We have . limited amount of time here, / let's move right in. First item, questions regarding agenda items. Terry, you and I will be sitting out Item 6 on the SSMID. Hope you brought some cigars. Throgrnorton/ Matt, on Item 6, uh, I wonder if we could make sure that Wendy and maybe Nancy Bird, if she's here, clearly describe + being requested for and ... and um, maybe for, uh, explaining why the completion of the ordinance should be done before the end of the year. I'm sure they can explain this, but just like to hear it. Mims/ Yep! ITE O Kristin Cannon: Halloween [Staff response included] session190tchway/ I had 4 ... I had 4f(2), um ... that, it's just a kind of a question. Is there any way we can just change that in the future? To make sure that doesn't fall on a game day or (mumbled) Halloween (speaking away from mic) This represents only a reasonably accurate transcription of the Iowa City City Council wofq of November1 2015. m Mims/ Won't happen for a few years. Dobyns/ You know ... are you talking about Halloween? Dobyns/ Yeah, it really wasn't that bad. Um, I mean I think that people just delayed about a half hour and we actually had more trick -or -treaters. I know my, uh, daughter lives in University Heights and they did it the day before and that was really confusing. Um, so it actually didn't turn out nearly as badly as I thought it would, so.... Markus/ I think they made the call a little late too. Botchway/ Yeah! Markus/ As to the time of the game. So ... lot of people have parties scheduled and things to do (mumbled) so ... it's kind of hard to make that call, but ... it's good to hear it wasn't impactful. Dobyns/ Yeah. (mumbled) the parking, uh, which is saturated around my house, it cleared completely by the time the trick -or -treaters came. So... There are three vacancies. r rVorff1 Mims/ Oh, Rick! (laughter) Throgmorton/ Well, yeah (laughter) you can laugh at me too, Susan, cause I ... that's what I had in mind also, Rick. Um... Botchway/ I had Eliza, um, Joe, and ... Adil ... Adel? Karr/ Adil. Botchway/ Adil. Besher as well. Throgmorton/ So I ... Andrea ... Andrea Cohen was on the ... the commission for a year or something like that? Karr/ Right, and then she resigned because she thought she was moving from the community. Throgmorton/ Right, and ... and, but now she's ... she didn't really move. Now she's here and she'd like to be on the commission for a full term, right? Mims/ I just was impressed with Eliza Jane Willis, um, I mean some of the work she does at Grinnell is .... is working in terms of, uh, increasing diversity of their faculty and stuff, and so I thought it ... in terms of the female, uh, position, I thought she was ... uh, was a strong candidate. Hayek/ I think ... I think Eliza would be a strong candidate. I think Andrea would, you know, would be a strong candidate. I like the concept of Mr. Adams. He's, urn ... been before us, urn ... and hasn't gone well for him. The recourse he has requested hasn't ... we just haven't been able to help him, uh, and I'm glad to see him, you know, try to get involved. (several talking) Botchway/ (speaking away from mic) ...Adol and, uh, Adil, just simply that I was worried that ... and I don't know this to be the case. I guess I could have called him, but I was just worried that if it was self-interest that guided, um, him coming onto the commission then it would steer the commission fo... not to say it would steer the entire commission but it would be focused on just that particular interest and I was worried about that point, but I This represents only a reasonably accurate transcription of the Iowa City City Council work session of November 10, 2015. C don't know ... it wasn't obviously in the record that he would state that, but um, I also didn't call him and ask him as well, so... Hayek/ Yeah. Botchway/ ...a concern that carne up that made me choose between... choose the other person. Mims/ Yeah, I guess I didn't worry about that too much because, I mean, the commission has such a broad ... um ... I'm drawing a blank here, but I mean their ... what's under their purview is so broad, urn ... I mean with all the various things that they do, I ... I guess I just didn't see the ... the personal issues that he had had as being a problem with him being on that commission, and again, I guess I was kind of looking at it maybe from the same perspective that Matt just mentioned, is you know, he's been here, he's been involved, um ... so I just ... I looked at it in that regard. Hayek/ Yeah, I think, I mean, I ... I like your instincts on that. I think that particular issue is so unique it doesn't give me concern, and he ... he has a leadership position within the Sudanese community, um ... and uh... I think that's relevant. The other guy's only been here a year, year and a half. Um ... they'd probably both be fine, but ... well, let's (several talking) Karr/ (mumbled) (noises on mic) Throgmorton/ So is ... is Nadell Besher female? Karr/ Yes. Throgmorton/ Yeah, so we have ... have four to ... four women to choose from. Hayek/ All right, well let's ... are we in agreement with Joe Coulter? (several talking) Are we in agreement (several talking and laughing) between Andrea and uh, and Eliza? (several talking) Everybody okay with that? Enough... Throgmorton/ Good reasons to do it, yeah. Hayek/ Okay. And then the third spot? Botchway/ I mean I ... just based on Susan's comments, I'm ... I'm fine with Adil. That's fine. That makes sense. ITEM 16d Parks and Recreation Conmiission Hayek/ People okay with that? (several talking) Okay! Coulter, Adams, uh, Willis. 16, uh, d, Parks and Rec. We have two vacancies for that spot. Uh, requirement one female, one none ... as in no requirement. (laughter) This represents only a reasonably accurate transcription of the Iowa City City Council work session of November 10, 2015. UM Throgmorton/ Glad you clarified that, Matt! Uh, I ... well I'd support reappointing Joe Younker and Cara Hamann. Mims/ I would agree. Payne/ Yes! Hayek/ Okay, then the third is Senior Center Commission. We have two vacancies. Mims/ Two applicants. Throgniorton/ Yeah, I ... I'd support .... I'd support both of 'em! Botchway/ Yeah. Hayek/ Okay! All right. Botchway/ I had one issue with it. Is there any way, and maybe this is something we couldn't do. Maybe this is specific to the Human Rights (mumbled) should have read a little bit more, but could we get the same type of attachment, um, that's with the Human Rights Commission members ... with the other members? Karr/ We are looking at, um ... standardizing the application form. We are looking at those issues right now. Botchway/ Okay! 1111P1111111 III I 1 1 111t:111111 I i : 'Ag", T", I OW d Hayek/ Info Packets. We have three. First one is October I am M.- TUV -me Botchway/ (mumbled) Hayek/ We're into December here, so we ... might want to look at those four dates real quickly. Anybody, uh, do December 9t"? This represents only a reasonably accurate transcription of the Iowa City City Council work session of November 10, 2015. Page 6 Dickens/ I'll do December 16th. Fun birthday present! (laughs) Botchway/ I can do the 9th Hayek/ I can do the 30th, I think. Karr/ So Botchway's the 9111, 16th is Dickens. Dickens/ Yep! Hayek/ I'll do the 30th Karr/ And 30th is Hayek, and we have the 23rd then. Hayek/ As my outgoing act I'm going to announce a whole bunch of pardons on the radio! (laughter) Dickens/ Start with me! (laughter) Payne/ Let me go get my, um, cell phone with my work schedule. Hayek/ Okay! Uh... anything else from that Info Packet? Karr/ You also have the Friday ones, when she gets back. You have a couple Fridays November 20th and December 18th, Hayek/ Oh, sorry! Throgmorton/ What are the dates? Karr/ December ... I'm sorry, for the Fridays, November 20th and December 18th, Botchway/ I can do November 2e. Throgmorton/ I could probably do December 18. Karr/ November 20th is Botchway? And December 18th ... is ... Throgmorton. Throgmorton/ What time do we have to be there, uh, 4:30? Karr/ It's 7:15 to 7:45 ... um, and the intent of that is to be live. As opposed to the potential of the Wednesdays being prerecorded. Throgmorton/ Good grief! How have y'all done this? Oh! Well, Rick's done it (several talking) Dobyns/ What's that? This represents only a reasonably• • of • sessionof • • 1 Um Dobyns/ Yeah, I get there at 5:00 but Jay (mumbled) (laughter and talking) Hayek/ Do you need any others? Karr/ Um, December 23rd Payne/ And I'm on vacation. Karr/ Okay, so we still need December 23rd if we can. If not I'll bring it back, but it'll be a week before. The 9th, we've go the 9th is Botchway, the 16th is Dickens, the 30th is Hayek. We can go with a prerecorded. I could see about ... if he's interested (several talking) Botchway/ I can do that. If it's prerecorded. (mumbled) Hayek/ Go for it! Karr/ I'll check. Okay, and I'll let you know. Hayek/ Okay! Anything else on the October 22nd packet? October 29th packet? Mims/ Just the cycle -cross event sounds pretty interesting, so you're going to get ready to make a trip! Or... Markus/ Next week. Yeah. Mims/ Good, and then the ... two, IP3 and IP4, the, uh... police killings and uh, presidential task force on 21 St century policing. Just appreciate those being in there and the information. (several talking) Payne/ IP6 was the listening post that Rick and I went to. Um ... I don't know if anybody had any questions, but there was only three people ... who came and talked, but there was quite a few items that they talked about. Hayek/ Uh huh. Payne/ I think the biggest one was ... that we probably wanted some follow up on was the snow removal one. Rick, do you agree? Dobyns/ Yes. Yeah. And that was, uh, that's something Michelle and I have heard a lot of other people talk about, as well. Um ... and ... even more so than, I mean, everyone always talks about snow removal, um ... so that's (mumbled) we can bring up when we talk about like, um, budgetary items or strategic plans going forward, but I think that's, uh... uh, you know the sense I've had is that the City, um, you know, it'll be interesting to see how those This represents only a reasonably accurate ti -inscriptio of the Iowa City City Council work session of November 10, 2015. RM decisions are made in terms of how much money to put into it. Um ... and so I think that was a ... an area of very broad discussion, not just in the listening post. Hayek/ Okay. Let's go to the final ... Info Packet, November 5th Throgmorton/ I don't know if I misread it, but it seemed to me that, uh, the ... October 15th meeting, minutes of the October 15th meeting of the Planning and Zoning Commission appeared in both this packet and the one before it. Payne/ I thought so too. Throgmorton/ I don't know if ..if it was identical but... Payne/ And I looked at 'em and I thought they both said "preliminary" too. One wasn't the final. Throgmorton/ Yeah. Karr/ I'll look! We haven't received the final yet (mumbled) Okay, I'll look. Thank you! Council Time / Meeting Schedule: Hayek/ Anything else? Council time and meeting schedule. Um, the meeting schedule's at IP 1 on that November 5th Info Packet. We've got our, uh... uh... work session meeting, strategic planning and orientation on Monday the 30th. At ... at Ashton House, and then we've got one final meeting in December. Any other Council time? Throgmorton/ Think I'd like to mention one thing, Matt. I ... I had the opportunity to attend the Friends of Historic Preservation's 40th anniversary, uh, event at Old Brick. Uh, it was really fun. Uh, a substantial number of people there and it reminded me that my ... my cousin Janet was married there 57 years ago. So ... pretty cool. iTcominCornanunity Events / Council Invitations: Hayek/ Well and Old Brick is the symbol of the ... birth of historic preservation in many respects, given how it came about to be saved. Okay! Pending work session topics, IP3. And upcoming... events. All right. That was a....16 -minute (laughter) Throgmorton/ That was a record! (laughter) Hayek/ All right, unless there's anything else we'll end the work session. We'll come back in a few minutes for our formal at 7:00! Thank you!
