QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Consent Calendar Item 4f(4) — PIN Grant) - Council Member Throgmorton thanked staff for their response. 2. (Agenda Item 9 — SSMID) - Mayor Hayek stated that he and Council Member Dickens would not be voting on SSMID motion setting a hearing and Mayor Pro tem Mims will be presiding. 3. (Agenda Item 12 — Housing Code) — Council Members Botchway and Throgmorton raised question about changes in the ordinance since the August presentation. Sr. Housing Inspection Laverman and Neighborhood Service Coordinator Hightshoe responded to questions noting the ordinance reflected the changes discussed in August. 4. (Agenda Item 14 — Tasting Events) — In response to Council Member Botchway, City Attorney Dilkes stated the ordinance clarifies events such as the recent Oktoberfest. 5. (Agenda Item 8 - Debt Management Policy) — In response to Council Member Throgmorton, Finance Director Bockenstedt stated that he will have a presentation at the formal meeting. 6. (Consent Calendar Item 4d(3) — Appointment Process for City Boards and Commissions) — Council Member Throgmorton questioned wording in ordinance (Sec.A2) regarding current members of Boards and Commissions. City Attorney Dilkes said she would review. DISCUSS JOHNSON COUNTY MINIMUM WAGE ORDINANCE r1P 3 and 4 Info Packet of 10/1 Council discussed the two City Attorney memos and City Attorney Dilkes provided a synopsis. After discussion a majority agreed to do nothing to stop the ordinance from taking effect in the City for the first increase on November 1 but discussed the need to analyze the impact of the ordinance within the City and to include nonprofits in the process. The possibility of a task force was discussed. STAFF ACTION: Add item to joint meeting agenda for discussion on the 19th. (Karr) Council Work Session October 6, 2015 Page 2 AGENDA ITEMS FOR JOINT MEETING rIP #5 Info Packet of 10/11 Majority agreed to add "Update from County and jurisdictions on the minimum wage ordinance". STAFF ACTION: City Clerk will notify ICCSB for inclusion on upcoming joint agenda. (Karr) INFORMATION PACKET DISCUSSION rSeptember 17, 24, October 11 Sept. 17t 1. (IP3 — Memo ... Communications Protocol for Economic Development Activity) Individual Council Members commented that without cooperation from other municipalities not much more can be done. 2. (IP5 - Article ... Loneliest Number; Being Black In Iowa) Council Member Botchway thanked City Manager Markus for putting the article in the packet. 3. (IP6 — Memo ....The Rise at Riverfront Crossings Courtyard Landscape) Council Member Payne thanked Planner Howard for the memo. Sept. 24th 1. (IP3 — Press Release ... Ped Mall Art Project) In respond to Council Member Dobyns, Asst. City Mgr. Fruin stated the fundraising committee was being assembled and led by the Iowa City Downtown District. 2. (IP4 — Memo ... Park Trails in winter) Council Member Dobyns noted Park & Recreation Director Moran's last memo and stated the amount of trails not being de - snowed was minimal. October 1 st 1. (IP 3 and IP 4— Memos ...County Minimum Wage Ordinance) Council Member Botchway thanked the City Attorney for her detail and analysis. 2. (IP 8 — Memo ... Mayflower Pedestrian Crossing on Dubuque Street) Council Member Payne thanked Executive Director MPO Ralston and Special Project Administrator Clow for the clarification regarding speed limit change south of Foster Road. 3. (IP 14 — Memo ... City Council Listening Post) Council Member Throgmorton stated listening posts should be held in parts of the community that do not feel connected and questioned Java House rather than Pheasant Ridge for the next site. Individual Council Members expressed their views, and agreed to retain the present Java House location and directed staff to contact Pheasant Ridge directly to post a notice; and asked for input on future sites from diversity staff roundtable. 4. (IP 7- Information from Council Member Botchway..... Know Your Rights Street Harassment and the Law) After discussion staff was directed to research the matter locally and report back. COUNCIL TIME / MEETING SCHEDULE 1. Council Member Throgmorton praised the Book Festival and presentations which was organized by the City of Literature. Council Work Session October 6, 2015 Page 3 2. City Manager Markus encouraged Council to read "Just Mercy" by Brian Stevenson regarding our justice system and how it is relevant to what is going on in our country right now. 3. City Manager Markus noted the late addition Item 4d(18) regarding the lease with ICAD, and stated a conflict of interest was brought up by a community member on the City Manager signing the lease as a member of the ICAD Board, and reported the lease would be signed by the Mayor. 4. Council Member Payne stated she will not be able to attend Joint meeting on October 1 gth. Council Member Dobyns stated he would be late. PENDING WORK SESSION TOPICS fP #6 Info Packet of 10/11 1. Council Member Throgmorton requested the City's annexation policy be added to discuss affordability. Majority agreed to add. 2. UISG liaison Neal requested discussion of University of Iowa enrollment and impact on housing and rent. Asst. City Manager Fruin stated he would try and schedule for next work session. 3. In response to Council Member Botchway the City Manager stated a memo from Director of Transportation O'Brien regarding bus shelters and benches was in previous packet. UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS Council Member Kingsley mentioned his 30t birthday passed. Meeting adjourned 6:38 P.M.
