

Comment: Staff recommends approval of a resolution authorizing
application for funding assistance from the State of Iowa for additional
landscaping improvements and site development for the Ned Ashton
House. The resolution also authorizes the Mayor to sign the grant
agreement if it is awarded to the City.

WILLOW CREEK / KIWANIS PARK RENOVATION PROJECT —

OF COST FOR THE WILLOW CREEK/KIWANIS PARK RENOVATION

Comment: This project will allow for improvements to include creek bank
restoration, trail improvements, an additional restroom, and a youth
baseball backstop to Willow Creek and Kiwanis Parks. After meeting with
the neighborhood, HBK engineering prepared a master plan for proposed
park improvements. The estimated construction cost is $350,000 and funds
are available in the Capital Improvement Plan.

VACATING THE UN -PAVED PORTION OF HARRISON STREET
LOCATED WEST OF LINN (VAC15-00004).
Comment: At its July 16 meeting, by a vote of 6-0 (Freerks absent), the
Planning and Zoning Commission recommended approval of the vacation
of this up -paved street right-of-way. The vacated street will become part
of the Court and Linn redevelopment site.

code amendment. Approval will establish standards and procedures to
allow hotels and eating and drinking establishments to have outdoor
rooftop areas.

Comment: These amendments are related to the proposed zoning code
amendments allowing rooftop service areas and also will allow sidewalk
cafes in the public right-of-way to be approved under rules consistent with
the regulations in Riverfront Crossings for Outdoor Service Areas and
proposed regulations for Rooftop Service Areas.

ITEM 6. BICYCLE REGULATIONS - ORDINANCE AMENDING TITLE 9, ENTITLED
"MOTOR VEHICLES AND TRAFFIC," CHAPTER 1, ENTITLED "DEFINITIONS,
ADMINISTRATION AND ENFORCEMENT OF TRAFFIC PROVISIONS," AND
CHAPTER 8, ENTITLED "BICYCLES," TO EXPAND THE DEFINITION OF
"BICYCLE"; PERMIT THE RIDING OF TWO BICYCLES ABREAST EACH
OTHER; REMOVE THE REQUIREMENT THAT BICYCLISTS RIDE TO THE FAR
RIGHT SIDE OF THE ROAD; AND AUTHORIZE THE IMPOUNDMENT OF
INOPERABLE BICYCLES. (SECOND CONSIDERATION)
Comment: This ordinance makes three changes to the provisions for bicycles. First,
the definition of bicycle is amended to include recumbent and upright bicycles.
Second, the code currently requires that bicyclists ride single -file and as far to the
right hand side of the road as practicable. Surrounding communities permit bicyclists
to ride two abreast on roadways, and most bicycle advocacy groups promote cycling
two abreast because it makes cyclists more visible. This ordinance amends the
code accordingly. Third, broken and inoperable bicycles attached to bike racks take
up scarce space and currently cannot be impounded until they have been left
unattended for 7 days, and this ordinance allows for impounding of inoperable
bicycles without having to wait 7 days. Staff requests expedited action. ren w 7
