QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item 4d - Rooftop Service Areas ... ) In response to Council, Asst. City Manager Fruin responded to questions regarding a required elevator; support of the business community, and vertical expansion of drinking establishments. 2. (Consent Calendar items # 2f(1)- Nanci Kohl letter ... road diet concerns) In response to Council Member Payne, Transportation Planner Ralston and City Manager Markus responded to comments received on the Mormon Trek project. 3. (Consent Calendar item 2f(2) - ... Petition ... End Discrimination against black youth ... and 2f(4) Venson Curington II: request for work session) In response to Council Member Throgmorton, a majority of Council agreed to make individual appointments with Mr. Curington as their schedules allow and also encouraged him to schedule a meeting with the Diversity Roundtable group representing major organizations in the community. 4. (Consent Calendar items # 2f(7) - Johnson County Board of Supervisors ... Minimum Wage Ordinance for Johnson County) In response to Council Member Botchway, the City Manager and City Attorney suggested Council wait until after the County discusses the latest revisions to the ordinance, the County Attorney's opinion on the legality, and takes action on an ordinance prior to a City response. 5. (Consent Calendar item # 2e(2) - Rezoning Benton Street / Riverside Drive ... ) City Clerk Karr noted a correction in the second last line of the agenda item title, the word "southwest" should be "northwest" referring to the corner of Benton Street. 6. (Consent Calendar item # 2e(7) - Willow Creek / Kiwanis Park Renovation Project ...) In response to Council Member Dobyns, Parks and Forestry Supt. Hall responded to questions regarding the addition of a second baseball backstop; possible redesign plans for various uses such as t -ball and cricket; and the potential to add alternates in Phase 3 of a splash pad. 7. (Consent Calendar item # 2d(1) - 2015 PCC Patching ....) In response to Council Member Throgmorton, Public Works Dir. Knoche stated "PCC" stands for "Portland Cement Concrete". Boothroy and Senior Housing Inspector Laverman presented a power point and reviewed the recommendations contained in the August 13 memo. STAFF ACTION: Proceed as outlined, working with neighborhood associations and apartment owner associations on proposed changes. (Boothroy) STAR Community Rating System fIP #4 of 8/13 Info Packetl Sustainability Coordinator Nations presented a power point and updated Council on the project, with the goal of Iowa City receiving the STAR Community Rating by next spring. STAFF ACTION: Proceed as outlined. (Nations) INFORMATION PACKET DISCUSSION fAugust 6,131 August 6 1. (IP2 — Response from Asst. City Manager to Linda Quinn ... Proposal to ban plastic bags) In response to Council Member Botchway, City Manager Markus reported a raised consciousness without government involvement and more opportunities to communicate and educate within the community.. 2. (1133 — Police Body Worn Cameras and Policy) Mayor Pro tem Mims thanked staff for the policy and memo. Council Members Dobyns and Throgmorton echoed comments and communication efforts. 3. Upcoming Training Opportunity for Council) Council Members Botchway and Throgmorton indicated they will be attending the training and encourages other Members to do so if their schedule permits. 3. (IP16 — Iowa Property Assessment Appeal Board and District Court Notice of Appeal) In response to Council Member Throgmorton, Mayor Hayek stated some firms specialize in such cases. Mayor Hayek noted the grand opening of Alexander Elementary on Thursday. 2. Council Member Throgmorton noted the passing of former Council Member Steven Kanner, and a memorial planned at Happy Hollow Park; and also the passing of former Human Rights Coordinator Heather Shank and a memorial at Lensing Funeral Home on Thursday 3. Council Member Botchway reminded everyone of the Soul Fest planned the last week- end of the month. 4. Council Member Dickens announced that the Pathways fundraiser "Men Who Cook" would be held this week -end at the Clarion. 5. Council Member Botchway noted item # 12 in the August 6 packet regarding the loss of 77 jobs at Schenker. City Manager Markus reported a change in corporate philosophy and distribution model.
