Um ... (several talking in background) Okay. Yeah, it was in the ... the electronic packet. (several talking) Mims/ Page 18 of which packet? Karr/ Page 18 ... well, it ... it's IP2 of the 11/25 packet is the agenda on the orientation. Attached to the orientation agenda is a separately numbered packet. It's on page 18 of the packet. It's page 18 of the orientation agenda. (several talking) Page 18 on the bottom, bottom middle. Okay? Um, first of all ... we...we have a resolution that establishes the meeting schedule of the first and third Tuesday of each month. We certainly can change the resolution, but in the absence of doing that, this is taking into consideration the first and third regular Council meetings. We also are proposing some additional budget work sessions, and (noises in background, difficult to hear speaker) organizational meeting to elect the Mayor and Mayor Pro Tem, and that's kinda of important that we establish those, um, tonight, if we can at all. Um ... again this was based on the input I received (mumbled) on your schedules. I'm suggesting January 4a' potentially for the organizational meeting and a special budget, introduction to budget, and that's on Monday, January 4a`. Dickens/ How long would that be? Karr/ The ... well, the organizational meeting of course will be the election of the Mayor, Mayor Pro Tem, and the ... and the Council Member appointments, and then we're looking at possibly, um ... uh, two hours for the introduction to budget. Kind of depends on the questions and answers (both talking) Dickens/ (unable to hear) Karr/ Uh huh. Now this is ... subject to change, and then you've got the next evening is your regular work session and formal meeting, and we're suggesting another budget work session all day the 9a', January 9`", a Saturday. And then budget on the 110'. And the 14th. Is that schedule going to work? Dickens/ Is the 14th if needed? Karr/ Uh huh! Yes it is. Is there any discussion on January 4th starting later than noon? You want to start at 3:00? This represents only a reasonably accurate transcription of the Iowa City City Council orientation session of November 30, 2015. November 30, 2015 Iowa City City Council Orientation Session Page 2 Cole/ I hate to say it. I would like to start later in the day, um... Karr/ And I am taping this one too, so ... we have to do minutes of this, so... Cole/ Could we do it at like 3:00 or does noon work better for people? (both talking) Karr/ No, this was something I threw out based on the schedule I had and I did not hear from all of you, so ... definitely it's all subject to change. Botchway/ Noon works better for me. Karr/ (several talking) Noon works better? Throgmorton/ Doesn't matter to me! (several talking) Dickens/ 12 to 3:00 actually works better so I could go back to work. Karr/ Noon? (several talking) Cole/ Noon is fine Karr/ Okay. January 5", 9t', 11`', and 14th, the budgets work okay for everybody? The proposed ones? (several responding) Okay. And then the rest ... rest of the schedule, as I said, is based on the resolution we have — the first and third Tuesday. Botchway/ (mumbled) quick thing is.. just in consideration of City staff, is there any way to push that time up? Karr/ Which one? Botchway/ The ... Monday, January 11th. Maybe it doesn't matter. That's fine (mumbled) (several talking) Mims/ ... chance to work morning ... Throgmorton/ ...like noon to 6:00 or (several talking) Botchway/ Yeah, I guess I'm just thinking, I mean, (several talking) if you don't mind staying to 7:00 then that's fine. Okay. Karr/ It doesn't make any difference. Noon to 6:00? Throgmorton/ We usually end before ... a couple hours early anyhow. Fruin/ Yeah, we rarely use all that time. This represents only a reasonably accurate transcription of the Iowa City City Council orientation session of November 30, 2015. November 30, 2015 Iowa City City Council Orientation Session Page 3 Karr/ Yeah, it's a block of time that we (both talking) Botchway/ Okay, never (mumbled) Markus/ ...done before that. Karr/ Um ... Tom, Eleanor and I have prepared this orientation packet, um, and ... we, um, in past have gotten through some of this material with you, but since I ... I know that some of you, um, have not had the opportunity to look at this. What we're suggesting is you take a look at it and what we'd like to suggest is, especially with Rockne and John and Pauline, call, make an appointment, and we can go through a lot of this stuff one-on-one when you haven't been sitting five or six hours already, and we can do that, um ... uh, whenever meets your schedule, and then you'll have more time to digest this, come up with questions, and ... we'll do that. Um... Dilkes/ Or if the three of you want to find a time that works for three of you (mumbled) Three of you want to find a time (several talking) Cole/ Yes Karr/ Yeah (several talking) Um, the other ... the other thing that we want to be sure and just, um, talk a little bit about, and take a look at this is the, urn ... the, um, ex parte communications, um, and also the email and when it becomes a public record, that type of thing. And so we do want to spend some time talking to you about that at that time. We also have for you some information on, urn ... services available to you from our computer... computer, our IT Department. Also your Human ... your Personnel packet. I've got this all tonight. Take a look at it. Give me a call if you have questions. It's a lot easier to take a look at it at your leisure than it is (several talking in background) Okay. Um, are you all interested in receiving a hard copy of the budget? It will be available in your electronic (several talking) No hard copy? (several talking) Okay. Okay. We, uh, we'll have some available. It's just a costly document to reproduce if it's not being used, so I told Dennis I'd just ask, and we certainly will have some extra copies (both talking, male in background) Oh, yes, we have it on file, a hard copy (both talking) at the Library as well. And we will have hard copies, uh, available, but as I said, we just wanted to ask if there was interest in doing it. If you're sure you want a hard copy, we surely (mumbled) Um ... the web site, I think I've received two bio updates from a couple of you, so as soon as we get that information we can prepare ourselves to update that web site with our new Council people and your bios on (mumbled) on January 1. Okay. Dilkes/ Anything I have to say we would cover in the.... Karr/ One-on-one. (several talking) Dilkes/ Yeah.
